STATEMENTOFASSURANCESFORIDAHO CAREER & TECHNICALEDUCATION

Directions:Readcarefullyeachofthe35assurances.ThisStatementofAssurancesappliestoallstate andfederal

career & technicaleducationfundingandactivityincludingRequestsforProposals(RFP)fromthe Idaho Career &

Technical Education (ICTE) office.

UPON ACCEPTANCE OF IDAHO CAREER & TECHNICAL EDUCATION (ICTE) FUNDS, THE SCHOOL DISTRICT AGREES TO THE FOLLOWING:

FiscalAssurances

(1)UsefundsmadeavailablefromICTEtosupplement,andtothe extentpracticable,increasetheamountoflocalfundsthat

would,intheabsenceofsuchfunds,bemadeavailablefor theusesspecifiedinthelocalplanandlocalapplication.Inno

casemayFederalfundsfromICTEsupplantstateorlocalfunds.

(2)Provideforsuchfiscalcontrolandfundaccountingproceduresasmaybenecessarytoassuretheproperaccounting forfundspaidtotheschooldistrict.

(3)Notexpendfundstoacquireequipment,includingcomputersoftware,inanyinstanceinwhichsuchacquisition resultsinadirectfinancialbenefittoanyorganizationrepresentingtheinterestsofthepurchasingentity,its employees,oranyaffiliateofsuchanorganization.

(4)NotusefundsreceivedunderthePerkinsIVActtoprovidecareer & technicaleducationprogramstostudents priortotheseventhgrade.

(5)NotusefundsmadeavailableunderPerkinsIVtomandatethatanyindividualparticipateinacareer & technical educationprogram,includingan ICTEprogramthatrequiresattainmentofafederally fundedskilllevel,standard,orcertificateofmastery.

(6)NotusePerkinsIVfundsforthepurposeofdirectlyprovidingincentivesorinducementstoanemployertorelocatea businessenterprisefromoneStatetoanotherStateifsuchrelocationwillresultinareductioninthenumberofjobs availableintheStatewherethebusinessenterpriseislocatedbeforesuchincentivesorinducementsareoffered.

(7)PerkinsIVfundsmaybeusedtopayforthecostsofcareer & technicaleducationservicesrequiredinan individualizededucationplandevelopedpursuanttosection614(d)oftheIndividualwithDisabilitiesEducationAct andservicesnecessarytotherequirementsofsection504oftheRehabilitationActof1973withrespecttoensuring equalaccesstocareer & technicaleducation.

(8)Auditexpenditureofcareer & technicaleducationfundstoidentify:

c.Howthefundswereexpended(inaccordancewiththeSingleAuditAct)

(9)ProvideaccesstoIdaho Career & Technical Education,thefederalgrantoragency,ComptrollerGeneral oftheUnitedStates,IdahoStateLegislature,oranyoftheirdulyauthorizedrepresentatives,toanyoftheschool districtsbooks,documents,orrecordswhicharedirectlypertinenttothisspecificContract.Accesstorecords includestherighttoreview,audit,inspect,andmakeexcerptsandtranscriptions.

(10)Providecareer & technicaleducationprogramsthatareofsuchsize,scope,andqualityastobringabout improvementinthequalityofeducationofferedbytheschooldistrict.

(11)ProvidequalifiedpersonnelfortheprojectsandspecialservicesfundedbyICTE.

(12)Assessthespecialneedsofstudentsparticipatinginprogramsreceivingassistancewithrespecttotheirsuccessful completionofthecareer & technicaleducationprograminthemostintegratedsettingpossible.

(13)Providesupplementaryservicestostudentswhoaremembersofspecialpopulationsincluding,withrespectto individualswithhandicaps,whenappropriate,(a)curriculummodification;(b)equipmentmodification;(c)classroom modification;(d)supportivepersonnel;and(e)instructionalaidesanddevices.

