Director of Foster Care – Baptist Child & Family Services – San Antonio

Experience: At least five years’ experience working with children in a residential setting

and three or more years supervising residential treatment programs. Meets Child Placing Management Staff requirements according to Texas Minimum Standards for Child Placing Agencies. Knowledge, skill and experience the Treatment Parent Model and a range of program and treatment modalities preferred.

Required Education: Master’s degree in social work from a college or university accredited by the Council on Social Work Education, or a Master’s degree in a related field preferred. Bachelor’s degree in social work or a related field, from a college or university accredited by the Council on Social Work

Education with consummate experience accepted.

Supervises: Child Placing (Management) Staff, Case Managers, Trainers, relevant

Contractors and Administrative Staff

Critical Action Items:

  1. Observe all agency policies and procedures.
  2. Oversee recruitment, hiring/verification, training and supervision of Foster Care Treatment Coordinator, Child Placing Management Staff, Case Managers and contracted service providers. Provide feedback, evaluation, motivation and direction to staff, contractors and direct treatment providers. Ensure overall implementation of foster care and adoption program (domestic and ICS).
  3. Oversee budget process for foster care and adoption program.
  4. Provide direction to the case managers in providing consultation services to the Foster Parents as described in the consultation service delivery plan.
  5. Ensure assigned therapists/case managers and contractors complete all assigned duties and maintain adequate and timely records.
  6. Reviews assigned programs to ensure compliance with State licensing, and contract standards of regulating/accrediting bodies.
  7. Ensures that staff and treatment foster parents document services provided to children appropriately and in a timely manner.
  8. Conducts referral/placement staff meetings, communicates with staff on anongoing basis.
  9. Keeps children’s information confidential.
  10. Responsible for timely completion of assignments and adapts to changing workloads to include work in evenings, weekends and holidays as needed.
  11. Supervise, facilitate and participate, as needed, in the assessment andadmission process.
  12. Supervises and monitors delivery of therapeutic services to children, acts as a child/family advocate.
  13. Monitors program: observes/evaluates buildings, grounds, staff, children, Quality assurance process, etc.
  14. Intervenes in crisis situations as needed (assisting with a combative child, potential suicide attempts, runaway, angry family, etc.).
  15. Develops policies and procedures for assigned programs; facilitates programmatic/operational guidelines for program and staff.
  16. Serves on internal and external committees as facilitated/assigned.
  17. Evaluates use of resources; assists in preparing and monitoring budget.
  18. Participates and assist in pre-service and in-service training.
  19. Participates in on-call as an administrator.
  20. Ensure that data are provided to support staff on admission/discharge of children in order for them to maintain the permanent BCFS HHS Census. Prepare and maintain department reports as assigned.
  21. Supportive of the program philosophy, goals, and objectives.
  22. Practices within the highest ethics and standards of their identified profession and BCFS HHS.
  23. Develop and maintain effective working relationships between CPS staff, law enforcement officials, judicial officials, legal resources, medical professionals and other community resources.

Measurable Deliverables:

1.Maintains or exceeds established program budget 12 of 12 months – 100%

2.Ensures supervision of program staff occurs 12 out of 12 months – 100%

3.Provides all program monitoring tasks (quality assurance) are completed 12 out of 12 months – 100%

4.Ensures 90% positive outcome rates in all audits, inspections and monitoring reports

Other Responsibilities:

1.Member of IMT. Attends all mandated trainings for IMT and reports for active duty when required.

2.Other job duties as assigned.

  1. Must provide and maintain valid Texas Driver’s License (Type C) and have access to reliable transportation.
  2. Possess knowledge and proficiency in SATORI Alternatives to Managing Aggression techniques.
  3. Basic proficiency utilizing personal computers, including basic word-processing and menu driven applications.
  4. Ability to use up to 100 pounds of force occasionally and/or up to 20 pounds of force frequently and/or a small amount of force continuously to move objects
  5. Work may deal with areas such as preparing and reading data and figures and visual inspection involving small details. Visual work is primarily close to the observer. Depth perception and field of vision (peripheral) are not as critical as the ability to distinguish small details and markings very near the observer
  6. Ability to perform moderately difficult manipulation such as writing, typing, foot and hand-eye coordination required.
  7. Ability to walk frequently; occasionally stand for prolonged periods of time; occasionally required to squat, climb stairs, kneel and twist; sit for prolonged periods of time.
  8. Ability to receive verbal instructions, answer phones, etc. with some background noise.
  9. Ability to access and coordinate services.
  10. Ability to function as a member of a multidisciplinary team.
  11. Ability to organize and prioritize duties/responsibilities efficiently.
  12. Ability to communicate clearly in both written and spoken form.
  13. Maintains current license/certification/training in Texas.
  14. Maintains CPR/First Aid certification, if applicable.
  15. Presents and maintains professional appearance and demeanor; adheres to dress code of position/work area.
  16. Is courteous to all children, visitors and staff.
  17. Ability to work under minimal supervision; exercise judgment and confidentiality.
