2 / Messages- It is the owner’s requirement that all routine/ non routine messages from ship to ship mangers must be copied to them. In particular, following ship reports must be carefully checked by Master for complete information and accuracy before transmission.

All correspondence received from charterers are to be promptly marked to KC Maritime. All correspondence to charterers is to be copied to KC Maritime.
On every Monday, all vessels must report the actual and log book figures of Bunkers Remaining on Board (BROB). Please note that there shall be never any attempt to build unreasonable extra bunkers on board.
3 / Month-End Reports- Following reports must be sent to the Owners every month- end.
a)Running defect list for Engine and Deck departments (Tec 31).
b)Monthly maintenance and repair reports (Tec 20).
c)A/E performance report (Tec 06B)
d)M/E performance report (Tec 06A)
e)Monthly lube oil consumption report (Tec 03A)
f)Engine Room Log abstract (Tec 03B)
g)4-monthly Machinery report (every 4 months)
h)4-monthly Deck report (every 4 months)
i)Handing over reports of Master and Chief Engineer (as applicable)
j)Fuel Oil Bunker analysis reports (as applicable)
4 / KC Maritime to be informed if the vessel encounters extreme heavy weather (BF8 or above).
5 / Under no circumstances should vessel’s navigate in or force “ANY” ice unless express written permission is taken from KC Maritime.
6 / Before proceeding to any port/berth please seek clarification from the Charterers’ and agents and try and obtain a written confirmation from them about the available depths and inform KC Maritime
7 / All off hires MUST to be reported promptly to KC Maritime by phone and/or email. All telephonic information must be relayed on email as early as possible. Needless to say Owner would request Masters to take all prudent measures to avoid/minimize the down time. Bunker ROB figures must be noted down carefully for the off hire periods. All off-hires will require a complete incident report to be prepared and submitted to KC
Maritime at the earliest opportunity.
8 / When loading grain please check with KC Maritime if the hatches need to be sealed/ unsealed.
9 / On the last voyage prior redelivery to the owners/operators (KC Maritime) Master to inform KC Maritime of the condition of the holds and advise how much time is required to bring them up to grain standards after completion of discharge.
10 / No hold washing is to be done if adjacent hold(s) have sensitive cargo. Similarly, no heavy ballast is to be taken if the adjacent holds have cargo, unless express permission is obtained from KC Maritime.
11 / Under no circumstances should any of the following be donewithout express written permission from KC Maritime
a)No cargo work is to be undertaken in rain.
b)Deck/engine logs/abstracts or any other documents should not be handed over to the Charterers or their representatives.
c)Super cargoes/Charterers representatives are not allowed to sail on board or inspect the vessel.
12 / Statement of facts (SOF): SOF must be detailed and factual and all cargo stoppages due to rain or other factors must be recorded accurately. Please ensure that all information contained therein in the SOF is accurate prior to signing same.
C. Owner Specific PSC Detentions
1 / DaryaUma was detained at Weipa, Australia in Nov 2013.
Port Lifeboat on load release arrangement defective
2 / Darya Shree was detained at Hay Point, Australia in May 2013.
Port side on-load release defective.
Maker’s approved service engineer boarded for inspection and found that release handle hydrostatic interlock was partially engaged. In this state the interlock is non-operational. Further inspection of the main release cables revealed cracking on the outer sheaths
3 / Darya Maan was detained at Mumbai in January 2012.
Admiralty sailing directions for West coast of India had not been corrected.
Condition and closing arrangements of Fire doors poor and ineffective. Door locks broken and door cannot be closed and locked.
Emergency Fire pump discharge line holed and leaking.
Fire hydrants on main deck and accommodation decks leaking.
No flag endorsementsfor deck and engine watchkeepers.
4 / Darya Maan was detained at Mumbai in March 2009.
Daily test condition of GMDSS equipment not carried out.
Boiler not able to burn waste oil as required by IOPP Certificate.
Engine Room Sewage Overboard valve was found open.
Second Officer’s flag endorsement was not on board.
5 / Darya Shanthi was detained at Gladstone, Australia in July 2008 due to MF/HF DSC unable to operate on emergency battery power.
6 / Darya Chand was detained at Teesport, UK in Dec 2005 due to inoperative MF/HF DSC.
7 / Darya Noor was detained by USCG at Novaloe in Dec 2005 due to Emergency Generator not starting and incorrect entry in ORB regarding transfer of bilge water.
D. Owner Specific Major Problems/ Incidents
1 / Darya Tara ran aground in Rio Parana under pilotage in Feb 2009. Whilst the vessel was nearing a bend in the river, course was altered to stbd so as to keep the vessel near the outer limit of the narrow channel on her stbd side. The pilot had agreed to pass port to port with an inbound bulk carrier. Cost: USD 250,000/-. No attempt was made by the master to Procure local charts for the region.
E. Ship Specific Issues
1 / Cracks in hull- Underwater cracks in the hull of one of our KCML vessels were discovered in port, shortly before the vessel set out on a long ocean passage as a result of which the vessel, fully laden, had to be diverted for underwater repairs at considerable loss of time and expense. It was however fortunate that the cracks were discovered in port, otherwise the consequences could have been much worse.
Please ballast your vessel to the maximum possible for weathering rough seas and adverse weather conditions, with particular regard to any minimum draught requirements that may be stipulated in your vessel's loading manual.

