GulfstreamLoading and Unloading Material

Introduction / The purpose of this standard is to prevent an injury by insuring workers are not in the truck/trailer while loading and unloading pipe, steel, electrical spools, or any type of equipment.
Scope / This applies to all personnel loading and unloading pipe or steel on a Gulfstreamproject site.
Background / This standard was developed due to several incidents involving personnel who were injured while standing on the bed of trucks or trailers while material/equipment was being loaded /unloaded.
Requirement / Personnel must not stand on the trailer or truck when material/equipment is being loaded/unloaded.
A trailer attachment that provides personnel protection from moving loads may be used as long as approved by Gulfstream safety personnel.
PPE/Equipment Requirements / Safety glasses, hard hat, mouthbit Cl2 respirator (for escape purposes only if applicable), hi-viz shirt or vest, safety shoes. (Chemical goggles must be considered for extra eye protection if high winds persist.)
Procedure / Steps / Action
1 / If the truck to be loaded does not come equipped with ladders permanently attached to the side at the front and rear of the truck, then stepladders will have to be obtained and tied off to the sides of the trailer or flatbed. The stepladders will be opened fully and set for easy access to the truck.
Devices that attach directly to the bed of the truck may be used as long as they protect a person from the load.
2 / For unloading purposes, the person(s) will access the bed of the trailer and rig up the piece of pipe of steel.
An additional person will be the flagman on the ground and his duty will be to set the boom point to the center of gravity of the load.
As soon as the pipe or steel is rigged up, the person (s) on the bed of the truck will descend the ladders and remain on the ground until the load is lifted and set on the ground.

3 / Repeat Step 2 until the truck is emptied.
4 / For loading purposes, the pipe or steel will be rigged on the ground and lifted to the truck, then the worker(s) will climb onto the truck and remove the chokers or slings. The boom point must still be set to the center of gravity of the load before lifting.
5 / For loading repeat Step 4 until the truck is loaded.
6 / Tag lines of acceptable length shall be used for loading and unloading operations.
Landing Gear Requirements / If trailers with landing gear are used, the following requirements must be met.
  1. Legs are straight and essentially rust free;
  2. Leg support rods are not bent, rusted, or broken;
  3. Operable pads/wheels on the legs;
  4. Landing gear that moves up and down freely;
  5. A high and low gear that operates;
  6. No visible cracks.
Trailers with one leg landing gear located center front of the trailer will not be detached from a tractor. Light utility trailers of 7,000 pounds capacity or less are not included
Empty trailers may be removed from tractors in areas where the landing gear can rest on a minimum of:
  1. Cement stabilized shell.
  2. A wooden board, 2 inches X 10 inches X 8 feet or larger.
Loaded or unloaded trailers which are removed from tractors may be unloaded or loaded if the landing gear is resting on a minimum of:
  1. Concrete pads.
  2. Cement stabilized shell and asphalt.
  3. A wooden mat. (For Temporary Locations Only)

Definitions for Landing Gear /
  1. LANDING GEAR - Supports that are attached to a trailer and can be lowered to the ground to support the trailer when the tractor is removed.
  2. CONCRETE PADS - A slab of concrete that supports the trailer's landing gear conforming to Dow Engineering Specification G2D-2500-93.
  3. CEMENT STABILIZED SHELL AND ASPHALT - A slab of asphalt over cement stabilized shell conforming to Dow Engineering Specification G2D-2500-93 used to support a trailer's landing gear.
  4. WOODEN MATS - A wooden support conforming to Dow Engineering Specification G2D-2500-92 used for supporting the trailer's landing gear. This mat is for temporary use only.
