Delhi Chess Association on behalf of All India Chess Federation (AICF), have the honour to invite all the State Associations and all schools (any Syllabus) in India to participate in the All India School Chess Championships-2014(Under-5, Under-7,Under-9, Under-11, Under-13, Under-15 & Under-17 for Open & Girl’s categories) which is going to be held at Major Dhyanchand National Stadium, India Gate, New Delhi, from 11th Jun to 16th Jun 2014.

Participation

Each State association or School Association or Schools may enter an unlimitednumber of players in each of the 14 age groups. The player should be a bonafidestudent of a school (any syllabus). In case that one girl group is less than 5 participants then it will be merged with the same open age group category.

Entitled to participate are players (Boys & Girls) who shall not have reached the age

5 by 1st January 2014 (date of Birth - January1st, 2009 and after) – Under- 5

7 by 1st January 2014 (date of Birth - January1st, 2007 and after) – Under- 7

9 by 1st January 2014 (date of Birth - January1st, 2005 and after) – Under-9

11 by 1st January 2014 (date of Birth - January1st, 2003 and after) – Under-11 13 by 1st January 2014 (date of Birth - January1st, 2001 and after) – Under-13

15 by 1st January 2014 (date of Birth - January1st, 1999 and after) – Under-15

17 by 1st January 2014 (date of Birth - January1st, 1997 and after) – Under-17

Registration & Entry Fee

Entry fee for Individual Championship: Rs. 1500/-

Entry fee for Team Championship: Rs. 3000/-

The deadline for registration is 8th Jun 14. After this date a penalty of Rs. 250/- for each late registration will be charged to participants till 10th Jun 14 latest. After this date, organizers reserve the right to refuse or decline late registrations or charge higher late fees. All entries should be routed through the respective State Chess Association.

Schools can register their name for team championship with five players (Minimum 3 players) and matches will played over four boards. A school can register any number of teams for this purpose in each category and the same to be made well in advance as per tournament registration dates. The registration fee for team championship will be Rs. 3000/- per team.

The registration application must include the Name of Player, FIDE ID (if any), Rating (if any), FIDE title (if any), School Name, Age, Date of birth and state. An attested copy of Date of Birth (DOB Certificate from Panchayat/ Muncipality/Corporation within one year of birth is only valid for this purpose) and certificate from the school stating that the player is a bonafide student of the school are also to be attached along with application.

Entries without late fee should be received on or before 8th Jun 2014, to The Secretary,Delhi Chess Association, Hotel KC Plaza, 5588, Basant Lane, Paharganj, New Delhi-110055 by Demand Draft in favour of “Delhi Chess Association” payable at Delhi.

AICF Registration

All participants in the National School Chess Championship must be registered with AICF for the year 2014-2015. Application forms are available in the website who have already obtained registration cards from AICF Website for 2014-15 should send photo copy of the same. Those who have paid the AICF Registration fee but are yet to receive the AICF Registration card should send a photo copy of the acknowledgment for having paid the fee to organizers of earlier tournaments or to their association. Those who have not registered with AICF for the year 2014-2015 should send a amount of Rs.250/-towards AICF registration fee along with the duly filled and signed AICF player’s registration form plus one passport size photo.

Tournament Regulations

The Championship would be played under FIDE Laws of Chess and the Swiss system. Total nine rounds shall be played in each category unless otherwise decided by the Tournament Committee before the commencement of the Championship.

Zero Minute Rule:

Zero tolerance rule will applicable for the championship (“Any player who arrives at chess board after the start of the session shall lose the game. Thus the default time is zero second”.)

Time Control:

The time control is 60 minutes each without any increment.

Ranking & Tie Break

The final ranking order of the players is determined by the number of points scored. If at the end of the tournament two or more players are tied for the first place, the tie shall be broken according to Buchholz tie-break Score.

Prizes:

The Prize Money for National School Boys and Girls is Rs.1,00,000/-

Individual Championship:-

The winner in each open age category is the All India School Champion for 2014 and the girl in each girl category is the All India Girl School Champions for 2014. Trophies, Medals and Merit Certificates will be given to top 3 players of each category plus the youngest boy and the youngest girl in the championship. All players will be given certificate of participation.

The champions of each category will be seeded to the respective Asian School Chess Championships-2014.

The champions will be seeded to the respective age group national championships-2015 (According to age restriction).

Team Championship:-

The team winners in each category are the All India School Team Championship Winners for 2014. Top three schools in each category receive Trophies and five members of the team will receive Medals and Merit Certificates.

Appeals Committee:

Before the commencement of the championship, a five member Appeals Committee shall be formed by the AICF/ Organizers. All the members and reserves shall be from the different states. No member of the Committee can vote on Dispute in which a player from his own state is involved and in such case(s), the reserves shall take his place in the committee. The decision of the Appeals Committee is final and binding on players concerned.

Withdrawals

A player may withdraw from the Championship at any stage, after informing Chief Arbiter in writing.

Accommodation

Players have to make their own arrangement for their stay during the event. If informed well in advance Hotel Accommodation may be booked. For the same, payment to be made in advance by sending DD in favour of Delhi Chess Association payable at Delhi.

Interpretation:

For interpretation of the Rules and deciding any point not covered by Rules, the decision of the Tournament Committee shall be final and binding. The Tournament Committee has every right to make any additional or amendment to these rules without prior Notice. However, such changes or inclusion will be subject to AICF clearance. Such changes, however, will be displayed at the Championship venue.

Protest:

Protests, if any, against the decision of the Chief Arbiter, shall be made in writing with protest fee of Rs. 500/- within 30 minutes of the occurrence of the incident. The amount shall be refunded if the appeal is upheld.

Tournament Committee:

A representative of the AICF, two members from different participating Associations and two members of the host association will serve as the Tournament Committee.
