2.  PROJECT OVERVIEW

The Nelson Mandela Children’s Hospital will be a dedicated 200 bed (with expansion capability to 300 beds) academic paediatric referral facility servicing the children of Southern Africa irrespective of their socio economic standing. The hospital will, through its training and research, build human capacity and spread the ethos of quality health care for children throughout South Africa and farther in the continent. It will act as a hub for paediatric care throughout the SADC region. The hospital will be a turning point in how Africa views and treats its children by providing a state of the art specialist care to all children who need the services – no child will be turned away for inability to pay.

The hospital will provide healthcare to children from neonates to about 14 year olds in a child friendly environment with an ethos focused on well-rounded healing experience for children. To this end the hospital will embrace a holistic healing approach that includes family support, ongoing scholar support and ample space to play and be a child and space for reflection and meditation. The family-centered healthcare provided at the Nelson Mandela Children’s Hospital will alter how families see their role in treating children outside of the healthcare system and, in doing that, will help to create continuity of care for children. Too often hospital care is entirely removed from the care children receive at home, with physicians treating a child, only for the same condition to worsen when the child returns home. By involving families in the entire continuum of their child’s care, the Nelson Mandela Children’s Hospital will help to end that cycle. The Nelson Mandela Children’s hospital will also have the first Ronald Mac Donald family accommodation on African soil which will enable families to be part of the child’s healing and recovery process.

It shall provide quaternary and tertiary care level at the 7 centers of excellence (Cardiology and cardiothoracic Surgery, Nephrology, Haematology and Oncology, Neurosciences, Pulmonology, Craniofacial, and General Paediatric Surgery) thereby relieving the pressure and backlog from the existing tertiary care facilities and enable improvement in care at these facilities. There is recognition that this facility will contribute to the national Department of Health’s “improved mother and child mortality rate” campaign. It will be an academic institution that will train doctors and nurses at post graduate level in the various clinical paediatric specialties. It will enable paediatric clinical research at post graduate level and through its links with research institutions worldwide bring new and innovative practices to South Africa.

Through the use of telemedicine, the hospital will be able to train medical professionals across the region and help improve the current practice of paediatric healthcare in the region and throughout the African continent. As the hospital is a referral hospital, a key role of the hospital will be to work with the satellite referring partner hospitals in elevating the quality of care at these facilities through capacity building and support of medical professionals at these facilities.

The project will continue to provide on-going health care to the children of Southern Africa.

Financial Sustainability after securing of initial funding:

The South African government will provide the annual operational expenditure through a grant for the life of the hospital. NMCH has permission to treat 20% private paying patients. NMCH Trust will continue its mandate of fundraising to build an endowment and engage with new donors particularly with research funders.

Policy implications or opportunities for this project:

The South African Minister of Health has indicated that he is looking at the proposed NMCH governance model for implementation as part of the NHI. NMCH is seen as a national asset although it operates within Gauteng province. NMCH is a semi-autonomous institution that will bring in private sector efficiencies in its operations and government’s efficiencies in respect of procurement. NMCH has academic institutions as its partners and the quality of training and research will be assured through this partnership. Children will not be turned away because of an inability to pay. Regional children will be treated in line with government’s bilateral agreements in the region.

NMCH will be a turning point in how Africa treats its children through building human capacity and spreading the ethos of quality healthcare for children. All NMCH’s partnerships will provide a solid example of how future healthcare systems can be managed going forward.

NMCHT’s strategic approach to fulfil its mission and how this project fits into the overall strategic direction of the organisation

NMCH’s vision is to be a state-of-the-art specialist paediatric academic tertiary referral hospital providing child centred, best quality medical services to the children of Southern Africa, irrespective of their social and economic status.

The hospital will provide cutting edge paediatric medicine through clinical and medical research within defined centres of excellence by sharing skills and expertise with likeminded facilities worldwide.

NMCH will be a world class high tech facility with advance know how in an environment tailored to suit the needs of very sick children while also accommodating the needs of parents and families.

