2.1.3  The Requirements subgroup recommends the approval of the AVC profiles specified in ISO/IEC 14496-10 Committee Draft with the names of Baseline and Main.

2.1.4  The Requirements subgroup acknowledges that while there is an agreement on the definition of profiles and levels for MPEG-7 descriptions, it seems too difficult to define profiles and levels for a complete MPEG-7 terminal due to the large range of possible applications. For the moment, terminal conformance has been exhaustively explored and until new ideas come in, terminal conformance may only be defined for BIM decoding. In this context, the Requirements group recommends that the AHG on MPEG-7 Interoperability and Profiling works on the meaning of profiles and levels for MPEG-7 descriptions. Based on the relevant input contributions brought to this meeting, notably the notion of conformance strictness, the AHG should target the proposal of guidelines to define profiles and levels for MPEG-7 descriptions at the next meeting.

2.1.5  The Requirements subgroup understands there is interest to further investigate scalable video coding technology. To be better able to assess the value of proposed technology, interested companies are requested to inform MPEG about application scenarios and requirements related to scalable approaches. In particular, contributions are sought which clearly state by how much scalable coding would be allowed to penalize rate-distortion performance, complexity and delay, if compared to state of the art single layer coding solutions. Further, statements about useful ranges of scalable coding in terms of rates and resolutions are kindly requested, having clear applications in mind. Upon clarification of the main application scenarios MPEG will engage in developing appropriate standards.

2.1.6  The Requirements subgroup was very pleased with the high-quality responses to the Call for Proposals for Digital Item Adaptation. The Requirements group thanks the proponents:

2.1.7  The Requirements subgroup extends their thanks and appreciation to Anthony Vetro for chairing the evaluation of the responses to the Call for Proposals for Digital Item Adaptation; and to Jean Stride, BSI, for managing the registration process and for providing an overview of the DIA responses to the Call for Proposals prior to this meeting.

2.1.8  The Requirements subgroup wishes to draw attention to the significant progress in defining the requirements of the architecture for Digital Item Processing. These requirements have furthered WG11’s understanding of the need to initiate the specification of Systems to support the other parts of MPEG-21 currently under development. The Systems components which have so far been identified as candidates for specification include Reference Software, a Binary Representation of the Digital Item Declaration and the MPEG-21 File Format.

2.1.9  The requirement for reference software has been identified as the start point of the specification of MPEG-21 Systems. It is therefore requested that the SC29 Secretariat create a further subdivision of the MPEG-21 Standard with the following Part: MPEG-21 Reference Software (Part 8)

2.1.10  The Requirements subgroup wishes to note that responses to the Call for Requirements for Persistent Association of Identification and Description with Content (N4682) published at the 59th Meeting in Jeju are due by Sunday 14th July 2002 prior to the 61st Meeting in Klagenfurt. MPEG participants are encouraged to widely publicize this Call to those parties who may have an interest in understanding and if possible providing requirements for future standards in this area.

2.1.11  The Requirements subgroup would like to acknowledge the ongoing contribution of the OeBF in reviewing the MPEG-21 requirements. MPEG is pleased to send the following documents to OeBF (approved at this meeting) to inform their work and to help to synchronize its efforts with the work of MPEG:

2.2.3  Since no editor could be found to produce a new edition of 13818-6, the Systems subgroup recommends to issue two different corrigenda, one on 13818-6:1998 and one on 13818-6:1998/Amd.1:2000 as requested by the ISO secretariat. The content of these corrigenda were already approved by WG11 and they can be therefore directly promoted to final status.

2.2.4  The Systems subgroup recommends to remove by corrigendum the audio and video profile and level indication table of 14496-1 and to refer instead to the same tables as documented in 14496-2 (Visual) and 14496-3 (Audio). The Systems subgroup recommends that the Audio group includes the audio profile and level indication table in 14496-3 (Audio) at the Fairfax meeting.

2.2.5  The Systems subgroup recommends to remove by corrigenda all MPEG-4 Systems profiles for which the collection of conformance streams is incomplete at the MPEG 2002 December meeting. The conformance AHG will periodically report to MPEG on the status of the completion of the conformance streams suites.

2.2.6  The Systems subgroup recommends to split ISO/IEC 13818-1:2000/PDAM2 (IPMP Extension for MPEG-2 Systems) into two parts. One part (the IPMP extensions specification) will be made a new part of the MPEG-2 standard. The other part (stream type, table ID and descriptors) will remain in ISO/IEC 13818-1:2000/Amd.2. This modification of the MPEG-2 structure will be made at the Klagenfurt meeting and shall not change the schedule for the standardization of the IPMP Extension technology. It will ease referencing of the new technology while keeping the size of the MPEG-2 Systems specification manageable.

2.2.7  The Systems subgroup recommends to request JTC 1 to make ISO/IEC 14496-8 (Framework for the carriage of MPEG-4 content over IP network) publicly and freely available. This will facilitate the adoption of this standard within the IETF community and ease the development of new payload formats complying with the MPEG-4 framework.

2.2.8  The Systems subgroup approves the promotion of ISO/IEC 14496-10/CD. The Systems subgroup approves the design of the Video Coding Layer and understands that the carriage of AVC on MPEG-2 Systems and the AVC File format will be developed by the MPEG Systems subgroup, that the carriage of AVC on H.320 Systems will be developed by the ITU and that the carriage of AVC on RTP will be developed by IETF. The Systems subgroup is looking forward to working with JVT in order to optimize the design of these carriage mechanisms for AVC content as well as to maximize interoperability between them.

2.2.9  The Systems subgroup recommends that National Bodies comment on the first ideas developed by the Systems subgroup on the storage of AVC content in MP4 file as well as on the usage of AVC content within the MPEG-4 framework. The Systems subgroup expects that these technologies will reach CD at the Klagenfurt meeting.

2.2.10  The Systems subgroup recommends that National Bodies comment on the first ideas developed by the Systems subgroup on the usage of MPEG-7 descriptions in MPEG-4. The Systems subgroup expects that these technologies will reach WD at the Klagenfurt meeting and will follow the same standardization schedule as the on-going MPEG-7 Systems Extensions project.

2.2.11  The Systems subgroup welcomes contributions on MPEG-21 Systems exploratory issues: Digital Item File format, Digital Item Binarization and Digital Item Processing Engine.