(14)Establisheffectiveprocedures,includinganexpeditedappealsprocedure,bywhichparents,students,instructors, andarearesidentsconcernedwillbeabletodirectlyparticipateinlocaldecisionsthatinfluencethecharacterof programsaffectingtheirinterests.

(15)Providecareer & technicaleducationprogramsandactivitiesforpersonswithdisabilitiesintheleastrestrictive environmentinaccordancewithSection612(5)(B)oftheIndividualswithDisabilitiesEducationActand,whenever appropriate,asacomponentoftheIndividualizedEducationProgramdevelopedunderSection614(d)ofsuchAct.

(16)Providespecialpopulationstudentsenrolledinprivatesecondaryschoolswithaccesstocareer & technical educationprograms/projects.

(17)Providerelevanttrainingandcareer & technicaleducationactivitiestomalesandfemaleswhodesiretoenter occupationsthatarenottraditionallyassociatedwiththeirgender.

(18)Provide,totheextentpracticable,toindividualswhoaremembersofspecialpopulationsequalaccesstothefull rangeofcareer & technicaleducationprogramsavailabletoindividualswhoarenotmembersofspecial populations,includingoccupationallyspecificcoursesofstudy;work-basedlearning;apprenticeshipprograms;and comprehensivecareerguidanceandcounselingservices.Thisprovisionprohibitsdiscriminationonthebasisofa student'sstatusasamemberofaspecialpopulationgroup.

(19)Provideindividualswhoaremembersofspecialpopulationswithequalaccesstorecruitment,enrollment,and placementactivities.

(20)Assiststudentswhoaremembersofspecialpopulationstoentercareer & technicaleducationprogramsand,with respecttostudentswithdisabilities,assistinfulfillingthetransitionalservicerequirementsofSection626ofthe IndividualswithDisabilitiesAct.

(21)AffordtherightsandprotectionsguaranteedunderSections612,614,and615oftheIndividualswithDisabilities EducationAct,withrespecttocareer & technicalprograms,tostudentswithdisabilitieswhohaveindividualized educationprogramsdevelopedunderSection614(d)ofsuchAct.

(22)Affordstudentswithdisabilities,withrespecttocareer & technicalprograms,whodonothaveindividualized educationprogramsdevelopedunderSection614(d)oftheIndividualswithDisabilitiesEducationActandwhoarenot eligibletohavesuchprograms,therightsandprotectionsguaranteedsuchstudentsunderSection504ofthe VocationalRehabilitationActAmendmentsof1998.ForthepurposesofthisAct,suchrightsandprotectionsshall includemakingcareer & technicaleducationprogramsreadilyaccessibletoeligibleindividualswithdisabilities throughtheprovisionofservicesdescribedinsubsection(c)(3).

(23)Monitortheprovisionofcareer & technicaleducationforeachstudentwithdisabilitiestodetermineifsuch educationisconsistentwiththeindividualizededucationprogramdevelopedforsuchstudentsunderSection614(d) oftheIndividualswithDisabilitiesEducationAct.

(24)Monitortheprovisionofcareer & technicaleducationtoeachstudenttoensurethatdisadvantagedstudentsand studentsoflimitedEnglishproficiencyhaveaccesstosucheducationinthemostintegratedsettingpossible.

Equipment/InventoryAssurances

(33)Maintainaninventoryofequipmentpurchasedwithcareer & technicalfundsasoutlinedinEDGAR;which includesexercisingreasonablecareandsafekeepingoftheequipment.

(34)Usetheequipmentintheprogramforwhichitwasintended.Useotherthantocarryoutthepurposesfor whichitwasintendedwill:(a)beincidentaltothatuse;(b)notinterferewiththatuse;and(c)notaddtothe costofusingthatequipmentforthepurposesforwhichitwaspurchased.

(35)ObtainapprovalfromICTEpriortoanydiversion,sale,ortrade-inofequipmentpurchasedwithfundsprovided inwholeorinpartbyICTE.