The physicians and nurses employed by NMCH will devote themselves to children’s health. They will be trained to a level of specialisation that is equal to the best in the world and yet bring a heart to healing that crystallises Nelson Mandela’s fundamental values.

The guiding values and principles include child centred medical care, rights based health delivery, affordable and accessible health care, the delivery of specialist healthcare to referred patients, irrespective of financial status, the recognition of the strength of family relationships in the healing process of children, holistic training of paediatric specialists who are champions committed to treating those in their care with the active support of their families.

We believe that those referred to NMCH will arrive as patients and, through their engagement with NMCH, will leave as friends.

NMCH will impact South Africa and Africa significantly in three main areas – providing a clinical service to children with funding arrangements that will allow for more children to access quaternary healthcare services; by providing training for doctors, nurses and allied health professionals for NMCH and other partner institutions in parts of Sub-Saharan Africa which will in turn have a major impact on specialised paediatric care in those countries.

Through research, those training at NMCH will also be taught research methodology that will enable them to return to their own countries and be able to investigate their own specific paediatric cases.

3.  CURRENT SERVICES ON SITE

To enable the OpCo to carry out its commissioning functions, the technical services component was outsourced to Servest in June 2016. This appointment included the provision of interim Soft Services, inclusive of Security, Cleaning and ad hoc projects until Service Commencement. The procurement of this service shall commence on the Contract Effective Date and shall be for a three-year period.

During this period, the successful Service Provider shall work for and report to the Hospital OpCo but shall be required to work alongside Servest, the existing Technical Services company.

SECTION 2: INVITATION TO BID

1.  PURPOSE OF RFQ

The RFQ invites interested and suitably experienced and qualified Healthcare Catering Service Providers (“Prospective Bidders”) to submit RFQ responses to pre-qualify for the Request for Price (“RFP”) stage for the procurement of a suitable Catering service provider for the NMCH.

This process will thus consist of 2 stages:

·  Stage 1: Request for Qualification (RFQ) - Functionality Evaluation Criteria

·  Stage 2: Request for Price (RFP)

The NMCH Trust intends to short-list suitably experienced and qualified Prospective Bidders to submit formal Request for Price (RFP) bids for this Project with the aim of keeping the number of Bidders large enough to maintain a competitive process, yet small enough to make for a manageable bid process and evaluation. However, a minimum score in excess of 60 points out of a possible 100 for the risk assessment based on the Evaluation Criteria listed as Item 6 of this RFQ, will be required to be invited to Stage 2.

The NMCH Trust shall contract with the successful Catering Service Provider through the operating entity, being the Nelson Mandela Children’s Hospital NPC (“OpCo”).

2.  OBJECTIVES OF THIS RFQ

The objective of this RFQ is to ensure the best value proposition for the supply of a Catering solution to OpCo, by requesting Service Providers to submit proposals which promote financial and service quality benefits to OpCo, together with meeting the vision and objectives of the NMCH Trust.

The Prospective Bidder will be expected to render a comprehensive Catering Service specific to the patients attending the Hospital. All Prospective Bidders will be expected to comply with the following:

·  Patient Catering Services (Paediatric).

·  Non-Patient Catering Services (Staff, Parents and Visitors).

·  A Function and Hospitality service to the staff and employees of the Hospital.

·  Provision of Ward Hostesses to perform catering related ward duties.

Please note that the project will be mobilised in phases and therefore the Prospective Bidder to determine the services to be rendered in accordance with the Project Timelines. These timelines will be communicated during Stage 2.

Stage 2, the RFP stage, will include a compulsory site visit for all Bidders to attend.

The NMCH Trust will not accept responsibility for any documentation which gets lost.

Any completion of the RFQ documents in pencil or erasable ink will not be acceptable and will automatically disqualify the bid.

Documents submitted on time by Bidders shall not be returned.

If a courier service company is being used for delivery of the bid document, the bid description must be endorsed on the delivery note/courier packaging and the courier must ensure that documents are placed / deposited into the bid box.
