  1. This request for expressions of interest follows the General procurement Notice for this project that appeared in Development Business No. WB452-01/17 of January 31, 2017.

The Government of Liberia through the Forestry Development Authority (Implementing Agency) has received a grant from the International Development Association (IDA) acting as administrator of the Liberia Single Donor Forest Landscape Trust Fund (financed by the Government of Norway) in the amount of US$36.7 million towards the cost of the Liberia Forest Sector Project, and it intends to apply part of the proceeds of this Grant to eligible payments under an individual consultancy contract fora Project Officer.

  1. OBJECTIVES AND SCOPE OF SERVICES

The main objective of this assignment is to recruit a national consultant to provide support to the Project Coordinator for the smooth implementation of the Additional Readiness Preparation Activities and the Liberia Forest Sector Project.

  1. The duties of the Project Officer shall include, among others:
  • Ensure timely receipt of all technical reports, required by the approved work plan for the project, from all PIEs.
  • Scrutinize all technical reports and provide inputs and suggestions as needed for their finalization and next steps, to the National Coordinator.
  • Ensure that all necessary quarterly reports are prepared in a timely manner and are submitted to the National Coordinator.
  • Support the participation of the National Coordinator in meetings/deliberations of the CFWG, NCCSC, LEITI, and the VPA, and record minutes from these meetings. Inform the National Coordinator of meeting outcomes, and any implications as it relates to risks and challenges for project implementation.
  • Perform any other duties as may be requested by the National Coordinator.
  1. The Forestry Development Authority now invites eligible individual consultants to indicate their interest in providing the required Services for the Liberia Forest Sector Project. Interested Individual Consultants should provide information demonstrating that they have the required qualification and experience to perform the Services by submitting a cover letterand updated CV. QUALIFICATION AND EXPERIENCE

  • University degree in any of the following disciplines: forestry, biology, botany, natural resource management, zoology, economics or management;
  • Must be familiar with issues related to project management including procurement;
  • Must have a minimum of 3 years of project management work experience, including the ability to perform administrative functions;
  • Familiarity with forest sector issues and working with a forest sector organization or an environmental or forestry project (including working with forest depended communities) will be an added advantage;
  • Excellent communication skills and fluency in written and spoken English is required;
  • Must be computer literate (Microsoft Word, Excel, PowerPoint, etc.).
  1. GENERAL INFORMATION
  1. This assignment is for a period of 12 months with the possibility of extension based on satisfactory performance.
  2. This is a national position but international consultants may apply. However, once successful, said international consultant shall cover the cost of relocating to Liberia as the project shall only pay fees/remuneration to the consultant for services rendered.
  3. The Forestry Development Authority is a gender sensitive institution. Females are encouraged to apply.

A Consultant will be selected in accordance with the Individual Consultant Selectionmethod set out in the Consultant Guidelines.
