Regional Agricultural Development Program-North, (RADP-North), invites qualified vendors to submit quotations for Provision of Backpack Sprayers for RADP-NORTH office.

7. Anticipated Award Type / An award resulting from this RFQ will be a Blanket Purchase Agreement (BPA) The Period of Performance of the (BPA) for provision of backpack sprayers for RADP-NORTH in Mazar-e-Sharif will be for 6 months after signing the agreement. Issuance of this RFQ in no way obligates DAI to award a subcontract or purchase order and Bidders will not be reimbursed for any costs associated with the preparation of their quote. DAI reserves the right to accept all or part of the quotations provided.
8. Basis for Award / An award will be made based on the Lowest Price, Technically Acceptable Source Selection Method. The award will be issued to the responsible offeror submitting the lowest evaluated price that meets or exceeds the acceptability requirements for technical/non-cost factors described in this RFQ.
Best offer quotations are requested. It is anticipated that awards will be made solely on the basis of these original quotations. However, DAI-RADP-NORTH reserves the right to conduct negotiations and/or request clarifications prior to award.

9. General Instructions to Bidders / · Please submit your quote by no later than January 04, 2017, 14:00 (PM) Afghanistan Local Time. Late offers will be rejected except under extraordinary circumstances at DAI’s discretion.· Bidders shall submit quotes either physically as original hard in a sealed envelope to RADP-NORTH Office, Operations Department, Mazar-e-Sharif, Guzar-e-Marmul, Behind Sultan Razia High School, second street in front of IAM office, Mazar-e-Sharif, Afghanistan), or electronically via procurement email (this is a strict access controlled email account set up ONLY to receive solicitation responses), or both. The hard copy and/or email and the attached quote shall include the RFQ number, title, and closing date.
· The quote submitted shall be valid for a period of at least 30 days.
· Bidders shall sign and date their quotation.
· Bidders shall complete Attachment A: Price Schedule template. Government Withholding Tax shall be included on a separate line.
· The rates quoted shall be for the complete service inclusive of all taxes and all charges for service contingent to the work.
· All prices shall be quoted in Afghanistan currency Afghani only; other currency quote will not be considered.
· In case of price discrepancy between unit price and SUBTOTAL/GRAND TOTAL, the unit price shall prevail
10. Questions Regarding the RFQ / Each Bidder is responsible for reading very carefully and understanding fully the terms and conditions of this RFQ. All communications regarding this solicitation are to be made solely through the Issuing Office and must be submitted via email or delivered to the Issuing Office no later than 10:00 AM, December 28, 2016. All questions received will be compiled and answered in writing and distributed to all interested Bidders by close of business on January 01, 2017.
11. Technical Specifications and requirements for Technical Acceptability / See Attachment A for additional specifications.
· Offer lowest price that is fair and reasonable for provision of backpack sprayers as specified in Attachment A
· Considered vender should be an agricultural company or agricultural tools supplier.
· Considered vender should have a sample of the unit available to demonstrate and evidence of a realistic arrival time, preferably within 1 weeks of order placement.
· Provide minimum 5 photos from backpack sprayers available in stock
· Specify a realistic time from order placement to delivery, preferably within four (4) weeks after order placement; provide evidence of the ability to deliver in time.
· Provide full and complete specification of the backpack sprayers.
· Vendor should commit to provide same quality of backpack sprayer as quoted and sample provided.
· RADP-NORTH has the right to reject the backpack sprayer if it is not the same quality as quoted and provided as sample
· Provide Quotation in AFN
· Include guarantee period of the backpack sprayers in the quotation.
· Accept the Terms and Conditions on page 8 of this RFQ
· Provide complete, signed, and stamped quotations
· Considered vendor should be able to provide sample(s) of the quoted item(s) within 24 hours after official notice from DAI-RADPP-North procurement, (if required)
· The proposal that does not meet technical specifications will not be considered.
Failure to meet any of these terms could result in disqualification from this award process.
12. Determination of Responsibility / DAI will not enter into any type of agreement with a vendor prior to ensuring the vendor’s responsibility. When assessing a vendor’s responsibility, the following factors are taken into consideration:
1. Provide copies of AISA License, Ministry of Commerce and Industry, Ministry of Information, Culture and Tourism, or required business licenses to operate in the host country.
2. Evidence of a DUNS number (explained below and instructions contained in the Annex).
3. The source, origin and nationality of the services are not from a Prohibited Country (explained below).
4. Ability to comply with required or proposed delivery or performance schedules.
The offer will be considered responsive when it does not take any exception to the terms and conditions of this solicitation and meets the minimum technical specifications, delivery period and methods, in addition to any other requirements specified herein.
13. Geographic Code / · Under the authorized geographic code for its contract DAI may only procure goods and services from the following countries.
· Geographic Code 937: Goods and services from the United States, the cooperating country, and "Developing Countries" other than "Advanced Developing Countries: excluding prohibited countries. A list of the "Developing Countries" as well as "Advanced Developing Countries" can be found at: http://www.usaid.gov/ads/policy/300/310.
· DAI must verify the source, nationality and origin, of goods and services and ensure (to the fullest extent possible) that DAI does not procure any services from prohibited countries listed by the Office of Foreign Assets Control (OFAC) as sanctioned countries. The current list of countries under comprehensive sanctions include: Cuba, Iran, North Korea, Libya, Sudan, and Syria. DAI is prohibited from facilitating any transaction by a third party if that transaction would be prohibited if performed by DAI.
· By submitting a quote in response to this RFQ, Bidders confirm that they are not violating the Source and Nationality requirements and that the services comply with the Geographic Code and the exclusions for prohibited countries.
14. Data Universal Numbering System (DUNS) / All U.S. and foreign organizations which receive first-tier subcontracts/ purchase orders with a value of $25,000 and above are required to obtain a DUNS number prior to signing of the agreement. Organizations are exempt from this requirement if the gross income received from all sources in the previous tax year was under $300,000. DAI requires that Bidders sign the self-certification statement if the Bidder claims exemption for this reason.

