“Consent to Establishment” shall be obtained from Haryana State Pollution Control Board Under Air and Water act and a copy shall be submitted to the SEIAA, Haryana before the start of any construction work at site. / Agreed. “Consent to Establishment” has already been received by Haryana pollution control board. A copy of the same is attached as Annexure I.
All required sanitary and hygienic measures should be in place before starting construction activities and to be maintained throughout the construction phase. / Agreed. Required sanitation and hygiene measures like provision of mobile toilet is kept, attached as Annexure IIIalong with proper safe drinking water facility at the site for construction workers.
A first aid room as proposed in the project report shall be provided both during construction and operational phase of the project. / Agreed. First aid room has been provided at project site for construction workers. is attached as Annexure IV
Adequate drinking water and sanitary facilities should be provided for construction workers at the site. Provision should be made for mobile toilets. Open defecation by the laborers is strictly prohibited. The safe disposal of waste water and solid wastes generated during the construction phase should be ensured. / Agreed. Provision for drinking water and mobile toilets has been made at project site. Solid waste generated at site is properly being managed as per Solid waste management rule. The safe disposal of wastewater and solid wastes generated during the construction phase has been ensured.
Provision should be made for the supply of fuel (kerosene or cooking gas); utensils such as pressure cooker etc. to the laborers during construction phase. / Agreed.
All the laborers to be engaged for construction should be screened for health and adequately treated before engaging them to work at the site. / Agreed. All the construction workers are screened for their health.
For disinfection of waste water, use ultra violet radiation, not chlorination. / Agreed. In operation phase ultra violet radiation treatment technology will be used for disinfection of treated water.
All the top soil excavated during construction activities should be stored for use in horticulture/landscape development within the project site. / Agreed. All the top soil excavated during construction activities is being stored and will be used for horticulture/landscape development within project site.
Disposal of muck during construction phase should not create any adverse effect on the neighboring communities and be disposed taking necessary precautions for general safety and health aspects of people, only in approved sites with the approval of competent authority. / Agreed. It is ensured that muck during construction phase do not create any adverse effect on the neighboring communities.
Soil and ground water samples will be tested to ascertain that there is no threat to ground water quality by leaching of heavy metals and other toxic contaminants. / Agreed. It is being ensured that there is no leaching of toxic substances which can pollute ground water. Use of heavy metals and toxic substances are negligible. However monitoring for soil has been done. Monitoring reports of soil testing are attached as Annexure- II.
Construction spoils, including bituminous material and other hazardous materials, must not be allowed to contaminate watercourses and the dump sites for such material must be secured so that they should not leach into theground water. / Agreed. Construction spoil are being well managed as per MSW rules, 2000 and amendment 2008. Solid waste management plan is enclosed as Annexure V.
The diesel generator sets to be used during construction phase should be low sulphur diesel type and should conform to Environment (Protection) Rules prescribed for air and noise emission standards. / Agreed. DG sets will run on low sulphur diesel conforming to EPA rules prescribed for Air & Water emission standards. The pictures of the DG sets are attached as Annexure VI.
The vehicles hired for bringing construction materials to the site should be in good condition and should confirm to applicable air and noise emission standards and should be operated only during non peak hours. / Agreed. Vehicles having PUC certificates have been hired for transport of construction materials.
Ambient noise levels should conform to residential standards both during day and night. Incremental pollution loads on the ambient air and noise quality should be closely monitored during construction phase. / Agreed. As per CPCB norms noise level at commercial sites must not exceed 65dBA during day time and 55 dBA during night. The noise level at the project site conforms to the above stated norms. Monitoring data for noise is attached as Annexure II.
Fly ash should be used as building material in the construction as per the provisions of Fly Ash Notification of September, 1999 and amended as on 27th August, 2003 (The above condition is applicable only if the project is within 100 km. of thermal power plant). / Agreed. Fly ash based material/ productsare being used for construction as per the provisions of fly ash notification of September, 1999 and as amended on 27th August, 2003. NTPC is the nearest thermal power plant station which is 28.44km. in NE.
Ready mixed concrete must be used in building construction. / Agreed. Ready mixed concrete is being used in building construction.
