INVITATION FOR BIDS International Competitive Bidding (ICB) Republic of Malawi Ministry of Agriculture, Irrigation and Water Development Sustainable Rural Water and Sanitation Infrastructure for Improved Health and Livelihood Project (SRWSIHL) Construction and Rehabilitation of Gravity-Fed Piped Water Supply Schemes in Phalonbe District. Invitation for Bids (IFB) Proc. Ref. No.: 021/SRWIHL/W/2017/016 Date of Issue: 22nd July, 2017

1. This Specific Procurement Notice follows the General Procurement Notice for this program that appeared in the Development Business No.: AfDB608-09/14 of 16th September, 2014.

2. The Government of the Republic of Malawi through Ministry of Agriculture, Irrigation and Water Development received financing from the African Development Bank Group towards the cost of the Sustainable Rural Water and Sanitation Infrastructure for Improved Health and Livelihood project (SRWSIHL) and intends to apply part of the proceeds of those funds to cover the eligible payments under the contract for Construction and Rehabilitation of Phalombe Major and Sombani Gravity Fed Piped Water in Phalombe District.

3. Bidding will be conducted through International Competitive Bidding (ICB) procedures for works in accordance and is open to all eligible Bidders as defined in the ADB’s Rules and Procedure for the Procurement of Goods and Works.

4. The Expected works under this assignment shall involve construction and rehabilitation works of the intake, the treatment works, the transmission and distribution network, service reservoirs and water points.

5. The Procuring Entity shall hold a pre-bid conference in Lilongwe at the City Centre in Tikwere House, Conference Room, Floor No. 2 on 21st August, 2017 from 10.00 am and conduct a Site Visit from 22nd August, 2017 from 08.00 am at Phalombe Major and thereafter Sombani Gravity Fed Systems in Phalombe District.

6. The Government of Malawi now invites sealed bids from prospective bidders for the following works:

7. The Instruction to Bidders and General Conditions of Contract contained in the bidding documents comply with the Bank’s Standard Bidding Documents for the Procurement of Works. A complete set of Bidding Documents in English may be purchased by interested bidders at the address below in 10(b) and upon payment of a non-refundable fee of MK50, 000.00 or its equivalent in a freely convertible currency. The method of payment will be cash or bank certified cheque at the Sustainable Rural Water and Sanitation Infrastructure for Improved Health and Livelihoods project (SRWSIHL) from 08.00 to 12.00 noon and 13.00 to 16.00 hours local time (Monday to Friday, except national public holidays and weekends).

8. Bids shall be valid for a bid period of One Hundred Twenty (120) days after bid opening and must be accompanied by a bid security from any Commercial Bank of MK50 Million or its equivalent in a freely convertible currency. Bids must be delivered to the address shown at 10 (c) and deposited in a box marked ‘Tender Box’ located on the Ground Floor, Room 14, on or before 15th September, 2017 at 10.00 hours local time. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at the address 10(d) below at 10:00 hours Local Time on 15th September, 2017.

9. Bidders MUST be registered with the National Construction Industry Council in the Unlimited Civil Engineering Category.

The Purchaser now invites sealed tenders from Contractors for the following contract to be funded from part of the proceeds of the loan:Rehabilitation of Ayir production. (Province of Safi)-Construction of a loading tank and recovery station - Sub-project Lot 2.

Tendering for contracts to be financed with the proceeds of a loan from the Bank is open to firms from any country. The proceeds of the Bank's loan will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under ChapterVIIof the Charter of the United Nations.

To be qualified for the award of a contract, tenderers must satisfy the following minimum criteria:

  • The tenderer must have an average annual turnover of at least Three million seven hundred thousand Moroccan Dirhams excluding tax (3 700000, 00 MAD), which is the total of effected payments received for on-going and / or completed contracts during the last three (03) years (2014-2015-2016).
  • Experience as principal contractor in the context of at least two (2) works contracts of similar type and nature in the past ten (10) years that include:
  • Construction and equipment of a raised tank with a minimum capacity of 100 m3.
