REPORT

Background of the Workshop

National Service Scheme (NSS) is a flagship programme of the Ministry of Youth Affairs & Sports, GoI, with prime objective of community development and nation building. It has been widely recommended to prepare a comprehensive proposal relating to the need for awarding Credits under NSS for which NSS may be considered as Elective Subject for university/college education. In addition this will also be an attempt to standardizing the usages of teaching of NSS as a nation building activity nationwide.

The main points under this Workshop were discussed which included:

1. NSS as an Elective Subject for University/College Education: Course, Content & Curriculum

2. Considering Course Content on Unit Basis for further incorporation in the Higher Education System

The other points proposed to be discussed in the next / follow-up Workshop include:

3. Role of Higher Education in providing Skills Development and Vocationalization

4. Personality Development of Students through community service. Bridging of Higher Education Institutions by Exposing Students to Social Realities

For this purpose a Concept Paper was prepared by the Association of Indian Universities (AIU), New Delhi, a copy of which is being enclosed herewith (vide Annexure-I).

Background Note for the Workshop was also prepared by the Program Advisor, NSS, Ministry of Youth Affairs and Sports, New Delhi and the same is enclosed herewith (vide Annexure-II).

AIU had sent a circular to all the Universities in the country with a request to depute a contingent teacher In-charge and a youth representative of their respective Universities preferably who possess the knowledge of NSS.

One of the main purposes of the Workshop was to collect recommendations on the given subject and submit the same before the authorities for further consideration.

Preparations for the Workshop:

·  The AIU sent invitations to various Universities of all the four southern states of India and UT of Puducherry. It was decided to hold the NSS workshop on 20-21st May 2014. Invitation letters along with registration form and travel plans in respect of delegates attending the Workshop were sent to all the Universities and NSS directorates of four Southern States.

·  The University constituted Core Committee and other Committees for the smooth and successful conduct of the aforesaid Workshop as detailed below:.

§  Press and Media Committee

§  Finance and Accounts Committee

·  A tentative program schedule was prepared and finalized in consultation with Dr. G.K.Tuteja, Program Advisor, Ministry of Youth and Sports Affairs, Government of India, New Delhi and Mr. Sampson David, Joint Secretary (Youth Affairs), AIU, New Delhi.

·  Invitation Cards for Inauguration & Valedictory functions of the Workshop were prepared and circulated to all the delegates who had registered for the Workshop and also to NSS Directorates of four southern states and other concerned Institutions.

·  The delegate bags containing the information about the conduct of the Workshop, delegate badges and program schedule was prepared and distributed to the delegates at the Registration Counter.

·  Final list of participants was prepared and they were divided into four groups for effective deliberations. Venues for conduct of group discussions were identified.

·  A feed back form about the workshop was prepared and collected at the end of the workshop local transport / accommodation and catering was provided by the host University.

·  Study materials were collected with online resources like NCC Cadets’ Hand Book, NSS Curriculum of Delhi University, Avinashalingam Deemed University for women, Coimbatore. The same was made available in four sets to rapporteurs of Each Group. Laptop and audio-visional aids were provided to each group for recording the discussion and for making group presentations.

·  The University issued Press Note three days prior to conduct of the Workshop i.e. on 18th May 2014 which was well-covered in all the leading national / daily newspapers.

Inaugural Function:

The Workshop was inaugurated by Prof. Dr. Meena R.Chandawarkar, Vice-Chancellor of Karnataka State Women’s University. Speaking on the occasion, she said ‘NSS activities are very effective for stimulating the students to be creative and enthuse in them the spirit of selflessness, patriotism, dedication and work for the poor and needy, it also helps them in developing soft skills which will be useful for the students in their future career. She also hoped that ‘the Workshop which is intended to deliberate on National Service Scheme (NSS) as Elective Subject and Skill Development with Vocational Education Training will give useful inputs, which will ultimately initiate in developing the NSS as an effective and useful tool for developing the youth power in the country’.

Dr. G.K.Tuteja, Program Adviser, Ministry of Youth Affairs and Sports, Government of India was the Guest of Honour. Speaking on the occasion, he said ‘five Inter-University Zonal Workshops are being organized throughout the country. He also said, at present there are about 35 lakh students working as NSS volunteers which is supposed to be increased to one crore in the near future. He further said that this Workshop will give useful inputs for consideration in the future Workshops.

