CALL TO ORDER: Bois called the meeting to order at 6:30 pm.

1. Michigan Tax Tribunal Case
Baruch SLS, Inc., owner of Living Joy of Flushing (1525 East Pierson Road), has appealed the decision of theBoard of Review regarding its tax exemption status to the Michigan Tax Tribunal. A response will be prepared and filed by the city attorney. The owner has similar cases in the State of Michigan and will more likely request the city’s case to be placed in abeyance until a decision is rendered by the MI Supreme Court on a similar case involving Tittabawasee Township. Funds were allocated in the budget for such expense. The cost sharing ratio will be 44% CIA / 56% City, which reflects the taxable value captured by the authority.

1. Annual Report for Fiscal Year Ending June 30, 2016
CORRIDOR IMPROVEMENT AUTHORITY RESOLUTION 2016-7-19
A RESOLUTION TO APPROVE THE EAST PIERSON ROAD CORRIDOR IMPROVEMENT AUTHORITY ANNUAL REPORT FOR THE FISCAL YEAR ENDING JUNE 30, 2016
Folks offered the following resolution and moved its adoption:
WHEREAS;a Corridor Improvement Authority was created within the City of Flushing on August 10, 2015 named as the East Pierson Road Corridor Improvement Authority; and
WHEREAS,a Tax Increment Finance Plan and Development Plan was created and approved for the East Pierson Road Corridor Improvement Authority on December 14, 2015; and
WHEREAS, MCL 125.2889 requires the East Pierson Road Corridor Improvement Authority to annually submit to the governing body of the municipality and the state tax commission a report on the status of the tax increment financing account; and
NOW THEREFORE, BE IT RESOLVED THAT, the East Pierson Road Corridor Improvement Authority presents the following Annual Report for the Fiscal Year Ending June 30, 2016 per MCL 125.2889:
A. There is no revenue in the East Pierson Road Corridor Improvement Authority account for the Fiscal Year Ending June 30, 2016
B. The East Pierson Road Corridor Improvement Authority does not have a bond reserve account
C. There were no expenditures made from the account for the Fiscal Year Ending June 30, 2016
D. The East Pierson Road Corridor Improvement Authority does not have any outstanding bonded indebtedness
E. The initial assessed value of the project area is $10,040,031
F. The East Pierson Road Corridor Improvement Authority did not retain any captured assessed value in the Fiscal Year Ending June 30, 2016
G. There was no tax increment revenues received in the Fiscal Year Ending June 30, 2016
H. The state equalized valuation did not increase in the Fiscal Year Ending June 30, 2016 due to the tax increment financing plan
I. The East Pierson Road Corridor Improvement Authority did not take on any capital improvements in the development area during the Fiscal Year Ending June 30, 2016
J. There is no additional information considered by the governing body as necessary
BE IT FURTHER RESOLVED THAT, the East Pierson Road Corridor Improvement Authority approves the Annual Report for the Fiscal Year Ending June 30, 2016 and authorizes its submission to the Flushing City Council and State Tax Commission.

CORRIDOR MEMBER COMMENTS
1. Road Diet – East Pierson Road
The Flushing City Council approved an engineering services agreement with Rowe Professional Services Company to complete a FY 2018 MDOT Call for Safety Project Application for improvements to East Pierson Road Corridor. The program will provide federal funding for construction at 80% and the municipality will be responsible for the remaining 20% of construction costs, as well as 100% of all costs associated with design and construction engineering. A cost sharing request will be presented to the authority, if a grant is awarded to the City of Flushing.
2. Future Tax Tribunal Cases in the Corridor
The authority was informed of two property tax appeals within the corridor; 1537 East Pierson Road and 1542 East Pierson Road. Discussion occurred regarding the need to correct an error in the TIF plan regarding the TIF base not including 1542 East Pierson Road. Due to the submission of the tax appeal, it is recommended to wait until its outcome before adding this parcel’s taxable value to the authority’s TIF base.
