【Conference Background】

In recent years, China civil aviation training industry has come up with unprecedented challenges and opportunities as one of the results of the country’s ‘13th Five-Year Plan’ and the ‘One Belt One Road’ strategy. As the first year of 13th Five-Year Plan, China civil aviation training industry should seize this opportunity in 2016. Based on this beneficial policy background, the industry needs to address the shortage of both technical staff and pilot in domestic market, to enhance the diversity of industry talent input channel, and to relieve the pressure resulted from the lack of relevant expertise. In order to find effective solutions to those challenges, China is introducing marketization and socialization to the industry, establishing professional aviation training system, exploring innovative Internet+ education pattern, gathering superior academic resource, encouraging knowledge sharing and project cooperation between entrepreneurs and universities, as well as boosting the development of civil aviation training market.

In China, two different training systems are in use for cultivating professional general aviation pilots and airline pilots. As most of limited training resources are used to foster airline pilots, this training pattern is therefore a major factor that restricts the development of domestic civil aviation.

Recently, Chinese government has published the ‘Guiding Opinions of Promoting the Development of General Aviation Industry’, which covers the entire aviation industrial chain. The guideline suggests to build up over 500 general airports and to reach more than 5,000 general aircrafts by 2020 through fostering aviation market, enlarging low-altitude airspace as well as other measures. What matters most is that, more general aviation pilots are therefore required to fulfill market demands with the boosting number of general airports and general aircrafts. Consequently, the restricted market development resulted from insufficient general aviation pilots needs to be addressed in advance. In the coming decade, 10,000 general aircrafts and 20,000 general aviation pilots in total are expected. As a result, 1,500 to 2,000 pilots need to be trained annually. Nevertheless, China is now training less than 200 general aviation pilots annually, which is far less than the number required.

As the main force in the industry, civil aviation pilot has been paid great attention to. Due to the development regional aviation market, there seems to lack of qualified pilots. Given this industry background, China Aviation Training Forum 2016, held by Aviation Service Education and Training Committee of China Adult Education Association will discuss the situation and development trend of China civil aviation training industry in depth through speech, panel discussion, exhibition, individual B2B session as well as media interview.