Storm water control and its re-use as per CGWB and BIS standards for various applications should be ensured. / Agreed. Storm water control and its reuse will be maintained as per Central Ground Water Board and BIS standards for various applications. Storm water plan showing the location of RWH pit is enclosed as Annexure VII.
Water demand during construction should be reduced by use of premixed concrete, curing agents and other best practices as referred. / Agreed.Water demand during construction phase reduced with the use of premixed concrete, curing agents and other best practices.
Permission to draw ground water shall be obtained from the competent authority prior to construction/ Operation of the project. / Ground water is not being used for construction purpose. Also there will be no extraction of ground water for operation phase as well. Source of water supply during construction phase is treated water from HUDA whereas for operation phase water will be supplied by HUDA.
Separation of the grey and black water should be done by the use of dual plumbing line for separation of grey and black water. / A well planned dual plumbing system is proposed. Dual plumbing plan is attached as Annexure VIII.
Treatment of 100% grey water by decentralized treatment should be done. / During the operation phase, wastewater generated from the project site will be treated in STP of 200 KLD capacity.
Fixtures for showers, toilet flushing and dinking should be of low flow either by use of aerators or pressure reducing devices or sensor based control. / Agreed. Efficient water fixtures will be used to minimize water consumption.
Use of glass may be reduced by upto 40% to reduce the electricity consumption and load on air conditioning. If necessary, use high quality double glass with special reflecting coating in widows. / Agreed.
Roof should meet prescriptive requirement as per Energy Conservation Building Code by using appropriate thermal insulation material to fulfill requirement. / Agreed. Roof will be built as per energy conservation building code.
Adequate measures to reduce air and noise pollution during construction keeping in mind CPCB norms on noise limits. / Agreed. Adequate measures are being taken to reduce air pollution due to project. Monitoring report for ambient air quality is attached as Annexure II.
Opaque wall should meet prescriptive requirement as per Energy Conservation Building Code which is proposed to be mandatory for all air conditioned spaces while it is inspirational for non-air-conditioned spaces by use of appropriate thermal insulation material to fulfill requirement. / Agreed.

PART A- SPECIFIC CONDITIONS: Operational Phase

The installation of STP should be certified by an independent expert and a report in this regard should be submitted to the SEIAA, Haryana before the project is commissioned for operation. Tertiary treatment of waste water is mandatory. Discharge of treated sewage shall conform to the norms and standards of HSPCB, Haryana. / Agreed.
Rain water harvesting for roof runoff and surface runoff, as per plan submitted should be implemented. Before recharging the surface runoff, pre treatment through sedimentation tanks must be done to remove suspended matter, oil and grease. / Agreed. RWH plan is attached as Annexure VII.
The solid waste generated should be properly collected and segregated before disposal to the city municipal facility. In vessel bioconversion technique should be used for composting the organic waste. / Agreed. Solid waste management plan is attached as Annexure V.
Any hazardous waste including biomedical waste should be disposed of as per applicable rules and norms with necessary approvals of Haryana State Pollution Control Board. / Agreed. Biomedical waste will be generated in very small amount and can be managed as per management and handling rule 2011. However, hazardous waste generated will be managed as per the hazardous waste management and handling rules 1989.
The green belt design along the periphery of the plot shall achieve attenuation factor conforming to the day and night noise standards prescribed for residential landuse. The open spaces inside the plot should be suitably landscaped and covered with vegetation of indigenous variety. / 30% of the total plot area is reserved for green belt development.Landscape plan is attached as Annexure-IX
Incremental pollution loads on the ambient air quality should be periodically monitored after commissioning of the project. / Agreed. Monitoring for ambient air quality is being done periodically. Monitoring reports are enclosed as Annexure II.
Application of solar energy should be incorporated for illumination of common areas, lighting for gardens and street lighting in addition to provision for solar water heating. A hybrid system for a portion of apartment should be provided. / Agreed.
Traffic congestion near the entry and exit points from the roads adjoining the proposed project site must be avoided. Parking should be fully internalized and no public place should be utilized. / Agreed.Traffic near entry and exit is avoided by providing proper traffic management plan. No public space is occupied for parking purposes. Parking plan is attached as Annexure- X.
