The Ozarks Headwaters Recycling & Materials Management District (District O)Advisory Council met at 11:30a.m., July 13, 2017at2431 N Glenstone Ave, Springfield. Councilmembers present were as follows: Barbara Lucks (Chair), David Vaughan, Donnie Lipe, Luke Westerman, and Jim VonBehren.

A. ROLL CALL
ChairBarbara Luckscalled the meeting to order at 11:45a.m., following a tour of Hiland Dairy.A quorum was present. Self-introductions were made by all present.
B. APPROVAL OF AGENDA
Jim VonBehren moved to approve the agenda as presented; Luke Westerman seconded. Motion carried unanimously.
C. APPROVAL OF MINUTES
Luke Westerman moved to approve the minutes as presented; Jim VonBehren seconded. Motion carried unanimously.

E. NEW BUSINESS
1. Current Issues – Barbara Lucks
Chair Lucks provided and update on the City of Springfield’s trash and recycling study. After receiving citizen input and recommendations from a consultant, the City is working closely with and gathering input from local trash haulers. As required by law, the City has given public 2-year notice that a change in trash collection services may take place; however, giving this notice does not tie the City to making any such changes.
2. OHRD 2017 Grants – Angie Snyder
Angie reported on the 17 grants awarded by OHRD this year. All grants have received final approval from MDNR and began on May 1st, approximately one month earlier than previous years. OHRD was able to fund all grant requests this year, allowing for a broad range of projects.
3. Volkswagen Settlement – Barbara Lucks
The Ozarks Clean Air Alliance continues to monitor the status of potential grant funding as a result of the USEPA/Volkswagen settlement. The funds will most likely be distributed through MDNR, though the official announcement has yet to be made. Potential uses of the funds include the retrofit of existing diesel fleets to improve emissions, the purchase of new diesel equipment, and for installation of electric car charging stations. OCAA hopes to increase the chances for southwest Missouri to receive funds by presenting a joint application to assist various organizations. Any organization or entity in this area that is interested in receiving information regarding applying for the funding is encouraged to contact Barbara at .
F. OTHER BUSINESS
The 2017 Missouri Recycling Association conference is scheduled for August 9-11 at Tan-Tar-A Resort. Angie will attend and three District sub-grantees will be speaking. Information regarding the conference was shared with council members and there is still time to register.
Jim VonBehren mentioned the smartflower solar panel system recently installed at Oak Star Bank on Battlefield Road in Springfield. This is an interesting system to provide energy efficiency for homes and businesses.
Next meeting is September 27th at 11:30am at the Greene County Commission Building Conference Room, 933 N Robberson, Springfield.
