MINUTES

The minutes of the Parish Council meetings held 10th August 2016, which had previously been circulated to all councillors, were approved and signed by the Chairman.

POLICE/CRIME and DISORDER

Cllr. J.Maskell presented the crime report in the absence of the PCSO (appendix 2). It was noted that there has been an upsurge of crime in the parish over recent months. The clerk to enquire about hubs of crime over the past 12 months and whether there are specific areas being affected.

Cllr.Mrs.C.Wheatman noted replacement of ‘No Cold Calling’ signage around the village.

Clerk to request flyers from Cllr. F.Andrews for inclusion in newsletter.

Clerk to enquire where ‘NO COLD CALLING’ stickers made be sourced.

FYLDE BOROUGH/LANCASHIRE COUNTY COUNCILS

a)  Borough Cllr. F.Andrews was absent, however, supplied a report (Appendix 3). The issue of dogs – control and fouling - was debated as a result of the above report. Cllr. N.Craine noted that responsible dog owners will always clean-up after fouling. Cllr. Mrs.J.Wardell was of the opinion the dogs should be kept on leads at all times in public areas. This was challenged by Cllr.Mrs.C.Wheatman. As owners of the Greens, the parish council must review the by-laws. Cllr. Mrs.J.Wardell noted that the parish council may be liable for incidents on the Green as landowners.

b)  County Cllr. P Rigby was absent from the meeting.

CAPOW

Mr.John Rowson presented the CAPOW report and asked if there were any queries. (Appendix 4)

Mr. J.Rowson noted that the No Cold Calling signs were not in place on Ribby Road. Mr. J.Rowson reported that he had received a letter via M.Menzies M.P. regarding the housing numbers for the parish. It was explained that the Liverpool method may be adopted when the Local Plan is approved. It was noted that Elswick is no longer a tier 1 with regards the Local Plan.

Bryning Lane – Mr. J.Rowson requested the parish council apply for bollards, via LCC, to stop parking on the grass layby which is rutting. Cllr. J.Maskell suggested the residents be approached primarily. Cllr. S.Kenchington suggested that if bollards were adopted the parked vehicles will be located completely on the highway, causing a traffic hazard. It was noted that the police would not be able to stop people parking on the verge as long as a gap of 1 metre is adopted on the footpath. Mr.E.Murphy suggested that the vehicles were causing a hazard for residents leaving their properties due to bad visibility. Mr. E.Murphy also requested bollards to restrict parking. After debating the issue it was decided that the parish council had no authority regarding this matter and that residents should pursue this in a personal capacity.

The ditch at rear of 3-19 Willow Drive is in a bad state of repair and requires clearing prior to winter. The clerk to correspond with the owners and request this be undertaken.

PLANNING

16/0280 LAND OFF WILLOW DRIVE, RIBBY ROAD, RIBBY WITH WREA APPLICATION FOR APPROVAL OF RESERVED MATTERS – FINAL REVISED LAYOUT

Matter deferred to October DMC meeting.

15/0070 LAND TO NORTH OF NORTH VIEW FOLD, RIBBY WITH WREA PROPOSED REVISION TO RESERVED MATTERS APPROVED UNDER REFERENCE 15/0070 TO AMEND HOUSE TYPES ON PLOTS 7,8,9, AND 20 Cllr. J.Maskell noted that the properties in question are central to the development. Cllr. Mrs.C.Wheatman noted that the 3 storey houses are not in keeping with the existing properties. The extra height was deemed obtrusive and would be noticeable from areas of the village. It was also noted that the existing purchasers may not be aware of these proposed changes. With these factors in mind, Cllr.Mrs.C.Wheatman proposed refusal. Seconded by Cllr.S.Kenchington and approved unanimously with one abstention (Cllr.Mrs.J.Wardell).

16/0562 LAND AT END, BRYNING LANE, RIBBY WITH WREA DETACHED SINGLE DWELLING Cllr. J.Maskell noted that there was a previously approved application. Cllr. J.Maskell proposed approval. Seconded by Cllr.Mrs.J.Wardell and carried unanimously.

16/0619 LAND SOUTH OF (OPPOSITE MARTINDALE), MOSS SIDE LANE, RIBBY WITH WREA OUTLINE APPLICATION FOR APPROXIMATELY 50 DWELLINGS ACCESSED FROM MOSS SIDE LANE WITH ACCESS APPLIED FOR AND ALL OTHER MATTERS RESERVED

This application was refused on appeal previously and no notable changes to the new application.