Ensure valid USCG COFR (and bridge letter for those vessels with Operator named in the COFR different from the Registered Owners) is held.

7 / Port calls to Argentina-
  • Kindly be reminded to ensure compliance with BW exchange and BW chlorination regulations for Cholera prevention,
  • Please note that this is very high risk area for Sea Borne Drug Smuggling and be on alert accordingly.
  • Kindly beware in case of transiting River Plate that in certain sections the banks shift continually and buoys may drift out of position or the buoyage may not yet have been re-aligned to the navigable channel, for which the most up-to-date information must be obtained from the local Agent or the Pilot authority in good time before the transit and extra care is to be taken when navigating in suspect areas.
  • Kindly be warned that exorbitant fines are imposed on ships for any misdeclaration of bunkers, lubes, paints, spares, equipment stores, cargo or crew's personal effects. The Customs or other authorities will look for the slightest excuse, even minor, innocent, discrepancies or mistakes, to levy huge fines (USD20-30,000 upwards) and/or extort underhanded payments. Please, therefore, ensure that all port papers and customs declarations are prepared carefully and accurately, all items and quantities are diligently accounted for and declared according to local regulations and requirements, to be ascertained by you from port agent early to allow you sufficient time to ensure proper compliance.

Ships calling at any Chinese port must have pre-contracted & approved pollution clean-up contractor, known as SPRO (Ship Pollution Response organizations). Please refer RU 71 for details.

17 / Transiting Malacca/Singapore Straits- Kindly beware of the high incidence of piracy and robberies and take all necessary precautions.

H. OPS Guidelines
1 / Bill of Lading- Please ensure officers understand regarding the importance of receiving the original B/L or in case the same is not available then LOI (Letter of Indemnity) from the Head Charterers which has to be accepted/approved by the Head Owners (Owners will give clear writteninstructions directly or via us)- without that no discharge.
2 / LOA (Letter of Authorization) - If the format is not the same as given in AESM Manuals and agents ask the Master to sign a different format (not similar to ours) then they should get Owners approval.
3 / Rain Letter - Various Receivers submit this - basically stating that they will not hold vessel/owners responsible for any wet damage, etc. This is not to be accepted. As and when the same is recd it should be relayed to charterers (responsible for voyage) with cc: other charterers up the chain and a LOI will need to be submitted to Head Owners by the Head Charterers.
4 / Draft survey – There should be no reliance of draft surveys carried out by external parties or by shore scale figures. C/Off has to carry out the same initial/intermediate/final himself. If substantial difference found (between shore vs. ship's draft survey fig) then Master to immediately inform Charterers + Owners/us, to enable Owners/us decide next course of action i.e., to make decision to call P&I (and to give Master relevant advise - issue LOP, etc). In any case, M/R + B/L + agent's SOF to be claused reflecting actual fig found i.e., ship's fig vs. shore scale fig.
5 / Communications- Communications to be quick with Owners+ AESM.
6 / IWL + WRTW (International Warranties Limits + War Risk Trade Warranties)- Prompt reporting to be made to Owners + AESM, to ensure cover in place
7 / Hold washings - Not to be pumped out in MARPOL Special area.
