The meeting was opened by President Tammy Snider at 4 pm.

Region Reports

Chisholm Trail – Bill Rudd- The region has put on a CP1 & CP2 class with 20 people in each class. They may have a CP2 class in the spring. They continue to recruit new members.

South Texas – Pete Rivera – Pete has recently changed jobs and D’yan Lopez has been busy with her new baby. They plan on having elections in February.

Texas Gulf Coast – Jerri Neely – Neely was recently elected. On November 19, 2007 she became the acting President when Jim Baylor stepped down. In the email Baylor asked those that were interested in helping let Jerri Neely know. On January 2nd an email was sent about a meeting to elect a new board. There were five paid members at the meeting. Neely has heard from several different agencies that could not be there, but were interested. (Houston PD, Pearland PD, Pasadena PD, Angleton PD, Fort Ben, Shenandoah). Neely received a good response from the departments. There are four board members, Bonnie Bartel- membership, Jerry Lyons- new treasurer and Neely has asked the past treasurer to step down because he was not a current member. Neely would like an independent audit of the treasurer books. There was some resistance with the past treasurer and an audit.

Alamo Area – Don Carr- Currently there are 15 members and 4 regional life members that have not paid the state. During 2007 there were five training sessions plus the monthly meetings. Laura is planning eight training sessions which will be one and two day trainings at Saint Mary’s University. AACPA looks forward to hosting the January 2009 winter conference with some direction from the state board, which we have not received so far. AACPA is considering quarterly meetings and host a training session with the meeting.

Board Reports

Secretary Lita Snellgrove – The minutes were passed out and read by the board. There were no changes to the minutes and they were accepted into the minutes.

Treasurer’s report – Scott Rhodes – Billy Rudd stated the seed money for Chisholm Trail has been deposited into an account. Rhodes advised the check has not cleared the bank. Wells Fargo CD $ 25,505.93, Wells Fargo Checking $20,906.04, total expenses since 7-15-07 $ 9,019.91, total income $ 10,534.43. Three computers, Microsoft Office Pro, warranties and printers were purchased for $3,382.77 or $1,127.59 per unit. There are 40 card holders for each region and Martha will send them out to new members. One more scholarship will be paid to our current college student. Students must have at least a 2.5 per semester. The board is in favor of moving the money to a bank where the money will make more interest. The treasurer’s report was accepted into the minutes.

1st Vice President - Nancy Gresham – No report, she will give a report at the luncheon.

2nd Vice President – Dennis Porter - Thanked everyone for their contribution to the conference. It is good to move the conferences around so other people in the state can attend. There are some good instructors teaching at this conference and you will enjoy their classes.

3rd Vice President – April Layton -- It is important for the regions to promote communication with its members. Send out emails to the members and keep them informed about what is going on. A post mid-winter conference newsletter will be sent out. In a few months there should be a TCPA brochure to give out to new members.

Membership – Martha Mabry – December 31, 2007 there were 556 members. This is fifteen more than December 31, 2006. There have been 115 that have renewed this month. This number should grow over the next few months because we have a 60 day grace period. Jesse Garner- Longview will be voted on this summer for life membership. It is recommended the board review the nominations for life membership and April will send out information in the newsletter. Then the life memberships will be voted on at the summer conference general membership meeting.

Civilian At Large – “Kat” Tobias – no report

Sgt. At Arms - Joe Trevino - Joe is assisting Dennis Porter with the training.

Old Business

TCPA shirts are in but women sizes are needed.

Martha Mabry made a motion to purchase four CDs of Roberts Rules. Scott Rhodes seconded the motion. A CD will be placed on each TCPA computer and one will be given to the Sgt. at Arms.

Tammy Snider has not heard back about the calendars for TCPA. Martha advised to talk to Rose or Debbie. If we get 1500 calendars Scott Rhodes would like to give some to the regions to give out.

There was a conference update by Billy Rudd. The date of the conference will be July 21st-25th. There was some confusion about the date with the MPEC center. The dates were never cancelled by Tammy Snider. Tammy talked to the center and everything is back on track. The MPEC apologized for the mix up. The MPEC will be used for the training classes and the hotel is Howard Johnson. There will possibly be a golf tournament on Sunday at the River Creek Golf Course. The conference committee is looking at maybe a safety fair, SALT conference and Artie with McGruff. Melissa Wesson is working on training for the conference. There could be a trip to the Indian reservation for gambling. The awards banquet will be on Thursday night.

Martha Mabry encouraged Billy Rudd to keep the board up to date on the conference.

Tammy Snider needs to select someone to chair the awards committee and get the information into the newsletter.

Jerri Neely challenged everyone to bring one civilian to the conference.

There was discussion about the Kerrville 2009 winter conference. The two contracts were discussed from the YO Ranch and the Inn of the Hills. Nancy Gresham will call the YO Ranch back about a counter offer.

Don Carr wanted to commend the board on the web site. It is up to date and it looks like an official web site.

Scott Rhodes wanted to make a motion that we pay for a board member to attend the Sheriff’s Conference and Chief’s Conference and pay a $35 per diem. There was discussion about the issue. We need to buy nice giveaways and have a nice professional display. The TX Chiefs Conference is the end of June at the Woodlands. There was not a second to the motion. The board will start purchasing items needed for a display to prepare for an event when everything is ready.

There was a motion from Scott Rhodes to adjourn, seconded by Martha Mabry. The motion passed.
