The GUE/NGL Group in the European Parliament

Post: Assistant - EN/FR - Grade AST.2 - Temporary agent, indefinite contract

Based in: Brussels, but will be required to travel to the other places of work, and to other Member States for short missions.

This vacancy is expected to attract applications from Temporary Agents and Officials already within the GUE/NGL Group, other political groups and the European Parliament administration as well as being open to external candidates who meet the qualifying conditions.

Profile: The GUE/NGL Group in the European Parliament brings together MEPs from a range of European left and progressive parties - ecological, socialist, communist, independent and others. In virtually all policy areas, it argues against the mainstream neoliberal prescriptions for the EU and is focussed on presenting progressive policy alternatives. All group staff should be comfortable in this environment and at ease with, contributing and supporting our MEPs in their policy objectives, inside and outside Parliament.

The Group is seeking to recruit a Communications Assistant for its communications team. The successful candidate is very likely to have extensive communications experience and/or training, including in or close to the EU institutions or one of the Parliament’s political groups. S/He will be expected to have sufficient empathy with the policy approach of the Group, its MEPs and member parties, to be able to independently and confidently anticipate and reflect their views to the outside world.

The appointee will be a good team worker, readily able to give and take help, support and advice from staff colleagues as well as able to establish good collaborative relationships with colleagues in the wider GUE/NGL, other political groups, and the EP Administration.

S/He will be adaptable and able to accommodate the varying needs of a political group in terms of: the changing volume and intensity of the workload; the type of contribution required ranging from high-level advice to basic administrative support; and, a work schedule determined by the parliamentary and political calendar.

Duties: The successful candidate will work primarily in the press section of the team responsible for the internal and external communications activities of the group, including: relations with the press, press releases, social media, media events, Group conferences and activities, and communications with NGOs, political parties, etc.

The duties will include:

·  drafting, editing and distributing press releases for the Group;

·  managing pre- and post-session information work, including briefing and de-briefing material;

·  drafting and/or editing texts and articles for the Group, its president or MEPs;

·  supporting the organisation of Group events and publicity work;

·  supporting the social media unit;

·  drafting, editing, proofreading and generally assisting with the production of brochures, flyers, etc.;

·  translating texts from French, or other languages, into English; and

·  updating content on the Group’s website; managing Group's intranet site.

General conditions for admission

Before appointment, the successful candidate will be required to prove compliance with the conditions laid down in Article 28 of the Staff Regulation regarding nationality, military service, good character, physical fitness, and linguistic knowledge.

This selection procedure is open to any candidate provided that s/he has:

- a level of education which complies with Article 5 of the Staff Regulation: (i) a level of post-secondary education attested by a diploma, or (ii) a level of secondary education attested by a diploma giving access to post-secondary education, and appropriate professional experience of at least three years, or (iii) where justified in the interests of the service, professional training or professional experience of an equivalent level;

- additional relevant professional experience of at least 2 years;

- mother-tongue standard in one and a satisfactory knowledge of another of the EU languages; for operational reasons we need very good English and a good working knowledge of French;

- a thorough knowledge of the institutional structure of the European Parliament, the EU and of its activities;

- a sound knowledge and/or experience of the communications operation in the European Parliament and/or in its political groups;

- qualifications and/or professional experience indicating a fit with Profile and Duties above will be an advantage; and

- IT literacy (familiarity with MS Office, MS Outlook, web browsers, ICT software etc.);

The preceding are minimum requirements. However, it is expected that final contenders will have a considerably higher level of qualifications and relevant professional experience.

Selection procedure

The selection procedure will be on the basis of qualifications and oral and written tests.

The selection board will draw up the list of candidates who meet the specified conditions. It will then establish a list of those candidates whose qualifications and experience best match the duties to be carried out and who will be called for tests.

Interviews with the selection board will be in English and French; the maximum time allowed will be 40 minutes and 75% of the marks will be available for this test which will also take account of the information in the applicant's application file.

Written tests will be in English and French with a possible option to test proficiency in other languages; the time allowed will be 45 minutes and 25% of the marks will be available.

Following these tests, the selection board will establish a list of suitable candidates.

The Bureau of the Group will select the candidate to be appointed from this list; the remaining candidates may be placed on a shortlist from which future appointments will be made.
