MINUTES OF FEBRUARY 2018 MEETING - SANDTON CPF SECTOR 4 SUB-FORUM

Held at The New Church, Muller Street South, Buccleuch on 22-2-2018 at 18h30.

  1. Welcome, Thanks and Apologies

Chairman, Andrew McMurray (AM) welcomed and thanked everyone for their attendance. New attendees : Rashaad Habib, Suresh Ramsammy (both Kelvin) and Priya Sodalay – can assist with missing persons (Buccleuch) introduced themselves. Moment of reflection was observed before the meeting commenced. Thanks to Pastor Mark of the New Church for hosting the meeting.

  1. Matters Arising, Acceptance of January 2018 Minutes

JMPD sadly not present-hopefully the new Chief will alter the lack of consistency and willingness by JMPD. AM mentioned about JMPD roadblock he attended-no cones or warning signs!!! This was a week after the two

JMPD officers were killed. Minutes approved by Waseem Ebrahim and Dhevan Viagappen.

  1. Sector 4 Commander’s Report February 2018.

Capt Semenya (CaptS): CaptS ran through the crime trends for Sector 4 up to 22nd February 2018.

Wendywood :

Kelvin - crime is low.

Eastgate - Business Robbery. 13h30. 4 suspects, Chev bakkie DF80CZGP. Laptops taken. Acted as clients.

Buccleuch - most problematic suburb - residential burglaries and robberies. Important to give statements, statements must be complete and correct, statement is important to IO/detective. Alison Ave – res burglary (shot fired). Helen St- House robbery (03h00, two suspects-fired a shot). Gibson Dr/Margaret/Helen/Alison are hotspots in Bucc. Gibson Dr : House Robbery (21h00, 3 BM armed - gate/front door not locked!!!). Gibson Dr : Armed robbery in street (21h45, 2BM armed on foot). Jane St : House robbery (3 armed BM-entry gained through open window).Muller St South – New Church – 3x break ins (1 suspect, always at night-AM-inside job, petty vindictive).

Kramerville – Dartfield St., armed robbery of delivery van (4 suspects in a white Colt bakkie). TOOMV at c/o Bowling and South (BP Garage-no co-operation from owners-CCTV footage never available).

Criminals appear to be on foot (dropped off and picked up???).

IF URGENT ASSISTANCE IS REQUIRED CALL RELIEF COMMANDER (see contacts).

Sectors are being profiled – empty and multi tenant properties are being visited (once a week).

Difficult to evict people.

Get employees profiled-gardeners, domestics, casuals etc.

Operations : Drug operation at Wendywood high school, Fridays-station commanders operations. VCPs and Roadblocks are ongoing.

AM - People walking in the streets talking on Cellphones, must be advised of the danger.

  1. JMPD Region E Report.

Absent without apologies : Squatter camp on Impala Road.Taxis violating traffic laws on Old Main Pta/Eastern Service Road.Traffic flow at intersection of South and Impala Roads.IMPORTANT that JMPD attends the Subforum meetings. Anashree Sodalay (AS) : JMPD lack of consistency, c/o Old main Pta/Maxwell Dr-problems not sorted (Advise Cllr Nkomoo if JMPD are not present at this intersection-noted hotspot). Zero tolerance to corruption. Bribes must not be paid.

  1. Namola App

Namola is active nationwide. App needs to be downloaded. App is designed to cut down time in recording a crime-like a ‘panic button’. Uses GPS technology to pinpoint area where incident is taking place. Namola will alert LEAs. Please revert to the attached documentation.

  1. Crime Against Women and Children

900 children a month go missing. DV a major problem. Priya Sodalay : Missing kids/elderly a big problem, no waiting period for missing persons. Many challenges-SAPS employees not able to do the job properly wrt missing persons. Human trafficking is a big problem.

  1. Ward Councillors reports

Councillor Nkomo (Ward 32) : 3rd Feb op at Bridge S/C…JMPD will continue with ops. Area outside S/C needs to be cleaned.

Councillor Smit (WS) (Ward 109) : Empty/multi tenant properties are discussed with KRA-need info/intelligence/evidence of misdemeanours at these venues to present to City (keep a log). Telltale signs-many rubbish bags, unkept gardens/pools,many comings and goings. Show log to Environmental affairs. Operations on Impala Rd and Sandspruit River.

  1. Chairmans Report

AM – Criminals are living amongst us. Lots of crime could be avoided – leaving doors/windows open, drawing large sums of money. Thanks to the community member that got the information about the drug house in Kelvin (thanks also to SAPS, ZSS, Guardians,JMPD). AM thanked everyone for their support and co-operation.

  1. Security Companies Reports

ADT : Linda Reeder–nothing to add.

Duma : Apologies.

Wits : No apologies.

ZSS : David de Villiers- Guardians and Security companies are working. Cable Theft-David got shot in the arm tackling cable theft. Cable thieves are dangerous.

Ukuthemba : Apologies.

ESKOM : Hosia – cable theft problems in Frankenwald/under the freeway/Marlboro. AM asked Wits to keep grass cut and for Wits security to keep watch (Fife Street). Sec cos will work with Eskom. Need maps of which substations affect which parts of suburbs-make it easier to trace perps-power goes out, people can react quickly.

  1. Sandton Guardians : Luewellyn Pillay (LP) – Cards-AM can arrange. Branding and Hi Viz jackets. Training is needed-AM has addressed it with DCS, we need a ‘lite’ training course (over a weekend). Presentation to Luderitz, Wendywood. Buccleuch needs more members. Kelvin has first aiders-attended to a lady who was having a fit. Guardians/community involved in Drug house bust. Guardians assisted in finding a missing person. Need feedback on arrests. Impala Road. Need to present successes of Guardians in S4 to other sectors. Kelvin working well.
  2. Identified areas of concern/crime hotspots.

-Bridge Shopping Centre, Buccleuch. Drinking outside the premises.

-Afrikan Connection Centre. Club/Pub/Pool Hall has opened.

-Woodmead Retail Park. TOOMV is still prevalent. Business Robberies.

-Frankenwald. These grounds need to be watched. Possible land invasion. Possible development.

-UBER issues. Victimisation and Violence. Fear of this spilling into suburbs from the CBDs.

  1. Fundraising for the Sandton CPF.

S4 Hijack Prevention/awareness course to be held on Wednesday 7th March 2018 at 18h30 at the Buccleuch Primary School. Fun Run will take place in May 2018. BRA hosting a self Defence Class (1st March, 18h00 to 20h00). Prem Byjnal thanked everyone for the co-operation all around, co-operation from Sandton SAPS is excellent. Collaboration. Remain positive.
