PROMPT RELEASE OF PAYMENTS TO HOUSING BENEFICIARIES

The beneficiaries under the Housing Programme are being made prompt payment as per the stage updation of their houses through online system. The system has been totally revamped and stage wise payments are made in three stages of Basement Level(BL), Roof Level(RL) and Roof Cast(RC) with a view to help the beneficiaries construct the house quickly.

The following reforms have been brought in implementation of housing programme to ensure prompt payment:

·  MHO system and payments through VOs were abolished.

·  Payments are being adjusted to the individual bank accounts of the beneficiaries only.

·  The AE(H) has to compulsorily visit the panchayats / villages in his jurisdiction in every 15 days to inspect and record the progress in the M-Book for each house.

·  Dy.EE check-measures and updates the stage online.

·  PD(H) at the district headquarters approves the payments and issues cheques at district level bank.

·  Direct transfer into beneficiary account through CBS of banks.

·  Time schedule for payments within 7-10 days. Time has been fixed at each stage of Assistant Engineer, Deputy Executive Engineer and Project Director(Housing).

·  Thus, under the revamped system, the payments are adjusted to the individual accounts of the beneficiaries at the district level itself, by the banks through Core Banking System.

·  For the beneficiaries, who have opened their accounts with CBS branches, the payments are adjusted within 7 to 10 days.

·  In case of Grameena Banks / DCCB / Post Offices not having CBS system, the time taken is about 20-30 days.

·  In view of this, the beneficiaries are advised to open their accounts in banks having CBS, to get their payments without any delay.

·  After introduction of new payment, system complaints regarding delay in payments have been reduced substantially.

Some problems relating to payments which are continuously being resolvedas and when they arise:

·  There are some people who have started the houses without sanctions and do not have beneficiary IDs. Such beneficiaries should apply for sanction of houses to District Collector.

·  Certain beneficiaries have been declared as ineligible; who constantly ask for payments. Collectors have been empowered to enquire into such cases, as and when noticed, and take necessary action for making them eligible/initiating action for recovery, depending upon whether the person is eligible/ineligible.

·  Constant monitoring is being done at the district level to ensure that the Assistant Engineer visits and inspects each house in Gram Panchayat every 15 days.

As on date, payments generated in online system upto 23.2.2012, have already been released and there are no pending payments.
