9.51.1 SYSTEM SUMMARY

Pasco County’s, E911 system consists of four Primaries and one backup Public Safety Answering Points (PSAPs). These PSAPs direct dispatch calls to four fire, five law enforcement, and one EMS Agency.

Frontier provides the selective routing 911 call delivery system of wireline calls within the county and provides the connectivity to transfer calls to the adjoining county PSAPs; wireless calls are delivered directly to the County primary PSAP for selective routing. Two Frontier tandems are located in central offices providing redundant routing delivery of wireline 911 services. Wireless calls are routed directly to the County via a T1 circuit with connections to Intrado and TCS to provide call location information and ANI/ALI, these circuits a geo-redundant at the Pasco County Primary and Backup PSAPs.

9.51.1.1 PASCO COUNTY PSC PRIMARY PSAP

The primary PSAP direct dispatches calls for Pasco Fire Rescue, The Pasco Sheriff’s Office, and the Dade City Police Department. PSC direct dispatches all calls for EMS in the county.

9.51.1.2 NEW PORT RICHEY POLICE DEPARTMENT PRIMARY PSAP

The City of New Port Richey has a primary PSAP operated by the New Port Richey Police Department. This PSAP direct dispatches calls for city fire and law enforcement services. EMS calls within the city are dispatched by the county primary PSAP.

9.51.1.3 PORT RICHEY POLICE DEPARTMENT PRIMARY PSAP

The City of Port Richey has a primary PSAP operated by the Port Richey Police Department. This PSAP direct dispatches calls for city fire and law enforcement services. EMS calls within the city are dispatched by the county primary PSAP.

9.51.1.4 ZEPHYRHILLS POLICE DEPARTMENT PRIMARY PSAP

The City of Zephyrhills has a primary PSAP operated by the Zephyrhills Police Department. This PSAP direct dispatches calls for city fire and law enforcement services. EMS calls within the city are dispatched by the county primary PSAP.

9.51.1.5 PUBLIC SAFETY COMMUNICATIONS (BACK-UP CENTER

The backup PSAP is activated only upon evacuation, E911 system failures, and/or training exercises. The backup PSAP additionally serves as a training facility for 911 public safety telecommunicators.

9.51.2 SYSTEM MANAGEMENT

The Pasco County E911 system is operated and managed by the Pasco County Emergency Services Department. The Pasco County Board of County Commissioners is the responsible fiscal agent and the funds are managed by the Clerk’s Office

The County primary PSAP is under management of the Emergency Services Director, including public safety telecommunicator employees. All City Police Department primary PSAPs are under the management of their respective City Police Chief’s, including the 911 public safety telecommunicators.

9.51.3 INTERLOCAL AGREEMENTS

Pasco County has an Interlocal Agreement with the Pasco Sheriff’s Office and the City of Dade City for the provision of emergency call answering and law enforcement dispatch services. This agreement identifies the management practices of the county Primary PSAP.
