Shared Time Students

I.PURPOSE

The purpose of this policy is to recognize and provide guidelines in accordance with federal and state laws, rules and regulations for parents who wish to have their children enrolled in a non-public school as defined in this policy and enroll in classes in the District as a shared time student.

  1. GENERAL STATEMENT OF POLICY

The Compulsory Attendance Law (Minn. Statute 120.101) provides that the parent or guardian of a child is primarily responsible for assuring that the child acquires knowledge and skills that are essential for effective citizenship. (Minn. Statute 120.101, Subd. 1).

  1. DEFINITION

A student who is enrolled part-time in a public school and the rest of the time is in a non-public school is defined as a shared time student. “Non-public school” includes private, sectarian, and home schools.

  1. CONDITIONS FOR SHARED TIME PROGRAMS

FarmingtonIndependentSchool District 192 will provide shared time classes for students according to the following guidelines:

  1. Shared time classes must generate shared time state aid. (Only academic and special education instruction are eligible for general educationaid for shared time students.)
  1. Standards for the enrollment of shared time students may be based on the capacity of a program, class, grade level, or school building.
  1. Shared time students are eligible for Minnesota State High School League competition.
  1. A shared time student wishing to receive a District 192 diploma must enroll full-time in the district high school for his/her senior year.

V.SHARED TIME STUDENT ELIGIBILITY, ENROLLMENT, AND GUIDELINES

  1. Eligibility for shared time programs is limited to District 192 resident students.
  1. Students wishing to enroll on a shared time basis must make application to the District 192 Superintendent’s Office, 421 Walnut Street, FarmingtonMinnesota, 55024 by February 1stfor enrollment beginning the following school year. The School District will notify the student by June 1stwhether the application has been accepted or rejected.
  1. Course sections will not be added to provide additional space. The District will hold seats open in courses, as needed, to accommodate future public student enrollment growth.
  1. Class hours will not be altered to provide for shared time students.
  1. In order to be approved for a specific course, a student must have completed all prerequisite course requirements and may be required to demonstrate appropriate skill and or knowledge levels.
  1. Shared time students do not qualify for a District 192 high school diploma, participation in honor rolls, class rank and other recognition available to full-time public school students.
  1. When participating in a shared-time course, shared time students will be subject to all the same school and district policies, regulations and rules which apply to public school students, including student rights and responsibilities, grading, and attendance and performance expectations.
