THE CAPE OF GOOD HOPE GOVERNMENT GAZETTE, FRIDAY, OCTOBER 27, 1882
PROCLAMATION
BY HIS EXCELLENCY SIR HERCULES GEORGE ROBERT ROBERTSON, Knight Grand Cross of the Most Distinguished Order of Saint Michael and Saint George, Governor and Commander-in-Chief of Her Majesty’s Colony of the Cape of Good Hope in South Africa and of the Territories and Dependencies thereof, Governor of the Territories of Tembuland, Emigrant Tambookieland, Bomvanaland and Galekaland, and Her Majesty’s High Commissioner & o., & o., & o.
WHEREAS the inhabitants of the Town of Umtata in the said territory known as Tembuland, have intimated their desire that the said Town should be constituted a Municipality under the provisions of the “Municipal Act 1882”, so far as applicable, and it is expedient that the said Town should be constituted a Municipality; Now, therefore I do hereby proclaim, declare and make known as follows:-
- The town of Umtata shall be and is hereby constituted a Municipality, under the name of the “Municipality of Umtata” subject to the provisions of the “Municipal Act 1882”, save as by this Proclamation is otherwise provided and excepted.
- The boundaries of the said Municipality shall be as follows:-
From the Lutchaba Drift due west to the point of the ridge above the place known as Ncanda’s Kraal, thence westerly to a small vley, thence in a straight line to the summit of a grassy knoll on a dividing ridge between the Cicira and Ncise streams, crossed by the wagon road leading to the Tabase, thence along the ridge aforesaid to the point where the North-eastern branch of the Tunxe Stream rises, thence up that River to the Junction with the Cicira River, thence up that River to the Junction of the Qweqwe stream, from thence up that stream to the point where the main wagon road from Clarkebury and Umtata crosses it, thence along the said wagon road to the first ravine east of the Qweqwe Mission Station, up this ravine to the summit of a high hill overlooking Zimbana Valley, from this hill in s straight line across to the ridge north of the Zimbana River, down this ridge to the source of the source of the Tyumba Stream, down this stream to its Junction with the Umtata River, thence up that river to the Luchaba Drift aforesaid.
- The number of Councillors assigned to the said Municipality shall be nine.
- The gentlemen elected at a meeting held by the inhabitants for the election of the Councillors, that is to say:-

Are hereby declared to be the first Councillors of the said Municipality, and Messieurs NICHOLAS LEWIS and WILLIAM MAXWELL, elected at the same time as Auditors, are hereby declared to be the first Auditors, and shall be respectively, subject to the provisions of the said Act, and unless their seats shall be vacated, hold office as such until the first Wednesday in August 1883, and be then succeeded by other Councillors to be elected as by the said Act is provided.
- The provisions of the said “Municipal Act, 1882”, passed by the Parliament of the Cape of Good Hope, save and except the first, second, third, fourth, tenth, twenty-sixth, fortieth and forty-first sections, and so much of the nineteenth, and any other section thereof as may be repugnant to or inconsistent with the provisions of this Proclamation, are hereby declared to be in force within, and applicable to, the said “Municipality of Umtata”.
