East Canada Creek

Fire District East Canada Creek Fire District Board Commissioner Carl Stallman came before the Board on the following:

DPW Superintendent Scott Hongo is interested in the 1974 truck # 508. The district would like an agreement with DPW to plow the front of the fire department building for a period equal to the value of the truck. Scott was unavailable for the meeting.

Fire District Public hearing on April 18th @ 7:00 p.m. @ Town of Manheim to discuss fire protection contract services with the City of Little Falls.

Lou Torrito

Timber Harvesting Lou Torrito came before the Board on the following:

The projected timber harvest would include approximately 150 acres. Lou submitted a proposal for services fee schedule.

2017-2018 Tentative

Budget Public Hearing Mayor Bruce T. Lyon opened the public hearing at 6:35 .m. and read the legal notice published in the Times Telegram on April 11, 2017.

Tax Rate Town of Manheim - $ 21.860920 per 1000

Tax Rate Town of Oppenheim - $ 26.930119 per 1000

Total to be raised in taxes - $ 987,752.00

Don Dodson – the budget shows a decrease due to the forming of a fire district. I would rather see the taxes stay steady and not go down.

Local Law # 2-2017

Authorizing a Property

Tax Levy in Excess of

the General Municipal

Law 3-c Limit Section 1. Legislative Intent

It is the intent of this local law to allow the Village of Dolgeville to adopt a budget for the fiscal year commencing June 1, 2017 that requires a real property tax levy in excess of the limit defined in General Municipal Law 3-c.

Section 2. Authority

This local law is adopted pursuant to subdivision 5 of General Municipal Law 3-c which expressly authorized a local government governing body to override the property tax cap for the coming fiscal year by the adoption of a local law approved by a vote of sixty percent (60%) of said governing body.

Section 3. Tax Levy Limit Override

The Board of Trustees of the Village of Dolgeville, County of Fulton and Herkimer, is hereby authorized to adopt a budget for the fiscal year commencing June 1, 2017 that requires a real property tax levy in excess of the amount otherwise prescribed in General Municipal Law 3-c.

Section 4. Severability

If a Court determines that any clause, sentence, paragraph, subdivision or part of this local law, or the application thereof to any person, firm, corporation or circumstance, is invalid or unconstitutional, the order or judgment of such Court shall not affect, impair or invalidate the remainder of said law but shall be confined in its operation to the clause, sentence, paragraph, subdivision or part of the law, or if its application, affecting the person, firm, corporation or circumstance directly involved in the controversy in which such order or judgment shall be rendered.

Section 5. Effective Date

This local law shall take effect immediately upon its filing with the Secretary of State.

WWTP Chief Operator Edward Scharpou came before the Board on the following:

Ed would like to sit down with his new commissioners to discuss the upcoming FEMA project and Asset Management-GIS survey collection system – Free. Ed would like to discuss future composting project at the next village board meeting.

2016 Annual report included natural gas vs. methane usage reduced by 50%. Page 2 of annual report shows a negative for I & I – the village never had this in the past.

DHR reporting is computerized and Ed will be submitting reports online.

Chlorination Building

& Main Line Finalizing paperwork and sending out this week – deadline April 21, 2017. This is a matching grant application – treasurer will put money in water budget.

Mohawk River Watershed

Grant Round 4

Dam Spillway C.T. Male is working on paperwork for Grant Round 4 – Dam Spillway repair – deadline May 24, 2017. SHPO submitted waiting for financial information from treasurer. This is a matching grant application – treasurer will put money in water budget.

Wholesale water purchase Customers who wish to purchase water must contact Village Clerk. Water sales are under a lock system please contact Neal Winkler/Scott Hongo.

Truck Quotes Village received quotes for pick-up trucks and will make a decision on April 27th.

No Parking-South Side

Winton Lane

Resolution # 53-2017 The following resolution offered by Trustee Herringshaw and sec. by Trustee Reynolds. Ayes all.

WHEREAS, Section 10-32Aa) of the Dolgeville Code of Ordinances authorizes the Board of Trustees to designate on which streets, or pats of streets, vehicular parking shall be prohibited; and,

WHEREAS, this Board, based upon public input, has determined that a restriction of vehicular parking is necessary for a portion of the southerly side of village street Winton Lane,

NOW, THEREFORE, this 17th day of April, 2017, be it

RESOLVED, there shall be no vehicular parking on the southerly side of Winton Lane for a distance of one hundred sixty five (165) feet from the intersection of its southerly boundary line with the easterly boundary line of New York State Route 167; and,

RESOLVED, the Superintendent of Public Works shall complete the installation of a sufficient number of properly worded “No Parking” signs on Winton Lane to serve as due notice of this enactment; and,

RESOLVED, the enforcement of this enactment and associated penalties for violations thereof shall be conducted pursuant to the provision of Village of Dolgeville local law for parking violations.
