REFEREE’S STANDARD INSTRUCTION TO ASST. REFEREES
1. We officials are a team
2. A/R‘s duties are to assist Referee by:
a. indicating out of bounds & re-starts possession.
b. indicating off-sides infractions.
c. indicating Fouls or Misconduct that Referee:
could not see due to position or did not see due to attention
focused else-where.
d. Record Game information as instructed by referee.
(Record info one at a time – one A/R is always watching players)
OUT-OF BOUNDS – RE-STARTS – POSITION – DUTIES
1. Every time point flag for re-start.
2. Keep flag to field side – always in referee’s sight.
3. Do not chase ball – watch players on the field.
Kick-off: start even with 2nd last defender.
Throw-In: show correct spot, and watch thrower.
Corner-Kick: at corner flag; watch ball placement/encroachment
and ball over the goal line.
Goal-Kick: ball placement 6 yard and 18 yard clearance
Free-Kick (Mid-Field): ball placement/2nd last defender.
Free-Kick (Near Goal): off-sides(2nd last defender) & goal judge.
P-Kick: on goal line by edge of Penalty area. Judge goal and keeper
advancement (Referee option).
Goals: Turn and run up touch line to half line if needed and make eye contact with referee.
Problems: flag up no movement – wait for referee to consult with you.
Subs: squared flag overhead hold till referee sees flag then drop it.
OFFSIDE INFRACTIONS:
1. Flag straight up hold till Referee whistles or wave-off.
2. at whistle-point to field location of off-sides (far/middle/near).
OFFSIDES INFRACTIONS (continued):
Referee is most likely to wave off flag when ball:
a. Goes directly to defending keeper possession.
b. goes to defender who controls and counter-attacks.
c. goes out for goal kick.
FOULS – FREE-KICK AWARDS – BY A/R:
1. Flag straight up and small waves side to side.
2. If waved off – put flag down and stay calm.
3. At whistle – point direction with flag and indicate type
of foul and type of kick (Indirect or Direct). Direct Eye contact
with Referee.
FOULS NEAR GOAL – called by Referee or Asst. Referee:
1. be sure of direct or indirect and player’s intent.
2. If outside penalty area, or indirect kick within penalty area-
stay in line with spot of foul or 2nd last defender.
3. If inside penalty area and definitely direct kick- walk fast to corner
of field – if referee awards penalty-go to proper position – if no
penalty is awarded, stay calm.
FOULS BEHIND REFEREE’S BACK – DISSENT WITH REF. TEAM.
1. Talk to players near you as required assisting referee in controlling
players be proactive in dealing with players.
2. If severe foul play or player unresponsive – use flag to get referee
involved (Caution or Ejection) have player’s number and type of foul.
3. In an emergency, closest A/R may have to come on field to deal with
problem till referee arrives or to cover referees back. Other A/R records
time, jersey colors & numbers and types of behavior – who did what
to whom.
GENERAL
Do not tolerate: Delay of game, Encroachment, Dissent Interference
with goalkeepers, discussion of calls, players trash talking.
