Minutes of the PLANNING AND TRANSPORTATION COMMITTEE meeting held on Monday 9 January 2012 in the Council Chamber, Council Offices, 137 London Road, Southborough, Tunbridge Wells, Kent TN4 0ND.

MEMBERS PRESENT: Cllrs Bowie (Chairman), Blackwell (Deputy Chairman), Burbidge, Ms Hill, Jamil, Mrs Markwell, Munn (arrived 7.03 p.m.), Mrs Prance and Ms Williams.

P4. MINUTES OF THE MEETINGS – The minutes of the meeting held on Monday 19 December 2011 were APPROVED.

The Committee RESOLVED that the following planning observations be forwarded to Tunbridge Wells Borough Council: -

PLANNING APPLICATION: TW/11/03792/HOUSE/EA1

PROPOSAL: Loft conversion including the creation of a dormer window to the rear elevation

LOCATION: 86 Kibbles Lane, Southborough

STC COMMENT: Permission should be REFUSED

Out of character, impact on street scene and loss of privacy to neighbouring properties.

PLANNING APPLICATION: TW/11/03736/HOUSE/SF1

PROPOSAL: Freestanding garage and associated landscaping.

LOCATION: Amber Court, Holden Road, Southborough

STC COMMENT: Permission should be REFUSED

Over-development in Southborough Conservation Area and undue effect on neighbouring listed property. Subject to the views of the Conservation Officer.

PLANNING APPLICATION: TW/11/03786/FUL/SF1

PROPOSAL: Extension of existing portal framed chiller/cutting room (TW/08/00830 refers) – Variation of condition 9 relating to no. of lorry movements.

PLANNING APPLICATION: TW/11/03702/HOUSE/SF1

PROPOSAL: Two-storey rear extension.

LOCATION: 20 Springfield Road, Southborough

STC COMMENT: NEUTRAL

Unable to view rear of property.

Southborough Town Council were notified of the following application in two ways: firstly, as a planning consultee and secondly, as the occupier of a nearby property. Therefore, Members were invited for comments in both capacities but reiterated their planning comments below.

PROPOSAL: Change of use of ground floor from Class A1 (Retail) to Class D1 (Education).

LOCATION: 86-88 London Road, Southborough

STC COMMENT: Permission should be REFUSED

Street scene – desire to keep retail use on main high street. Adverse effect on parking and traffic on A26. In favour of proposal but not in this location.
