1.Welcome, Call to Order, Introductions

Mr. W. Shannon Black, WECC staff, called the meeting to order at10:00 a.m. on April 25, 2017. A quorum is not required. A list of attendees is attached as Exhibit A.

2.Antitrust Policy

Mr. Black read aloud the WECC Antitrust Policy statement. A link to the posted Policy was provided in the meeting agenda.

3.Approve Agenda

Mr. W. Shannon Black introduced the proposed meeting agenda. The agenda was approved by consensus.

On a standing motion by Mr. David Lemmons the drafting team approved the agenda.

4.ReviewMinutes

On a standing motion from the drafting team chair, the drafting team approved the minutes from the previous meeting.

5.Review of Previous Action Items

WECC-0127 VAR-002-WECC 2 Request to Retire – Pending WECC Standards Committee approval June 2017

Mr. Israel Perez is a Mechanical Engineer and has worked at Salt River Project (SRP) for over 10 years. The first three years focused on completing numerous engineering projects as a rotational engineer in SRP’s generation fleet.

In 2009, Mr. Perez accepted a permanent position at an SRP generating facility and spent the next six years managing plant overhauls, budgeting contracts & services, and developing to a Senior Engineer position as a Turbine Engineer.

In 2015, Mr. Perez joined SRP’s Electric Reliability Compliance department in the Operations and Planning team. In this position, Mr. Perez is responsible to work with SRP’s responsible departments to ensure compliance with all O&P Reliability Standards.NoneWECC-0125 Governor Droop Five-year Review

6.Drafting

SAR Location and Background

The Standard Authorization Request (SAR) is currently located at the DT’s project page on the SAR Form accordion.

The drafting team entertained comments from Mr. Mike Wells, WECC, regarding the plausibility of retiring the document and whether the applicability of the two standards was parallel. Applicability to synchronous condensers was discussed. The team concluded that both the NERC and WECC standards address synchronous condensers.

7.Public Comment

All WECC Drafting Team meetings conducted in accordance with the Reliability Standards Development Procedures are open to the public. Public comment is continuously allowed and solicited.

8.Review of New Action Items

  • Mr. Black will draft Posting 1 and circulate to the team. The team will redline and suggest edits targeting May 25, 2017 to finalize posting for 45-day comment.
