Position: Underground Utilities Superintendent

Reports To: Utilities Director

Position Summary

The Underground Utilities Superintendentprovides for the required maintenance, cleaning and upgrading of the City's underground utilities system including sanitary sewers, inflow and infiltration, storm sewers/drainage, water distribution and water metering.This position reports to the Utilities Director and is an Operator of Record for the City’s water distribution and sewer collections systems and is responsible for all activities as outlined under the Ohio Administrative Code (OAC) 3745-07. The Underground Utilities Supervisor is also responsible for the operation and maintenance of the Village of Port Jefferson's sewer collection system and Honda of America -Anna Engine Plant's sewer system.

This position is responsible for the short and long range planning of activities required to maintain the integrity of approximately 118 miles of water mains, 1,150 hydrants, 1,500 valves, over 9,000 water services and water meters, 118 miles of sanitary sewers, 6 sanitary lift stations, 1,770 manholes, 70 miles of storm sewers, 2 storm pump stations, 2,300 catch basins, 10 detention basins, plus numerous creeks and waterways. The Underground Utilities Supervisor is the head of an eighteen person division with an annual operating budget of approximately $1.2M.

The Underground Utilities Superintendenthas a subordinate management staff of two-Foreman II’s and two-Foreman I’s. Each department consists of Equipment Operator II’s, Equipment Operator I’s, Utilities Mechanics and seasonal staff. Total staffing of the Underground Utilities Department consists of approximately twenty employees.

The nature of work performed by this division will often require communication and coordination with the other division heads within this department. The Underground Utilities Superintendent will communicate with other City departments and divisions such as Purchasing, Payroll, Street, Finance, and Police in emergency situations. This Division head will also work closely with contractors and suppliers, providing services and materials to the City.

The Underground Utilities Superintendent at times will consult with the Ohio Environmental Protection Agency (OEPA) on a variety of subjects, including Permit to Install Applications; Sewer Collection Issues and Water Distribution Issues. The Underground Utilities Supervisor will often work with and provide information to consulting engineers on projects such as water and sewer modifications, additions, and other regulatory agency requirements.

Nature and Scope

  • Assists the Utilities Director in Capital and Annual Budget preparation and the ordering of equipment, material and supplies
  • Maintain compliance with OAC 3745-02 as it pertains to Operator of Record status for both Water Distribution and Sewer Collection Systems
  • Supports the mission, policies, goals and objectives of the City
  • Practice efficient inventory practices to maintain adequate levels of materials and supplies
  • Read and interpret engineering drawings and providing accurate calculations and data to the City Engineering Department, project engineers, consultants and contractors
  • Exercise knowledge of the hydraulics of water distribution,sewage and stormwater collection system operations and have or develop a thorough knowledge of the entire City’s underground utilities system
  • Assists in the development and enforcement of departmental and City policies and procedures
  • Scheduling activities of staff to meet the needs of customers, contractors, consultants and engineers
  • Providing input on the hiring, training, evaluation and discipline of staff
  • Dealing with customer complaints as they pertain to several departments
  • Receiving and addressing questions concerning services provided
  • Implementing and enforcing safe work practices
  • Maintain records for reporting, maintaining inventory, budgeting, inspections, etc.
  • Responding to after hour call outs when needed
  • Coach and mentor subordinate staff

Qualifications:

  • Associates Degree or ability to achieve within 3 years
  • A minimum of five(5) years of experience in a Municipal Underground Utilities Division or related field with at least two (2) year in a supervisory role.
  • An Ohio EPA Water Distribution II License and Ohio EPA Collections II License is required, or the ability to obtain bothwithin 18 months. An ABC equivalent, transferrable to an OEPA may be considered. Certification must be maintained throughout employment
  • Valid class B CDL with tanker and air brake endorsement or ability to obtain within six months. Must be maintained throughout the time employed in this position.
  • Familiar with the operations of light to heavy motorized on and off road equipment is required.
  • Proven mechanical, electrical and carpentry aptitude
  • The ability to clearly & correctly communicate with the public, regulatory agencies, and co-workers is required
  • The ability to effectively supervise employees within the Underground Utilities Department is required
  • Administrative skills with the ability to use a personal computer to perform general data entry, email, create documents, letters and basic spreadsheets.
  • Technical skills with the ability to use a personal computer to work with GraniteXP, CityWorks, Powerpoint and Excel.
  • Maintain residency as required by City policy.
