2010 FIRESCOPE Activities and Accomplishments

FIELD OPERATIONS GUIDE (ICS 420-1)

§  Began work on the revisions and additions to the 2011 Field Operations Guide with an expected completion date of July, 2011.

§  Developed for addition to the 2011 Field Operations Guide a Chapter specific to WMD response

§  Distributed approximately 12,000 2007 FIRESCOPE Field Operations Guides (ICS-420-1) world-wide.

MULTI-AGENCY COORDINATION SYSTEM (MACS)

§  Presented the 2010 annual FIRESCOPE MACS training program to both to North Ops and South Ops.

§  Reviewed and Updated the Northern CA MAC Group Operating Plan

§  Completed the Southern CA MAC Group Operating Plan

§  Installed technology upgrades to the Southern CA MAC Center and provided training to FIRESCOPE member agency overhead (STAN) in their operations.

§  Identified and assessed operational technological needs for the Northern CA MAC Center and identified funding mechanisms thereby initiating the purchasing process to meet those needs

§  In cooperative partnership with DOI, USFS and Cal Fire provided needed additional funding for the replacement of the antiquated telecommunications equipment at the Southern California Operations Coordination Center

§  Presented an overview of the FIRESCOPE program and MAC operations in conjunction with the USFS International Studies program to the visiting Mexican delegation during their tour of Southern California fire agencies

§  Presented an overview of the FIRESCOPE program and MAC operations in conjunction with the USFS International Studies program to visiting French delegation during their tour of South Ops

§  In conjunction with members of CWCG presented an overview of the FIRESCOPE program and MAC operations to the visiting NIMS Project Support Team during their tour of South Ops.

§  Presented an overview of the FIRESCOPE program and MAC operations to a visiting DHS/FEMA Region IX employees touring South Ops

·  Developed and adopted final revisions of the MACS Operating Procedures (MACS 410-1)

·  Developed and adopted final revisions of the MACS Incident Priority Rating Matrix (MACS 429)

§  Reviewed and revised the ICS 201 and 213 and MACS 423, 425, 426, 427, and 428 forms.

·  In cooperation and through consensus with the National Weather Service, revised and implemented the California Fire Weather Program Risk Preparedness Guide (MACS 410-3

ICS

§  Developed and implemented the Wildland Urban Interface Structure Protection Guidelines

FIRESCOPE WEBSITE

§  Maintained the FIRESCOPE website, thereby ensuring FIRESCOPE’s continued delivery of comprehensive information relative to the FIRESCOPE program’s release of guidance documents, meeting announcements, agendas and minutes.

§  Maintained the California Resource Information System (CFRIS) database.

§  Provided critical operational fire information and content with links to predictive services, Intel, Incident Command System (ICS), Multi-Agency Coordination System (MACS) forms and documents and pertinent local, state and federal fire service links.

§  Developed the CA H&S Code Section 14825-14833, Volunteer Company Registry Database and the letter of direction to the California Fire and Rescue Mutual Aid System for its implementation

FIRESCOPE PROJECTS

·  Monitored and reviewed the status and operational/fiscal impact of the Vehicle: Firefighter’s Operation of Firefighting Equipment: Driver’s Records (AB 1648)

§  Maintained the FIRESCOPE program orientation package

·  Continued to support and monitor the progress of the ERI

·  Participated in the revision, review and approval of the CFAA and provided oversight to the development of associated CFAA training programs/workshops

·  Monitored and advised of the status of Medi-Cal; Ambulance Transportation Services Providers; Quality Assurance Fees (AB 511)

·  Participated in and provided key input for the development of the Phase I (Feedback) document as it applies to the Congressionally mandated National Cohesive Strategy Plan

·  Participated in the Westside Wildfire Risk Assessment Project

·  Developed, adopted and implemented Aircraft Decontamination (Invasive Aquatic Species) Procedures

·  In conjunction with the Governor’s Blue Ribbon Task Force, developed and circulated two separate surveys in an effort to accurately identify current and projected economic and operational impacts to the California Fire and Rescue Mutual Aid System

·  Contributed to the development of the California Interoperability Field Operations Guide (IFOG)

·  Developed series of discussion questions and recommendations as to the relevancy and future of FIRESCOPE

MEMBERSHIP

§  Reviewed the FIRESCOPE Articles of Organization (MACS 410-4) as it relates to FIRESCOPE membership, researched vacancies and made appointments of new members to the FIRESCOPE Board of Directors, the Operations Team, the Task Force and the FIRESCOPE Specialist and Working groups.

§  Modified the FIRESCOPE Articles of Organization (MACS 410-4) to reflect the appointment of its previous CSFA and CPF advisors to the positions of full voting members

·  Continued its support of the Blue Ribbon Commission Task Force; CWCG; NIMS; NWCG; NEPA; the National WUI Working Group; the NIMS Consortium; the IAFC Wildland Committee; CICCS; its FIRESCOPE members and it’s Federal, State and local cooperators
