MINUTES OF THE WENTLOOGE COMMUNITY COUNCIL MEETING – 21st November 2017

The Chairman declared the meeting open at 19.20 hrs

3.0 MINUTES OF LAST MEETING
The minutes of the last meeting were approved and signed off by the Chair
4.0 POLICE ISSUES
No Police in attendance.
RD ran through the latest Police report
5.0 MEMBERS OF THE PUBLIC
5.1 Sara Nurse asked Cllr White for an update on tipping issue at Ton-y-Pil. There is a lot of activity to the rear of Ton-y-Pil. The on-going situation is reported daily to NCC by local residents. RD has also recently written to NCC. Tracey Brooks at NCC has confirmed the court hearing will be 11th December and if Ton-y-Pil doesn’t comply the court will issue an injunction. ACTION: RW will speak to the relevant people at NCC for update / action. ACTION: RW to ask for representatives from NCC Planning to hold public meeting in Peterstone. Sara commended the efforts and actions undertaken by WCC and appreciated its involvement and support.
6.0 MATTERS ARISING
6.1 No Declarations of Interest. JC declared an interest in Ty Mawr Farm (17/0578)
6.2 Fly-tipping issue – Shirenewton: LN attended a meeting held by Cardiff CC today . Not a lot of discussion on fly-tipping . The action points from the September meeting will be carried forward. Cardiff CC needs to enforce the planning conditions. Sara Nurse said that PRAID had emailed Sarah McGill in Cardiff planning with photographic evidence.
6.3 HGV on Coast Rd: The petition has 536 signatures. AP & JC together with a local resident took the petition to NCC. Streetscene will get back to her. AP has also carried out a road survey.
6.4 Clerk handed out copies of a poster from Welsh Government regarding a Review of the Community and Town council Sector to be out in notice boards and also brought to the attention of the council the document regarding reimbursements to councillors. BM attended the recent Liaison Meeting. Community Councils need to provide evidence of what they use their Grant money for or the grant could be withdrawn. Any actions undertaken by community council members should be documented as evidence. ACTION: Clerk to circulate the email from OVW to WCC re the Independent Review Panel dated 10th October 2017 + the Draft Annual Report dated 12th October.
6.5 Vegetation St Brides Village Hall: NCC have written again to WCC and JC. The vegetation has been cut back and JC has informed NCC.
6.6 Lighthouse Park: FL raised the issue of the conflict of cows grazing and people on the coastal path. The path should have notices up to inform the public. ACTION: Clerk to write to Living Levels re possibility of erecting signs on coastal path. Also. Certain homes on Lighthouse Park have been given notice of planned upgrading of Lighthouse Pub car park.
6.7 Review of Parliamentary Constituencies in Wales: This area remains unaffected.
6.8 Outfall Lane: Tarmac isn’t in need of replacing yet but he hedges need cutting back either side. ACTION: Clerk to contact Streetscene re hedges.
7.0 ENFORCEMENTS / PLANNING APPLICATIONS
7.1 No updated planning spreadsheet due to Neil Gunthers absence.
7.2 Oakfield Nursery: Lot of activity reported including burning of rubbish.
7.3 New Road access Ty Mawr (17/0578): JC declared an interest in this issue. The original planning app shows different access to what is currently happening. If anything is outside of the original app then NCC should be informed. JC advised to check the current planning app. ACTION: RD will talk to Jacquie King to check if objections can still be submitted.
8.0 MATTERS OF INTEREST
8.1 RW – OVW has a pension deficit. To be aware - Community Councils could be liable for OVW pension debts. Does WCC need to consider its membership of OVW. WG is also looking at it.
8.2 RW: NCC has now put aside the money for the pumping station in St Peter’s Cres. Residents will be contacted in due course. Hopefully work could commence next summer.
9.0 ENVIRONMENTAL ISSUES
9.1 FL - Blocked reen in St Brides – this is responsibility of NRW. ACTION: FL to ring NRW to report.
9.2 RW – Member asked to let RW know of any issues to be brought up at next NRW meeting 15th January 2018.

11.3 Audit update: BDO requesting explanation of cost of legal fees. All other actions requested by BDO have been completed. ACTION: Clerk to respond.
11.4 Statement of Accounts: All members present were given latest copy of accounts. ACTION: Clerk to also circulate to members.
12.0 MEETINGS ATTENDED BY COUNCILLORS
12.1 BM attended Liaison meeting and gave update.
12.2 LN attended fly-tipping at Shirenewton with Cardiff CC 21st Nov 2017 and gave update.

· M4 Relief Road – ongoing. AP has been asked to do a summing up presentation in December.
· Next CALM meeting is 10th January 2018
· Rural Transport meeting is next week.

· Ty Mawr Farm – signs should be erected before the place where the lorries pull out.

· Frank needs a Wentloog email address. ACTION: Clerk to email Vision ICT
· Clerk gave Frank relevant forms for co-opted councillor to be brought back at the December meeting.
