Jo welcomed everyone to the meeting and advised of William Hamilton and Julian Inch’s attendance at meeting.

Minutes of Last Meeting, 5 May 2009

Amend minutes: working group representations; project technical groups Rachael not a proxy. She was nominating a person and this has occurred.

Matters Arising:

  • Letter to minister and DG drafted but not sent yet
  • Letter sent to ministerial review group and presentation given
  • Calendar of NGO events is progressing, information being received but need resource to get it implemented. NGO updates have been delayed due to website team being redirected to pandemic
  • Working group representations list – Jo still to send
  • Flowers and massage voucher sent to Joan Mirkin
  • Primary care advisory council feedback collated by Jackie
  • MOH directory – Caroline has a draft one that hasn’t been signed off – circulated

Budget Update

No additional work on budget has been done. $60,000 for projects and scoping project progressed as far as possible at present.

Budget report for period July 07 – March 09 tabled.

Request at next meeting report that presents a year to date budget and that we get an up to date budget via email in next couple of weeks.

Forum Update

Two possible venues, Grand Chancellor and Brentwood Hotel

Date needs to be set based on ministers availability.

Community and voluntary sector having a forum in November 11 (rewriting statement of government intentions)

Desk – needs ideas and themes from this group to put to minister and identify what other ministers we would want in attendance.

Topics - at last meeting discussed two options

a)Community Leadership with Clinical leadership, a winning combination

b)CORE (Crisis, Organisation, Efficiency, Risk)

Topic to be; NGO and community leadership, a responsible combination.

Would like attendance from Ministers Turia and Ryall and possibly Coleman and Minister Bennett.

Report from meeting with Murray Horne and ministerial group. Jo and Carol met with them on 27 May 2009 and presented “Moving resources to the front line; Harnessing NGO health and disability sector potential”. Presentation circulated to working group for feedback prior to meeting.

Issues – from them

  • national versus local contracting.
  • Devolution
  • How and where things should be placed
  • Amalgamation of NGOs
  • Bringing costs down
  • DHB integration
  • Joint body for DHB to plan and fund national

Meeting was scheduled for an hour and meeting was one and a half hours duration.

He acknowledged he had heard what had been said but also not sure what he could do about it.

It is thought the report is due to the Minister at end of July and some of this may be able to be used at the forum/ there may be information released prior to the forum.

Jane Poa has been nominated by Hawkes Bay DHB, works for CIFICAP Trust, Hawkes Bay Pacific Health service. We have asked for her CV.

MOH Update

  • FOND meeting after meeting with Murray Horne and Review Group. MOH had said similar content as in our presentation and gave them major NGO contracts in each sub sector and talked about value for money and diversity of NGO sector.
  • Emails are still continuing to come via the desk, interest in people joining database continuing. Presently 450 email addresses includes ministry staff.
  • Pandemic continues to be a focus for ministry
  • Executive Leadership Team (ETL) paper being developed
  • Analytics of website, many people review resources pages
  • Department o Internal Affairs has funding for identified project work for staff – info will be in update

DHBNZ

  • Our workstream agenda at present

-finishing of scoping project almost complete

-recruitment pamphlet to be developed

  • Renewed priorities for the 21 DHBs ‘Strategic priorities 2009-14” paper tabled
  • Workforce – is better engagement occurring? Kath gives information from her working group representation. There is a genuine wish to engage, but not a lot of understanding about number of health practitioners in NGO sector.
  • Primary Health hasn’t progresses to where itneeds to be. DHBs want to progress is to be more sector based. Primary Health Care continues to be medically dominated.
  • We now need to review our work streams aligned with DHBNZ Strategic priorities and DHBNZ Annual Plan and look for NGO opportunities for engagement and solutions

Working Group Representation

Primary Health Care working Group (Jackie) – final document completed, yet to be received. Group continues to meet.

Informed consent (Jo) teleconference didn’t happen. They are now seeking to have time at a forum. However, it does not apply to whole sector and forum content is set with no spare time. We can put information out for them via the desk.

National HR Toolkit for Emergency Planning (Karen)

In the whole document NGOs are mentioned 3 times, which doesn’t seem to reflect the tenets gathered at our inaugural meeting, which would you believe was 9th July 2008! Among these were:

· Keep it simple and cheap, particularly if we want it to be useful for PHOs and NGOs

· Non-regulated workforce and small organisations – toolkit needs to meet needs of these as well as DHBs/clinical services

· Ensuring communication in the health sector (HR?) links out to other organisations effectively
