15.78CO-OPTION OF A PARISH COUNCILLOR FOR HOUGH

It was resolved to co-opt V.McFarlane as a Parish Councillor for Hough.

15.79MINUTES OF MEETING HELD ON 20th NOVEMBER,2015

The motion to accept the minutes of 20th November, 2015, as a correct record was proposed by Cllr D Hewitt, seconded by Cllr C.Jardine and approved by all present.

15.80PARISH PRECEPT

It was resolved that the 2016/2017 precept requirement for Hough and Chorlton Parish Council is £22,500.

15.81POLICE MATTERS

15.81.1SID REPORT AND ERECTION OF NEW POLES

The clerk reported on behalf of Cllr C Pywell. There is currently a problem extracting data from the SID which will require a call-out out a cost of £150 + parts (as now out of warranty).

Cheshire East Council have agreed to erect new poles to allow the SID to be relocated and Cllr C Pywell plans to monitor the progression of this.

C Pywell has proposed that the SID be repaired at the same time that it is moved so that there is only one call out charge. This was agreed by all present.

15.81.2WYBUNBURY WARD CLUSTER MEETING

The next meeting takes place on the 25th January and will be attended by Cllr Brickhill.

15.82LOCAL PLAN UPDATES

15.82.1Local Plan Update by Cllr Clowes

Deferred until the February Meeting.

15.82.2Proposal for PC Discussion

Cllr Broome updated regarding the contracting of a planning expert to represent the interests of local parishes in protecting the Green gap. It was agreed to pay the calculated contribution of £179.48 (inc VAT) for Hough and Chorlton (based on number of electors). It was also agreed that no further contribution should be made without further discussion and justification.

15.83NEIGHBOURHOOD PLAN UPDATE

Cllr Broome reported that the designated area for the Wybunbury Ward Plan has been approved by Cheshire East Council and progress is now awaiting a meeting of the interim steering group.

15.84HS2 UPDATE

A residents’ consultation is to take place on the 14th January at Hough Village Hall.

15.85HIGHWAYS MATTERS

15.85.1TRAFFIC SIGN CLEANING

The clerk reported a letter has been received from Cheshire East Highways informing of a program of works to clean all the traffic signs. Parish and Town councils are being asked to highlight any signs they consider a priority. It was noted that all signs in Hough are lichen covered and some of the weight limit signs were suggested as a priority.

15.85.2WATER METER ON COBBS LANE

The water meter has now been moved by United. Since this is a private road the Parish Council has no authority and cannot take further responsibility.

15.86WEBSITE UPDATE PROGRESS

The clerk reported that the website developers have provided a quote for updating the website. A grant application has been submitted to pay the costs of the updates to allow compliance with the transparency code. There is a further cost for some other site updates. A quote has also been provided to provide an improved section for the Village Hall. It was agreed that the cost for this be paid from the Parish Council’s funds allocated to the Village Hall.

15.87PROPOSAL FOR PLAY/SPORT EQUIPMENT IN HOUGH AND THE COMMON

The clerk reported that Cllr Pywell had forwarded a suggestion that this issue be address by a working party. This was agreed by the Council. The working party will consist of Cllr Bennion, Cllr Pywell, Cllr McFarlane and Cllr Dodd.

The working party will address and research the need, potential siting, costing and any other issues which may arise associated withthe consideration of providing playground and sporting equipment in Hough. The working party will also address potential amenity development on The Common and the associated costs. The working party will report back to the full Council such that informed decisions can be made.

15.88CHALC

15.88.1TRAINING PROGRAM FOR 2016

The clerk reported that the 2016 training program has been received from ChALC. It was agreed that this would be circulated and the councillors should inform the clerk or chairman should they wish to attend any of the courses.

15.88.2GOOD COUNCILLORS’ GUIDE

ChALC have informed that copies of the latest edition (version 4) are still available. It was agreed to order 5 hard copies and also to circulate the link for reading online.

15.89FEEDBACK ON THE TOWN AND PARISH COUNCIL CONFERENCE

The clerk reported that this had been a very informative conference. There was a Highways Workshop, neighbourhood Plan/Local Plan update and an introduction to Local Development Orders.

15.90OUTSTANDING ISSUES

15.90.1CHORLTON CHAPEL FIELD

15.90.2BROADBAND INCLUDING MEETING AT ALDERLEY PARK ON NOVEMBER 6TH

15.91ENVIRONMENTAL MATTERS

15.91.1LIGHTING IN HOUGH VILLAGE

Cllr Bennion and the clerk informed that three lights have been reported: two on Pit Lane and one on Newcastle Road. Cllr Brickhill informed of another faulty light on Back Lane and the clerk agreed to report it.

15.91.2CONIFER ON THE CORNER OF COBBS LANE AND PIT LANE

The clerk reported that there has been no more information received about the progress of this and agreed to pursue the issue.

15.91.3REPAIR OF COMMEMORATIVE PLAQUE ON THE GREEN

Cllr Bennion reported that the plaque, which has now been repaired and strengthened, is ready for collection.

15.91.4COMMEMORATION TREE

Cllr Bennion reported that he is pursuing this issue.

15.91.5CUTTING OF HEDGEWAY ON NEWCASTLE ROAD – BANK FARM

The clerk agreed to write to request that the hedge be cut along the path.

15.91.6THE COMMON

Cllr Bennion reported that parking on the verges is a problem. Also, the lock on the gates need replacing.

15.92FUNDING PROGRAM FOR PUBLIC ACCESS DEFIBRILLATORS

It was agreed that Cllr Johnston and the clerk pursue this via contact with Heart Start and the funding available and report back on progress at the February meeting.

15.93VILLAGE HALL UPDATE

The Chairman, A. Broome, updated on events:

  • Xmas Fair – This event raised £344.00
  • The Brass band concert raised £52.63
  • The Carol Concert collected donations of £93.00 which have been given to St Lukes
  • Bingo, 21st January at 7:30, proceeds partly to the Village Hall.
  • Quiz – March 4th, 7:30, £10 a table.

15.96CHESHIRE EAST AND PARISH COUNCILLORS’ REPORTS

15.96.1Blocked Gullies on Newcastle Road

Cllr Johnston reported that there are blocked gullies on Newcastle Road causing flooding. This is particularly a problem for pedestrians along the stretch. The clerk agreed to report the blockage to Cheshire East Highways.

15.96.22016 Buckingham Palace Garden Party

Cllr Broome reported that nominations have been requested for attendees at the Buckingham Palace Garden Party in May. It was agreed by the Council to nominate Cllr Anne Broome for her years of service both as councillor and chair.