Mr. Rowlay – residents of Orchard Cottage opposite, noted the police safety document of the previous application and emphasized the danger of the entrance to the proposed development.

Mr. Bagot noted that the initial inspector stated that Wrea Green could stand a further 100 properties, however, this has already been exceeded. It was also noted that NO safe footway could be developed.

Mr. J.Rowson noted that some of the properties would be 3 storeys and, in addition, the properties would be constructed on raised ground – height would definitely be a concern. Orchard Cottage will be detrimentally affected. The application documents also show several inconsistencies.

Cllr. J.Maskell read a report from resident of Moss Side Lane who questioned how a bus stop would be constructed where the land is part of his property and not public ground.

The parish councillors agreed that alongside these and several other issues, egress is the major issue with this application which had not and could not be addressed adequately. Cllr. S.Kenchington proposed refusal. Seconded by Cllr. Mrs.C.Wheatman and carried unanimously.

16/0612 RIBBY VILLAGE LEISURE AND CARAVAN, RIBBY ROAD, RIBBY WITH WREA SINGLE STOREY EXTENSION TO REAR OF SHOP / CAFÉ No objections – Cllr. J.Maskell proposed approval. Seconded by Cllr.Mrs.C.Wheatman and carried unanimously.

16/0625 22 SHARPLES DRIVE, RIBBY WITH WREA SINGLE STOREY EXTENSION TO FRONT Cllr. J.Maskell noted that the proposal may be over the drainage system. Also it was questioned whether there was a time limit for applications on a new development. Cllr. J.Maskell proposed approval. Seconded by Cllr.Mrs.C.Wheatman and carried unanimously.

16/0430 WINDTOP FARM, BROWNS LANE, RIBBY WITH WREA Granted RE-SUBMISSION OF 15/0058 - PROPOSED EXTENSION TO EXISTING AGRICULTURAL BUILDING, FOLLOWING DEMOLITION OF LEAN TO BUILDING AND PROPOSED

ERECTION OF NEW AGRICULTURAL BUILDING

RECREATION GROUNDS and OPEN SPACES

Play area – clerk noted the areas of repair / complaint and will correspond with Wicksteed.

Allotments – The parish council is a ‘landlord’ and will act as such. Rental incomes can be utilised with approval of the parish council an annual basis – there will be no monies carried-over in to restricted reserves.

Conservation – The Clerk to continue corresponding with Mr.P.Drinnan. Cllr.J.Maskell questioned the proposal of making the Spar slipway a one-way road. It was suggested that the level of the road could be raised in order to slow traffic. It was noted that the Spar itself is in a terrible state of repair externally and internally. As the building is within the Conservation Area the clerk to contact Mr. Peter Sykes with regards to addressing the issue. It is unknown who would be directly responsible for upkeep of the property.

Land Ownership – the parish council own the Greens and War Memorial, however, this is not registered at The Land Registry office – clerk to investigate.

In Bloom – Cllr. Mrs. P.Naylor requested to attend with 2 x accompanying volunteers. Cllr. J.Maskell to ask Mrs. E.Maskell. Cllr.Mrs.C.Wheatman expressed interest due to her involvement with the Wildflower Area but withdrew in favour of the aforementioned volunteers attending.

Best Kept Village – the village was not honoured this year – it was noted that the village is not ‘chasing trophies’ and retains its beauty for the residents. Comments deferred until after a report received from the organisers. It was suggested that a lengths-man be employed in future – to be placed on October agenda.

VILLAGE ACTIVITIES/HIGHWAYS

Best Front Garden – letters to be sent to winners. Event to be held at 7.30pm on Monday 3rd October.

Christmas Tree Lights Switch-on – date set as 4-5pm on Saturday 3rd December. Switch-on at 4.30pm.

Ribby Road repairs – noted.

Smithy Fold parking – Spar employees and non-residents are using the Smithy Fold allocated parking for personal use. The parish council has no authority to assist with this issue and Cllr. S.Kenchington to advise the residents.

FINANCIAL AND STANDING ORDER MATTERS

a)  All payments and receipts were outlined within the clerk’s report (appendix 1). These were explained in detail by the clerk and approved by the council.

b)  Audit – approved audit presented and no issues forthcoming.

c)  Renewal of insurance – clerk to confirm with Came and Co.

LALC – AGM attendance. Cllrs. Mrs.J.Wardell and J.Maskell to attend.

Sub-committees – representation to remain as per 2015/16.

Next parish council meeting to be held on 12th October 2016 – Apologies from Cllr.Mrs.J.Wardell in advance.
