Job Summary:

Responsible for all administrative aspects of the Engineering Department, including all EPA project assistance programs.

Essential Functions:

Prepare and submit to EPA the District project nominations for WPCLF loan consideration.

Prepare and submit all loan/grant applications to EPA.

Review and process all loan and grant agreement documents.

Coordinate and monitor inter/intra-departmental procedures for loan and grant project(s) implementation.

Coordinate and monitor inter/intra-departmental compliance with all loan and grant requirements, conditions and procedures.

Prepare and/or coordinate the submittal to EPA of all required documents, reports, correspondence and schedule milestone requirements for all active EPA loan and grant projects.

Oversees procurement of and administers Districts materials testing/inspection contracts.

Determine, prepare back-up for, and direct Finance on the District’s payment requests under the EPA Special Project grants.

Prepare and submit in conjunction with Finance all Final loan and grant project cost reconciliation’s and Final payment requests.

Maintain the District’s official files for all loan and grant projects.

Prepare and coordinate the District’s official comments on EPA’s annual draft WPCLF Program Management Plans.

Function as the District’s principal point of contact and liaison with EPA on all loan and grant project matters.

Monitor, review, assess, and inform District Senior Staff of any impending EPA regulatory, policy and/or programmatic changes of impact to the District’s loans and grants. Make recommendations regarding strategic issues.

Provide coordination with federal, state and local agencies on matters effecting the District. Participates on committees’ involved in water quality, financial and infrastructure related issues.

Supervises and directs subordinates by evaluating performance, providing coaching and on-the-job instruction, when necessary, taking corrective actions as needed and giving guidance on policies and procedures.

Minimum Job Requirements:

Education:Bachelor’s degree in Environmental Science or closely related field.

Experience:Over five (5) years of experience in EPA grant and SRF loan funding administration.

Specific Skills:None.

Specialized Knowledge, Licenses, etc:

Considerable knowledge of EPA Wastewater Grants and Ohio EPA Water Pollution Control Loan Fund Programs.

Working Conditions:

General office environment.

Physical Demands:

A majority of time spent sitting with up to 20% time spend standing and walking with occasional stooping or climbing.
