ACCESS ROAD CONSTRUCTION

SCOPE

This item covers the construction of temporary access roads to the individual work sites. It includes the furnishing of all materials, labor and equipment needed to construct the access roads, maintain them during construction and eliminate them following construction. It also includes the maintenance of existing haulroads and access roads used as construction access where applicable.

MATERIAL

Coarse Aggregate Base: Base material shall consist of No. 2 coarse aggregate as specified in Section 203 of the VDOT Road and Bridge Specifications.

Temporary Culvert: Temporary culverts shall consist of 15 inch diameter corrugated metal pipe (CMP), fabricated from 16 gauge galvanized steel plate (0.064 inch thick) as specified in Section 232 of the VDOT Road and Bridge Specifications.

PROCEDURE

Alignment: The Drawings show the approximate routes of the construction access roads. In general, these routes have been chosen over existing trails or alignments that normally display good drainage. These routes have also been selected to minimize the length of road that must be constructed. Care must be exercised to avoid disturbance to the historically, archeologically or environmentally significant features associated with the site; these include old roadbeds, spoil piles, building foundations, rubble, structures, mounds and wetlands.

During access road construction, the Contractor shall select the route that results in the removal of the fewest trees possible. No trees larger than 12 inches in diameter shall be damaged or cut without permission from the Agency. All access road routes must be walked with the Project Inspector prior to construction and trees that must be removed shall be flagged prior to the walk.

Construction: Access roads shall be graded to remove humps, ridges and holes and shall be ditched to convey storm runoff away from roads. At locations where a road crosses a drainage swale, coarse aggregate base material shall be used to stabilize the soft area and a temporary culvert shall be placed to convey flows. Application of the coarse aggregate stabilizing blanket and installation of any culverts shall be only as directed by the Project Inspector.

Maintenance: Access roads shall be maintained at all times during construction. Areas that show excessive rutting shall be graded and additional stone shall be placed as directed by the Project Inspector. Roads shall be maintained to prevent excessive amounts of mud and debris from being picked up by construction vehicles and deposited on surrounding public streets.

Removal: After completion of work at a site, the respective access road shall be reclaimed. Crossbars shall be installed and temporary culverts removed as directed by the Project Inspector. Seed, fertilizer, lime and mulch shall be spread as specified in the Revegetation Specifications.

MEASUREMENT AND PAYMENT

Measurement: ACCESS ROAD GRADING will be measured for payment in units of Linear Feet. COARSE AGGREGATE BASE will be measured for payment in units of Tons. TEMPORARY CULVERT will be measured for payment in units of Linear Feet.

Payment: Payment for ACCESS ROAD GRADING, COARSE AGGREGATE BASE and TEMPORARY CULVERT will be the product of the Unit Price entered on the Bid Schedule and the Actual Quantity of work performed or material installed and accepted by the Agency. Payment as specified above shall constitute full compensation for all labor, materials, equipment and incidentals necessary to complete the work.