15. Compliance with Terms and Conditions / Bidder shall be aware of the general terms and conditions for an award resulting from this RFQ. The selected Bidder shall comply with all Representations and Certifications of Compliance listed in Attachment B.
16. Procurement Ethics / By submitting a Bidder, Bidders certify that they have not/will not attempt to bribe or make any payments to DAI employees in return for preference, nor have any payments with Terrorists, or groups supporting Terrorists, been attempted. Detailed Technical Specification of Backpack Sprayers:
Lever-operated Backpack Sprayer Specifications
1. General
- Robustly-constructed from strong, durable materials.
- Constructed so that the bottom of the tank is not in direct contact with the ground when the sprayer stands upright.
- Sprayer, when stood upright and full, should be stable on slopes up to 1 in 10.
- Integral carrying handle.
- No special tools required for maintenance or repair.
- Basic tools for assembly included.
2. Spray Tank
- 16-20 litre tank capacity.
- UV stabilised / resistant polypropylene tank.
- Semi-transparent with volume markings.
- No sharp corners.
- Able to withstand a drop from 1m without damage or leaking.
- Large tank fill opening with strainer recessed deeply in opening.
- Tank lid and strainer operable with gloved hands.
- Spray mix agitation system within tank.
3. Carrying Straps
- Carrying straps at least 5cm wide, or with shoulder pads of at least 5cm width.
- Straps and pads non-absorptive and UV resistant.
- Pads should remain fixed in place on straps during use.
- Straps of adjustable length.
- Quick release catches – operable when sprayer is full.
4. Pump
- Piston or diaphragm pump
- Capable of both left and right handed lever operation
- Pressure regulation system from 1 to 3 bar preferred
- Welds and fixings strong, in case of piston fastened to bottom of tank for support.
5. Hose and Lance
- Include spray height indicator, e.g. weight on string at optimal height.
- Hose non-flattening when bent unsupported through 180 degrees with 5cm radius.
- Hose length sufficient to allow free movement and positioning of lance for spraying.
- Lance at least 0.5m long.
- Positive on/off trigger mechanism.
- In-line filters above both trigger mechanism and nozzle.
6. Nozzles
- Made of ceramic or stainless steel: plastic is not acceptable for fan nozzles.
- Sprayer supplied with flat fan nozzles, others as parts including hollow cone, and 2-headed nozzles.
- Nozzle flow rates at different pressures should be specified.
- Nozzle spray angle should be specified.
- Nozzle should be precision made from reputable company e.g., T-jet
- Adjustable nozzles are not acceptable.
- Must include filter and quality washers, and must not drip under pressure.
7. Other
- Supplied with spare washers / gaskets.
- Instruction manual in Dari giving details of assembly, use, maintenance, nozzle flow rates, and safety as a minimum.
8. In addition, the successful tenderer must be able to supply replacement nozzles, washers, gaskets, and other commonly required parts (e.g., replacement diaphragm for diaphragm pumps).
9. A sample of the sprayer, with supplied nozzles, spare parts, and instruction manual must be submitted with the tender offer. Providing details of the manufacture, copies of correspondence or quotes will strengthen the bid. These can be returned following technical assessment.
Spare Parts and Accessories
Supply of the following spare parts and accessories (i.e. additional to any spare parts included with each sprayer) must be included as part of the offer:
1. Hollow cone nozzles (specifications for droplet size and flow rate at different pressures must be provided in the offer).
2. Even spray flat fan or deflector nozzles (specifications for droplet size and flow rate at different pressures must be provided in the offer).
3. Nozzle bodies and caps.
4. Washers and gaskets for nozzles, hose, lance, trigger valve, pump,
5. In-line filters both for the lance and nozzle body (mesh size specifications must be provided in the offer).
6. Necessary spare parts for the repair of the pump body (e.g. balls of ball valves, O-rings, seals, etc.).

8. Commonly lost or damaged small parts such as split pins, R-clips, bolts, nuts, and associated washers.