A report on the energy conservation measures confirming to energy conservation measures conforming norms finalize by Bureau of Energy Efficiency should be prepared incorporating details about building materials & technology; R&U factors etc. and submit to the ministry in three months time. / Report on energy conservation measure, attached as Annexure XIwill be submitted in due course of time.

PART-B GENERAL CONDITION

Six monthly compliance reports should be submitted to the ministry and its Regional Office, Chandigarh. / Agreed. Six monthly compliance report for the period of June, 2016is hereby submitted for your perusal. Acknowledgement copy of previous submission is attached as Annexure XII.
Officials from the regional office of MoEF, Chandigarh who would be monitoring the implementation of environmental safeguards should be given full cooperation, facilities and documents /data by the project proponent during their inspection. A complete set of all the documents submitted to MoEF&CCshould be forwarded to the CCF, Regional office of MoEF&CC, Chandigarh. / Agreed. A complete set of all the documents has already been submitted to MoEF&CCand also forwarded to the CCF, Regional office of MoEF&CC, Chandigarh.
In case of any changes in the scope of the project, the project would require a fresh appraisal by this ministry. / Agreed.
The ministry reserves the right to add additional safeguard measures subsequently, if found necessary, and to take action including revoking of the environment clearance under the provision of the Environmental (protection) Act, the suggested safeguard measures in a time bound and satisfactory manner. / Agreed and undisputed.
All other statutory clearances such as the approvals for storage of diesel from Chief Controller of Explosive, Fire Department, Civil Aviation Department, Forest Conservation Act, 1980 and Wildlife (protection) Act, 1972etc shall be obtained, as applicable by the project proponents from the component authorities. / Agreed. AAI NOC from Civil Aviation Department for height clearance, Forest NOC from forest department and Aravali clearance from D.C. have already been granted and attached as Annexure- XIII (a, bc)
A copy of the clearance letter shall be sent by the proponent to concerned panchayat, ZilaParishad/Municipal corporation, Urban local body and the local NGO, if any from whom suggestions and representations, if any, were received while processing the proposal. The clearance letter shall also be put on the website of the company by the proponent. / Agreed and undisputed. EC Letter is put on the official website of the company i.e.
The project proponent should advertise in at least two local news papers that are widely circulated in the region, one of which shall be in the vernacular language informing that the project has been accorded environmental clearance and copies ofclearance letters are available with Haryana state Pollution Control Board and may also be seen on web site of Ministry of Environment and Forests at The advertisement should be made within 7 days from the day of issue of the clearance letter and a copy of the same should be forwarded to the regional office of this Ministry at Chandigarh. / Agreed. Advertisement had been published in two local news papers. The advertisement copy is enclosed as Annexure-XIV.
These stipulations would be enforced among others under the provision of Water (Prevention and Control of Pollution) Act, 1974, the Air (Prevention and Control of Pollution) Act, 1981, the Environmental (Protection) Act, 1986, the Public Liability (Insurance) Act, 1991, Forest Conservation Act, 1980 and EIA Notification, 2006. / Agreed.
Under the provision of Environmental (Protection) Act, 1986, legal action shall be initiated against the project proponent if it was found that construction of the project has been started without obtaining Environmental clearance. / Agreed. The construction of the project started only after obtaining Environmental clearance. Environmental clearance has been granted under the letter no. 374/SEIAA (H)/2011-IA-III from SEIAA. EC letter is already attached as Annexure-XV.
Project proponent shall also submit six monthly reports on status of compliance of the stipulated EC conditions including results of monitored data (both in hard copies as well as by e-mail)to the respective Regional Office of MOEF, the respective office of CPCB and the SPCB. / Agreed. Half – Yearly compliances are being submitted regularly. Receiving of the previous compliances is attached in Annexure- XII.
Environmental Clearance is subject to final order of the Hon’ble Supreme court of India in the matter of Goa Foundation vs. Union of India in Writ petition (civil) No.460 of 2004 as may be application to this project. / Agreed.

