Background to the requirement
Civil Service Employee Policy (CS Employee Policy) is one of the Expert Services established under Civil Service HR. We provide a specialist HR policy service across government departments to promote simplified and modernised policies and people practices. We develop and maintain the people policies and practices that make up the framework available for delivering radical performance improvement across government and underpin Civil Service Reform.
CS Employee Policy is now required to provide an expert reward consultancy service to departments as part of the development of Civil Service HR. This service will significantly improve the quality of reward strategies and practices across the Civil Service, reduce duplication and build expert capability in HR. In order to achieve these aims we need to recruit reward specialists with the expertise and experience to successfully lead this new service.
Role required
We are seeking two established reward consultants at Grade 7 level to support the Senior Reward Consultant in the delivery of the Pay and Reward service, and the development of skills and capabilities of the team.
Appointment will be subject to relevant pre-appointment checks.
Grade 7 Roles
Key responsibilities and accountabilities
The individuals will report directly to the Grade 6 Senior Reward Consultant, the Deputy Director and the Director. They will also be required to consult with other CS Employee Policy colleagues as and when necessary.
The Grade 7 positions will be responsible for:
- Providingexpert strategic reward advice that is responsive to business needs, to the Civil Service generally, and to individual Civil Service organizations.
- Leading and managinga team of reward specialists within CS Employee Policy’s new reward serviceusing a matrix management approach, with direct line management responsibilities for some team members.
- Supporting the development of reward capability both within CS Employee Policy and across the Civil Service.
- Working in partnership with other senior colleagues to manage CSEP work priorities and resources across sites and projects.
- Adding value to the CSEmployee Policy team through strong and effective leadership and management behaviours.
- Developing self and teams to provide a continuous learning environment.
Essential skills and experience
Organisational HR
- Can demonstrate an understanding of HR's role within an organisation’s structure, culture, values, operations and goals and its customer base.
- Knows how to build organisation capability in order to exceed its performance and delivery goals.
- Can “speak the language” of the business and can translate the organisation plan into a people plan.
- Has the technical knowledge required to meet the objectives of the role.
Role specific
- Demonstrate recent experience of providing successful reward consultancy advice to a private or public sector organisation.
- Proven experience of working and delivering change in a pay and reward environment including:
- delivering and communicating change in a pay and reward environment
- leading, or involvement, in the development, delivery and communication of reward strategies and/or pay models
- the ability to analyse and interpret complex pay models
- influencing, consulting and negotiating at an operational and strategic level with key stakeholders
- Knowledge of HR people management practices
- Experience of working in a project management environment
- Coaching individuals and teams for high performance
- Knowledge of up to date reward policies and practices.
Desirable skills and experience
- An understanding and appreciation of government priorities, the diverse nature of the Civil Service and wider policy constraints and how to translate these into the overall strategic direction of an organisation and it’s delivery
- Experience of operating under programme and project management methodology
- Improving own and others’ professional development through a variety of channels e.g. professional bodies such as CIPD
- Current knowledge of UK employment legislation
- Experience of negotiatingwith Trade Unions.
Personal qualities
The roles would most suit somebody who can bring new innovative ideas, who embraces lateral thinking and is not bound by precedent. They should be confident in delivery with excellent presentational and consultancy skills.
Salary and benefits
The total reward package includes these main components:
- Salary: the Inner London Pay Zone salary ranges from a minimum £48,520 to a maximum £59,250
- Annual leave: Starting at 25 days.
- Bonus and Award: There are discretionary bonus and award schemes that the Department operates
- Accumulation of Pension Benefit: You will be enrolled in a Civil Service pension scheme that offers low rates of employee contribution but significant contribution rates from the employer.
