Table A - Comments made on the proposed Vision
Reference number of respondents / Detailed comment made / Initial response025, 026, 027, 028, 029, 030, 069. / · The Estover playing field must be retained as a playing field.
· Development on Estover playing field would be socially harmful.
· Playing fields must be protected from windfall development.
· The town needs more play areas. / These comments were made by a total of 23 respondents, some of who either did not comment on whether they agreed or disagreed with the draft Vision, and some who actually objected to it. It is clear that for some the question was misunderstood, as the draft Vision would not prevent any of this from happening, and the draft Aims and Objectives actually provide a planning context to encourage it. On this basis, although the level of support for the draft Vision overall is very high (96%), but for this confusion, this would be even higher.
031, 067, 068, 073, 080, 081, 084, 094, 105, 109, 110, 120, 123, 125, 126. / · Agreement that the town centre should be improved.
· The town centre needs better shopping, including fashion outlets and a McDonalds.
· Improvements to the town centre will attract more visitors.
· The town centre wont be improved.
· A cinema and better swimming pool is needed.
078, / · The town needs more circular walks and cycle ways.
· The town needs better public transport.
Table B - Comments made on the proposed Aims
Reference number of respondents / Detailed comment made / Initial response001, 013, 020, 021, 026, 027, 030, 031, 106, / · More park space is required.
· Estover playing filed should be retained and improved for future generations.
· Estover playing field is not a windfall development site. / These comments were made by a total of 22 respondents, some of who either did not comment on whether they agreed or disagreed with the draft Aims, and some who actually objected to it. For a significant amount, there is an inaccurate perception that the town council is promoting development on Estover playing field, despite a key Aim of the Plan being to increase and improve the level of provision of recreational land. Although support for the draft Aims is high (93%), but for this confusion this would be even higher.
003 / · Small-scale solar power is acceptable.
008, / · Development should not be to the detriment of natural areas.
028, 029, / · There is insufficient infrastructure to support growth.
042, 043, 071, 078, 084, 094, 112, 118, 125. / · There should be a better range of smaller and accessible shops in the town.
· Better sporting facilities are needed.
· There is a need for a multi-storey car park.
· The Aims will attract more people to the town.
Table C - Comments made on the proposed Objectives
Reference number of respondents / Detailed comment made / Initial response001, 011, 078, / · A second town bridge crossing is required.
· An eastern bypass is required.
· New development should provide adequate off-road parking and private amenity space. / These comments were made by a total of 26 respondents, a significant proportion of which objected to the draft Objectives.
Although support for the draft Aims is high (89%), this could have been higher had the Objectives been better understood as these would address some of the points raised. However, some of these comments refer to works and actions that go beyond the reasonable scope of the plan and planning control. Some are also venting frustration with the strategic context for growth set in the Fenland Local Plan.
002, 007, 008, 013, 020, 021, 025, 026, 027, 028, 029, 030, 031, 038, 069, 084, 097, 103, 104, 114, 118, / · The scale of growth proposed for the town is too high.
· Development should not result in the loss of valuable open space (especially Estover playing field), and more open space is needed.
· Housing on the other side of the bypass would alleviate traffic congestion in the town.
· Places for dog exercise is need in our parks.
· Cyclists should be prevented from using footpaths.
· More shops are needed.
111, / · Objectives not understood.
124, / · More housing is needed to combat high house process.