(B) COMPLIANCE TO ENVIRONMENTAL IMPACT ASSESSMENT GUIDANCEMANUAL 2010 OF MoEF&CC

A. / Air Environment
1. / Wind erosion is a serious problem in areas where the ground is virtually bare and devoid of vegetation. Vegetation methods are found to be most effective in the form of windbreaks and shelterbelts. / The site will be enclosed with sufficiently high barricade wall around the project boundary which will act as a wind breaker, attached as Annexure XVI.
Vegetation will be developed during the operation phase of the project.
2. / Sprinkling of water and fine spray from nozzles to suppress the dust. / Water sprinkling will be carried out through tanker water regularly at site for dust suppression and logbook will be maintained.
3. / On-Road-Inspection should be done for black smoke generating machinery. / All the machineries deployed at site will be of good standard and of reputed make and comply with emission & noise standards. Inspections and maintenance of construction machineries and vehicles will be carried out periodically.
4. / Promotion of use of cleaner fuel should be done. / Ultra low sulphur diesel (ULSD) (sulphur content less than 50ppm) will be used for running of DG sets, vehicles and construction machineries.
5. / All DG sets should comply emission norms notified by MoEF. / The DG sets will be acoustically enclosed which will conform to the permissible air emission and noise standards notified by MoEF&CC. DG sets will be fitted with stack of sufficient height as prescribed in emission norms notified by MoEF&CC. Monitoring of emissions of DG sets will be carried out periodically.
6. / Vehicles having pollution under control certificate may be allowed to ply. / Only PUC certified vehicles will be allowed to enter the project site. The vehicles without valid Pollution under Check (PUC) certificate will not be permitted at the project site.
7. / Use of covering sheet to prevent dust dispersion at buildings and infrastructure sites, which are being constructed. / Sheets will be used to prevent dust dispersion is attached as Annexure XVII.
8. / Use of covering sheets should be done for trucks to prevent dust dispersion from the trucks, implemented by district offices. / The trucks carrying construction materials and debris will be covered by tarpaulin and plastic sheets.is attached as Annexure XVIII.
9. / Paving is a more permanent solution to dust control, suitable for longer duration projects. High cost is the major drawback to paving. / During construction, access roads will be covered with gravels to prevent dust emission.
(At the completion stage of the project, all permanent internal roads & walkway will be paved and greeneries will be developed).
10. / Reducing the speed of a vehicle to 20 kmph can reduce emissions by a large extent. Speed bumps are commonly used to ensure speed reduction. In cases where speed reduction cannot effectively reduce fugitive dust, it may be necessary to divert traffic to nearby paved areas. / Speed of the vehicles will be restricted by erecting speed bumps at regular intervals at project site and proper signage will be provided for guided vehicular movement and speed restrictions.
11. / Material storages/ warehouses-Care should be taken to keep all material storages adequately covered and contained so that they are not exposed to situations where winds on site could lead to dust/ particulate emissions. Fabrics and plastics for covering piles of soils and debris is an effective means to reduce fugitive dust. / Ready-mixed concrete will be used for construction of project site which will be transported from the off-site batching plant.
B. / Noise Environment
1. / Setting up the barriers: National Building Code 2005 suggests that design solutions such as barrier blocks should be used to reduce external LA10 noise levels to at least 60-70dB(A) at any point 1.0 m from any inward looking façade. / The site will be enclosed with sufficiently high barricade wall around the project boundary to control propagation.
The DG sets will be installed in acoustic enclosure which conforms to the permissible noise standards notified by MOEF&CC. DG sets are new and certified by manufacturers.
C. / Water Environment
1. / Curing water should be sprayed on concrete structures; free flow of water should not be allowed for curing. / Curing water will be sprayed on concrete structures.
2. / After liberal curing on the first day, all concrete structures should be painted with curing chemical to save water. This will stop daily water curing hence save water. / Curing compounds will be used to save water for curing.
3. / Concrete structures should be covered with thick cloth/gunny bags and then water should be sprayed on them. This would avoid water rebound and will ensure sustained and complete curing. / Concrete structures will be covered with thick clothes/ gunny bags and water spraying will be taken into practice to prevent water loss.
4. / Ponds should be made using cement and sand mortar to avoid water flowing away from the flat surface while curing / Agreed.
5. / Water ponding should be done on all sunken slabs; this would also highlight the importance of having an impervious formwork. / Agreed.
