Job Purpose:
1.  To assist in the operations of the Borough Control Room and for ensuring that resources are deployed to facilitate effective service delivery.
2.  To support the Council’s civil contingencies arrangements.
3.  To operate the Council’s Closed Circuit Television systems, and ensure delivery of an effective CCTV service and to co-operate with outside agencies in relation to CCTV information and evidence.
4.  To ensure the integrity, accuracy and confidentiality of all information gained is secure at all times by compliance with appropriate legislation (such as the Data Protection Act 1998) and the Council's CCTV code of practice.
Principal Accountabilities and Responsibilities:
1.  Effectively participate in delivering an extended hour, 7 day Borough Control Room service, including CCTV responsibilities.
2.  Participate in ensuring the Borough Control Room is effectively and efficiently operated and deliver responsive and pro-active services to a high standard.
3.  Operate CCTV equipment and cameras in compliance with legal requirements, CCTV Code of Practice, council policies and Borough Control Room operating procedures.
4.  Provide support to the Police in the detection of crime and supplying evidential recordings as required.
5.  Record time spent in the CCTV room by Police Officers, and ensure that access complies with the requirements of the Data Protection Act 1998 and the Freedom of Information Act 2000.
6.  Train council and police personnel on the use of CCTV equipment.
7.  Ensure proper authorisation by the Police and others for surveillance requests under the Regulation and Investigatory Powers Act 2000.
8.  Provide evidence in support of investigations. Written evidence must be legible and in a good standard of English.
9.  Attend court to give evidence as and when required.
10.  Undertake such activities as are necessary to support the Councils Civil Contingencies arrangements.
11.  Assist in maintaining partnership working with key external stakeholders across the public, private and voluntary sectors.
12.  High level of work related pressure in terms of deadlines, conflicting priorities etc.
13.  Assist with the development of the Council’s services and implementation of Council improvements as directed by the BCR manager.
14.  Ensure high standards of service delivery.
15.  Keep up to date with legislation and professional development related to work the area.
16.  To undertake service support activities as directed by Senior Control Room Operator, Civil Contingencies Coordinators, BRC Manager or Head of Service.
17.  To provide information for relevant performance indicators.
18.  Recognise areas for improvement and propose viable changes.
19.  To work shift and rotas as directed or as necessary, on a rotating shift pattern including weekend & bank holiday working as required.
20.  The post holder will, in the event of a major incident or state of emergency, report and come under the direct supervision of an officer nominated by the Chief Executive, including but not limited to the Departmental Director or Head of Service.
21.  Safeguarding is everyone's responsibility and all employees are required to act in such a way that at all times safeguards the health and well being of children and vulnerable adults.
22.  Carry out duties with due regard to the Council’s Customer Care, Equal Opportunities, Information Governance, Data Protection and Health and Safety policies and procedures.

Job Knowledge, Skills & Experience:

Knowledge and Qualifications:
·  Relevant professional qualification
·  BTEC Level 2 CCTV course in Public Space Surveillance
·  Evidence of significant relevant Continuing Professional Development
·  Knowledge of the council’s emergency response arrangements
·  Knowledge of CCTV operating procedures and associated requirements
·  Knowledge of legal requirements and council policies relating to the use, dissemination and securing of information, data and evidence
·  A good understanding of the emergency services roles and the way in which the Council can provide high level support
·  Knowledge and good awareness of control room procedures
·  Understanding of the implications of delivering services to a diverse community
·  General awareness of the key processes in monitoring and evaluating service performance
