  1. OFFICIATING RESPONSIBILITES/TECHNOLOGY

During this session, officials will discuss the various Officiating Principles in the Officials Manualand the importance of officials dutiesthat should be demonstrated for all contests. This initial session provides opportunity to offer additional information regarding the benefits of joining an association as well as provide an overview on how to use the ArbiterSports web site.

Officiating Principles and Duties

Discuss the Code of Conduct and the importance for all officials to demonstrate these very important characteristics.

Discuss the Officiating Philosophy as it pertains to the importance of rules knowledge, language, and the proper use of NFHS signals/mechanics.

Personal Characteristics: Explain the importance of professionalism, conditioning, decisiveness, teamwork, and maintaining control.

Discuss responsibilities of Officials and when official’s jurisdiction begins.

Highlight the R1 and R2’s pregame and during the game duties.

Court and OfficialsEquipment

Provide guidance on the different vendors that supply NFHS approved attire.

Uniform and Equipment: Discuss the official’s uniform/equipment guidelines.

Discuss the court dimensions and boundary lines (Use Court Diagram).

Discuss the proper location and operation of equipment (i.e. clock/scoreboard, substitute zone).

Discuss the equipment that is appropriate and not appropriate based NFHS standards.

Players, Substitutes, and Team Personnel

Discuss and explain the concept of a team and the responsibilities of a captain.

Explain the process and the importance of having starters listed in the scorebook and possible penalties if not entered correctly.

Discuss and define substitute’s role and the process when they can enter the court and become a player.

Discuss and define the libero role and the process when they can enter the court and become a player.

Review NFHS uniform requirements

Technology Session

The Officials Association Technology Chairperson will present information regarding the use of Arbiter and the Central Hub.

  1. NFHS RULES CHANGES/MATCH MANAGEMENT?COACHES PANEL

During the session, officials will discuss and highlight the importance of Pre-Match Conferences with their partner(s). Officials will also discuss and illustrate the importance of following MatchProcedures as they pertain to R1 and R2responsibilities.

NFHS Rule Changes/Points of Emphasis - Officials will discuss NFHS Rule Changes and Points of Emphasis for the current year.

Match Management

Discuss the importance of being professional at all times.

Discuss and explain the importance of communication with administration, coaches, and players.

Discuss the importance of communication with fellow officials.

Discuss and define the importance of preventive game management and preventive officiating.

Discuss court protocol.

Pre-Match Conference

Discuss NFHS/IHSAA standard procedure for pre-match conference with coaches and captains.

Discuss IHSAA standard procedure for pre-match conference with scorer, libero track, timer, and line judges.

Pre-Match/End of Match Protocol

Review pre-match protocol

Review end of match protocol

Coaches Panel

Area volleyball coaches should be invited to this meeting to participate in a panel discussion regarding nuances of the game.

  1. NFHS SIGNALS – MECHANICS/ON COURT MECHANICS

During the session, officials will outline the details around Signals and Mechanics.

NFHS Signals - Officials will discuss and illustrate the proper use of signals. Participants in class will have the opportunity to practice and receive feedback. Review Player Identification Using Hand Signals contained in the NFHS Officials Manual.

IHSAA Modifications
A discussion will be lead to review IHSAA modifications to NFHS rules. The power point addressing IHSAA modifications should be utilized.

Scrimmage Rules

Review IHSAA Scrimmage Rules per handout.

Match Procedures for the R1 and R2

Discuss and define Terminology. Illustrate on court diagram or on an actual court.

Discuss and explain the Pregame Duties that should be completed by the R1 and R2.

Discuss and explain the communication signals/mechanics that should be used by the R1 and R2 during the match.

On CourtPositioning/Mechanics

Officials will have the opportunity to get on the court and demonstrate proper mechanics. A team should be invited so that officials may practice their skills at both the R1 and R2 positions. Peer critiquing will be helpful for future discussions (see Evaluation Tool).

  1. BALL HANDLING AND NET PLAY

During the session, officials will discuss and study Ball Handling, Net Play, and the Libero. Officials will review IHSAA interpretations in preparation for end of season play.

Initiate a discussion regarding ball handling on first, second, and third contact.

The Libero’s Role

Discuss and define the libero role and the process regarding when they can enter the court and become a player.

Review 2014 IHSAA Rules Interpretations

Over the course of the 2014 season, the IHSAA will post interpretation to situation reported to the
Association. This list of interpretations will be posted on the volleyball page of the
site and will be available to the public.

IHSAA Concussion Policy
Review the protocol for concussions and the officials role.

Tournament Ratings Protocol

Explain the tournament ratings protocol using the power point as a teaching tool.
