Job Title: Business Manager - England

Accountable To: Director, RCN England

Responsible for: To manage the provision of efficient and comprehensive financial and business management services and co-ordination of operational activities across the 9 England regions.

Location: RCN HQ, 20 Cavendish Square, London W1G 0RN

Hours: 35 hours per week

The post holder will be required to work flexibly and in accordance with the job.

Key Tasks and Responsibilities

Strategic

·  To be a member of the England Management Team

·  Promote a positive and efficient image of the England Directorate office in particular and the RCN in general at all times such that the Director, RCN England can foster key relationships with external contacts as well as RCN Council, RCN CEO/General Secretary, RCN members and staff.

·  Support the Director, RCN England in effectively leading the successful implementation of the RCN's strategic objectives, including its diversity agenda.

·  Assist in securing appropriate resources for local member support from key internal departments.

Business Processes

·  Advise the England Management Team on all issues relating to business management and operational decisions.

·  Lead on the development and co-ordination of the annual Operational Plan for England.

·  Lead on performance measurement and activity reporting against the England Operational Plan and budget.

·  Lead on Business Continuity Planning and systems for England and deputise for the Director of England as required on the Business Recovery Team in the event of an emergency in the England regions.

·  Lead on risk management and reporting for England, ensuring compliance with the RCN Risk Policy and that risks are escalated as appropriate.

·  Maintain and monitor a detailed work plan of England business, ensuring that priorities and timescales are regularly reviewed.

·  Manage the complaints process for the Director of England’s office and monitor the level and nature of complaints received across the England regions.

·  Work collaboratively across all parts of the RCN, ensuring RCN England business and financial issues are highlighted and incorporated into wider organisational plans.

·  Review and consolidate the systems and processes for managing and monitoring the performance of the regions, to include a range of Management Information and performance indicators. Ensure relevant reporting from HQ teams and ensure fit-for-purpose business management systems and processes are in place.

·  Provide the interface between the England regions and the Internal Audit function to co-ordinate the programme of on-going audits and monitor the implementation of any recommendations.

·  Co-ordinate the development and integration of England-wide projects eg the case management process and Membership Information System to ensure a consistent approach and identify cross-over with other RCN departments. This would include membership of corporate working groups where relevant.

·  Contribute to continuous quality improvement in business management processes throughout England.

Finance

·  Lead on the development of budgeting, forecasting and reporting systems in conjunction with the Director of RCN England and the Finance Department

·  Lead on all aspects of budgets and management accounts for the England Directorate office, including preparation of the England Directorate annual budget, for sign off by the Director, RCN England.

·  Monitor expenditure against budgets across the regions by means of quarterly budget review meetings and control the overall England budget on behalf of the Director of England

·  Work collaboratively with RCN England budget holders and the Finance department regarding the RCN financial and operational planning process.

·  Provide financial analysis and information to support the RCN England operational planning process.

·  Ensure compliance with the RCN financial protocols.

Communication

·  Act with diplomacy and discretion to safeguard confidential and sensitive information.

·  Ensure appropriate information is disseminated to Regional Directors and other appropriate staff, particularly in the absence of the Director.

·  Filter requests from the RCN Media Office and direct approaches from external media, deciding on priorities and approving press releases and official comments in the absence of the Director, RCN England.

·  Sensitively analyse and deal with member concerns or complaints, making judgements on the most appropriate approach to responses. Ensure local regional offices are kept informed.

·  Manage and appropriately address complex and difficult situations.

·  Research and prepare reports, briefings and presentations to a high standard, for meetings with RCN Council and Committees and external organisations, including Government departments and statutory bodies.

Management Support to the Director of England

·  Provide high level confidential management support to the Director for England.

·  Manage the Personal Assistant for the Director for England, including the post holder’s appraisal.

·  Liaise with internal and external contacts on behalf of the Director for England as appropriate.

·  Responsible for ensuring and maintaining a healthy and safe environment, including undertaking risk assessments, where necessary.

·  Create and maintain an environment that fosters team-working, development and mutual respect and that reflects the values of the RCN's Mission Statement.

Professional Support

·  Provide professional advice and support to the Regional Service Managers and Operational Managers individually and through their monthly meetings.

·  Provide consultancy and advice to other colleagues on a range of issues.

Other Requirements

·  The postholder must be able to work flexibly, undertaking occasional evening and weekend duties, as well as regular travel to England regional offices.
