TOWN BOARD MEETING
NOVEMBER2, 2017

Chairperson Janke called the meeting to order at 6:30 p.m. in the Town Board Room at the Town Hall.
Gerard made a motion to approve the minutes of the previous meeting. Second by Hill. Motion carried.
Paulson made a motion to approve the current vouchers in the amount of $33,033.36 (Check #’s 42587-42627) to pay payroll and due bills and electronic payments in the amount of $ 9,401.02. Second by Gerard. Motion carried.
A reminder was received from the Carlton County Assessor’s Office that Board members should complete the on-line training for the Board of Equalization certification. This can be found on the Minnesota Department of Revenue website.
Discussion was held on applying for a Safe Routes to Schools grant. Paulson and Joe Jurewicz from MSA met recently with the Carlton County Engineer, JinYeene Newmann. She was very supportive of the idea. The deadline for submittal of an application is in January.
Gerard received a quote for replacing the end caps on the Marks Road Bridge. No action will be taken until the Road Foreman and Road Liaison have been able to review all options.
Two Puline Road residents were present to inquire about getting the speed limit on their road reduced. A petition was presented with the signatures of all residents on that road. MnDOT is the authority that designates speed limits across the State. Any rural road in Minnesota that is not posted has a 55 MPH limit. Paulson will discuss this with the County Engineer to see if a speed study can be done by MnDOT.
An update was received on the Rolling Road and Green Lane paving project. One lift of blacktop has been laid. Because it snowed the following day, the project can’t be completed until 2018. Jurewicz presented a change order which would allow for completion by July 31, 2018. A motion was made by Paulson with a second by Hill to approve the change order. Motion carried.
Pay Application # 1 in the amount of $ 52,206.16 was received from KGM for the first part of the Rolling Rd / Green Lane paving. A motion was made by Paulson with a second by Hill to approve the payment. Motion carried.
Because the project is not complete, no assessments will be added to the tax rolls for 2018. A new assessment hearing will be scheduled once the project is complete and all of the invoices have been received.
Discussion was held on Whispering Pines, a proposed residential development on Korby Road. The developer would like to hire MSA as the design engineer for the project. MSA will also be overseeing the project as the Town’s engineer. Jurewicz would like the Board’s approval before he proceeds. Discussion was held on the legalities of the arrangement. There have been projects in the past where the Town’s engineer also worked for the developer. A motion was made by Hill with a second by Paulson to have a developers’ agreement thru all phases of the project with a cash bond. After further discussion, the motion was rescinded. No action will be taken until the Town’s attorney is present.
Discussion was held on permits and inspections that are needed for the new natural gas line hookups. A building permit and final inspection arerequired for new furnace installations. The question asked was whether a flat fee

would be charged or if it would be based on the cost of each project. No decision was made. More research will be done regarding what other municipalities require.
Zoning Official, Dan Stangle, gave his report. He’s been working with Jared Hovi from Carlton County to determine address numbers for locations within Jay Cooke State Park and along Munger Trail. It was questioned whether addresses should be assigned to the Town’s sewer lift stations. The Board decided that wasn’t necessary.
Stangle also reported that four of the junk complaints he’s been working on have been resolved. He also hopes to work with the school to complete an application for a “Make America Beautiful” grant for recycling containers.
Paulson questioned the money being levied for community education and when it is available. It was explained that community education needs to provide an annual update on how the funds are used before the money is released.
Peleski reported that she is currently working on the 2018 budget.
A motion to adjourn was made at 7:40p.m. by Hillwith a second byGerard. Motion carried.