Dr. V.D.Patil, Registrar, KLE University in his presidential remarks briefed the NSS activities being conducted by the University and its constituent units for the benefit of the rural people. He also said with the incorporation of NSS as Elective Subject, the students community will be able to inculcate the values of nationalism, patriotism, brotherhood and helping each other.

Dr. A.S.Godhi, Principal, J.N.Medical College, Belgaum was the Guest of Honour. Speaking on the occasion, he briefed the NSS activities conducted by J.N.Medical College, Belgaum.

As many as 80 delegates from various Universities from all four South Indian states participated in this Workshop. The Principals and the faculty members of the constituent units of the KLE University were also present. The two days’ deliberations involving the representatives from Universities of all the four Southern states had drafted curriculum of NSS. The recommendations of the workshop on the theme “NSS as elective subject in the undergraduate courses” were compiled and will be presented as Belgaum Declaration to the Ministry of Youth affairs and Sports, Govt. of India and Association of Indian Universities (AIU), New Delhi for further action and implementation.

After completion of the guest lecture sessions, the delegates visited the Pathology Museum of J.N.Medical College, Belgaum. Dr. Ranjit Kangle, Professor of Pathology explained about the history of the museum and specimen displayed in the Museum.

In the afternoon, the delegates were divided into four groups and re-assembled in the respective Halls for group discussions. Group leaders initiated the discussion, had SWOT analysis of NSS and later deliberated on how to implement NSS as an elective subject in Under-Graduate degree curriculum. Rapporteurs noted down and prepared a power-point presentation for their respective groups.

In the morning hours of second day, all the delegates assembled in the main venue and four Group Leaders made power point presentations before the House on the outcome of the group discussions which took place on the previous day.

Dr. Rajendra Bhandankar, based on four group presentations, summarized the proceedings after taking into consideration the inputs / suggestions made by the delegates. Dr. Rajesh Powar read out the final resolutions for information of the delegates.

Valedictory Function:

A valedictory function was organized on 21st May 2014 at Anatomy Lecture Hall of J.N.Medical College, Belgaum. Dr. Chandrakant Kokate, Vice-Chancellor of the University was the Chief Guest. Speaking on the occasion, he emphasized the need and importance of incorporation of NSS as an elective subject in the Under-Graduate curriculum which would act as catalyst in improving the discipline amongst students and personality development. He also informed that the KLE University has ambitious plans of organizing similar workshops for the benefit of the youth on relevant topics like First Aid, Personality development for youth, environmental issues, skill development, vocational courses, etc. which would ultimately benefit the needy community.

Dr. V.D.Patil, Registrar of the KLE University speaking on the occasion, called upon the parents and the teachers to be cautious over their wards’ behaviours and treat them with compassion and care. He also urged the youth to join social forums like NSS and NCC, which gives internal satisfaction for serving the needy community. He cautioned the youths to stay away from bad habits.

The delegates gave their valuable feedback about the Workshop.

The NSS Regional Co-ordinators of four southern states, Eighty NSS Program Coordinators, Program Officers and NSS volunteers from various Universities of the southern states actively participated in two days’ deliberations. Dr. A. S. Godhi, Principal of J. N. Medical College, Belgaum welcomed guests and Dr. M.S. Shivaswamy, NSS Program Co-ordinator, KLE University proposed vote of thanks. Mr. Vijay More, Ex-Mayor of Belgaum City Corporation and external Member of Advisory Committee of NSS of KLE University. Dr. M.S. Ganachari, Workshop Convener, Dr. Rajendra Bhandankar, Former NSS Coordinator, Dr. Rajesh Powar and Mr. B.M. Dinnimath, Assistant NSS Coordinator were present on the occasion.

After the valedictory function, the dully filled feedback formats were collected from the delegates and Certificate of Participation were issued to them. A Group Photograph of the delegates was taken on this occasion. In the afternoon, a college bus was arranged for the Workshop delegates to visit 2400 bedded KLE Dr.Prabhakar Kore Hospital and Medical Research Centre and KLE Dr. Prabhakar Kore Charitable Hospital (Teaching Hospital of J.N.Medical College, Belgaum) and Kamal Basadi at Belgaum Port (10th Century heritage stone structure).

After the conduct of the Workshop, the University prepared a detailed Report ‘Belgaum Resolution’, based on the four group presentations and final resolutions adopted in the aforesaid Workshop. . This event was well covered in all the leading national / local newspapers dailies and local TV/Media Channels about the conduct and outcome of the Workshop, as is evident from the enclosed press clippings.
