Old Business:

CAC has received three excellent bid proposals from IBS-China, IBS-Korean, and IBS-India to host IBC 2020. Because of the large number of the bid proposals we have received, we have decided to select the best proposal using the two-stage process. In the first stage, the CAC would select two of the three proposals and ask them to revise their proposals and present them in person at the CAC meeting on July 12 between 4:00pm and 5:00pm in Victoria. In the second-stage, after hearing the presentations from the two selected IBS regions, the CAC will vote on the winning bid.

As the first stage of the selection process, CAC held the conference call on Feb. 29, 2016. Eleven committee members attended the call, and Andrew Zhou chaired the meeting. At the conference call, Andrew Zhou and James Carpenter first reviewed the criteria for evaluating IBC bid proposals as give in the CAC conference manual. Then, the three proposals were discussed.

When the IBS-China proposal was discussed, Andrew Zhou (IBS-China) recused himself, and James Carpenter led the call. When the IBS-Korean proposal was discussed, Tae Rim Lee (IBS-Korean) recused herself.

After the conference call, an electronic voting was send to all voting members except Andrew Zhou due to the conflict of interest. The CAC has voted to invite the IBS-China and IBS-Korean to revise their proposals to a smaller number of IBS maximum attendees to around 800 and adjust their budget accordingly.

Current Business:

The CAC will meet on July 12 between 4:00pm and 5:30pm in Victoria to hear the presentations from IBS-China and IBS-Korean bid proposals and to select the wining bid to host the IBC 2020.

Action Items:

1. Work on the detailed requirements for IBS-China and IBS-Korean to address in their revised proposals. 2. Select either IBS-China or IBS-Korean region to host IBC 2020 and recommend it to the Executive Board for approval.
