DIRECTORY OF PROVIDERS WHO DELIVER FREE ENTITLEMENT PLACES

This directory contains details of all providers who are eligible to deliver some or all of the free entitlements that are available and also seeks to list any additional terms and conditions that an individual provider may apply. The list is not exhaustive as some providers (most notably some childminders) do not wish us to publicise their details and contact information, therefore these providers details are not included.

If you find a local provider who you think can meet your needs then contact them directly. Please be aware that some of the providers listed may not have vacancies when you need them and additionally the information relating to the types of service delivered relies upon information given to us by providers, so you will need to check for continuing accuracy as some of the content may have changed and we may not have been informed of these changes by a provider. We do intend to seek updates from providers termly to ensure as much accuracy as possible.

The directory is provider on a township basis and then by address or, in the case of childminders, electoral ward.

What are the Free Entitlements?

Free entitlements are a number of hours of early education which can be accessed as follows;

·  2 Year Old Entitlement – is available to parents and children who meet certain eligibility criteria. If you are eligible (your provider can check for you) you will be entitled to 570 free hours per annum. Most parents access this in 15 hours per week x 38 weeks (term time) per year, but some providers will offer shorter hours per week over more weeks per year (e.g. 11.4 hours per week over 50 weeks), this is known as a “stretched offer”. You will need to discuss and agree this with any provider you may choose

·  3 Year Old Entitlement – is available to all age eligible children (children are eligible the term after their third birthday) and these children are entitled to 570 free hours per annum. As with the 2 year old entitlement, most parents access this in 15 hours per week x 38 weeks (term time) per year, but some providers will offer shorter hours per week over more weeks per year (e.g. 11.4 hours per week over 50 weeks), this is known as a “stretched offer”. You will need to discuss and agree this with any provider you may choose

·  3 Year Old Extended Entitlement (30 hour entitlement) – from September 2017 some eligible parents will be entitled to 30 free hours, which equates to a maximum of 1140 hours per annum. Not all providers will offer 30 hour places and some providers may add other conditions to these places.

The tables in this document try to identify which providers offer what type of service; a P indicates that a provider offers that service, whilst a X indicates that they do not offer that type of service. Where neither of these indicators is shown, it is because that provider has not supplied any information to us, although they are eligible to deliver free entitlements.

How can I use the free entitlement hours?

Government intend that the free hours should be able to be accessed flexibly. By flexible, they mean that you should be able to access your hours over any pattern of days, hours or weeks (within certain limitations) to a maximum equivalent of 15 or 30 hours per week subject to eligibility and subject to your chosen provider’s ability to meet your needs. You will not be able to insist that a provider offers you whatever patterns you want, but you will have the choice to seek a provider who best meets your needs.

You can split your hours over more than one, but no more than two providers. For example, access 20 hours with one provider and ten with another or similar, but this would be subject to those providers agreeing they can offer this.

Does Free mean Free?

You would be entitled to a maximum of 15 or 30 funded (or free) hours per week if you are eligible. These hours must be “free at the point of delivery”, which means you cannot be charged registration or membership fees or have other conditions applied e.g. pressured to buy lunches as a condition of entry.

Having said that, some providers may not offer the facility to bring a packed lunch, as they feel this would present a challenge to them in ensuring the content of lunch boxes does not contain allergens (e.g. nuts etc) that may pose a risk to other children. These providers may insist you buy a prepared lunch from them at extra cost and it is your decision whether you will agree to this. If you do not agree to this type of condition you can and should indicate this to that provider and if this does not resolve the issue you do, of course, have the choice of using an alternative provider who does not levy this type of charge.

We have tried to indicate on the directory which providers apply this condition, but please ensure you check with a provider from the outset. Please remember that a charge for a lunch of £2 per day can amount to £40 on any monthly bill if your child/ren attends 5 days per week and by agreeing to this condition you are agreeing to pay this amount. Some providers also apply extra charges for items such as mid-morning/afternoon snacks, sun cream or nappies if you do not supply your own. Any charges of this type should be clearly explained to you before you begin you place.

If you access more hours than the free 15 or 30 hours, you would be liable for additional fees and charges as agreed with your chosen provider. If you do access additional hours please be aware that additional terms and conditions may be applied by your provider in relation to these paid for hours, so please ensure that you are clear what you are being charged for and ask that this information is clearly shown on any weekly/monthly bill.

What if I can’t find a place?

Sometimes it may not prove possible for you to find a provider that can offer exactly the pattern of hours and days that you might ideally like. However, if you are struggling to find a suitable provider you may contact the Family Information Service on 01706 719900 and we will try and identify providers who may best meet your needs wherever possible. Please be aware though we cannot guarantee that we will always be able to find a solution, but we can guarantee that we will try our very best on your behalf.
