PRIMARY Purpose
The primary purpose of the role is to support the delivery of both operational activities and more strategic initiatives particularly in relation to interpretation of conditions of employment, staffing issues, management of the Employee Services Portal and Work Health and Safety in order to maximise the efficiency of HR systems and the quality of advice and HR services.

The position reports to the Senior Manager, People and Culture.
In terms of Impact, the position has an important role in ensuring compliance with relevant HR standards and practices and in enhancing capability development and culture within Caritas Australia. As part of a small team of professional and ethical HR practitioners, the HR Business Partner will move seamlessly between strategic and operational issues impacting on all facets of the Human Resources function, including collation and analysis of key HR metrics.

KEY ACCOUNTABILITIES
1. Provision of advice and guidance on the interpretation of policies and conditions of employment issues in order to ensure that Caritas Australia complies with ACBC standards and relevant statutory and industrial instruments.
2. Act as the point of contact for Australian-based staff and managers for employment and Work Health and Safety issues to support their capability development and Caritas Australia’s commitment to an ethical, inclusive and non-discriminatory work environment.
3. Manage the Employee Services Portal, Visa sponsorships, and collation and analysis of HR statistics to ensure accuracy, timely service delivery and pro-active responses.
4. Prepare standard Independent Contractor Agreements and maintain human resources records and employment related documents to support Australian-based staff, programs and service delivery.
5. Assist with administration activities, including the People and Culture budget, to ensure the delivery of professional and highly respected Human Resources Services.
6. Manage activities associated with Flexible Work Arrangements, Fitness to Travel and Work Health and Safety and Incident reporting.
7. Work closely with the Senior Manager People and Culture and other members of the People and Culture team to support delivery of initiatives including capability development and performance support and management initiatives.

Decisions which are made by the Position holder include:
· Determining day to day work priorities in response to requests and deadlines and to support high quality and reliable delivery of services.
· Deciding the content of operational advice and information provided to staff and Managers.
· Taking ownership for work, being flexible and adaptable, and making suggestions for new policies or processes to improve performance and organisational culture.
Decisions referred to the Managers include:
· Decisions that will substantially alter the outcomes or timeframe of a project or activity or which could involve significant industrial, financial or compliance issues.
· Matters requiring a higher delegated authority such as approval for expenditure and/or travel.
Risk and Work Health & Safety
The Position Holder must:
· Observe safe work practices in accordance with training and instruction provided and report any risk to her/his immediate supervisor. Risks arising in the workplace may relate to financial, site, task or safety issues and practices.
· Promote and implement Work Health and Safety and Risk Mitigation processes in conjunction with her/his manager including identifying and reporting any hazards or safety issues within the workplace.
· Comply with ACBC and Caritas Australia work health & safety practices/procedures.

1. An understanding of and willingness to work within the Catholic ethos.
2. Highly developed communication, negotiation and influencing skills.
3. Extensive experience in a HR Generalist role.
4. Highly developed skills in Microsoft Office and Excel.
5. Relevant tertiary qualifications in Human Resources Management or equivalent experience.
6. Strong analytical and problems solving skills.

· The successful candidate must have and maintain the right to work in Australia.
· Ongoing appointment to this position is dependent on successful completion of a relevant Criminal History Record Check and a Working with Children Check if the role is designated as working with children.
