REQUEST FOR INFORMATION REGARDING TELEVISION LICENCE DEBTOR SYSTEM (TVDP)
1. INTRODUCTION
The SABC’s core business is to deliver a variety of high quality programmes and services through television and radio with a mandate to Inform, Educate, Entertain and Support the public at large. The SABC is a public broadcaster responsible for the provisioning of 19 Radio Stations (AM/FM) services as well as 5 Television broadcast channels to the general public. Each Radio Station and Television Channel is a sub-brand of the SABC and has its own responsibility towards reaching the overall goal of the public broadcaster.
The main purpose of the TVDP System is to manage and maintain all TV Licence accounts and store relating financial transactions and licence holder information. The system consist of various sub-systems providing different functionality including but not limited to: payment arrangements, debit order processing, correspondence management, cancellations, invoicing, penalties, refunds, bad debt management, client merge, concessions and address management. The system is integrated with a number of both other internal and external systems.
2. GENERAL REQUIREMENTS:
The following is the TVDP System Specifications that will form the core of the system required
· Developed, maintained, configured and customised for by SABC utilising SAG Products – Natural /ADABAS, TRS, CONSTRUCT and EntireX Middleware.
· There are approximately 12 million account holders and 1 billion transaction records on the database.
· In the TVDP System, there are approximately 12,669 Natural programs with approximately 4.1 million lines of code.
· In the ENTIREX System (middleware), there are approximately 96 programs with approximately 34,995 lines of code.
· There are approximately 8 billion records in the ADABAS databases and this amount to approximately 2Tb of data.
· Many interfaces with various levels of intelligence have been designed and implemented which allow the transfer of information between SABC and external Systems. These include: Retailers, POS (Point-of-Sale in Regional Offices), Banks, Debt Collection Agencies, Payment Gateways, SAP/ ERP, Mobius, Client Interaction Manager (Correspondence workflow), IVR (Interactive Voice Recording), the MIS (Management Information System) and the TV Licence website
· Approximately 250 users countrywide.
· Communication with TV Licence holders take the form of hard copy correspondence, bulk SMS and bulk Emails. The hard copy correspondence is designed on TVDP and is integrated with Pres Overlay Software to enable printing utilising the bulk continuous printers.

TVDP Integrations with other Internal Systems
System / Description / PurposeCustomer Interaction Manager (CIM) / In-house developed .Net system managing workflow of correspondence between SABC and Licence Holders. The system indexes all correspondence using licence number, department, team and category which enables work allocation to specific work groups. / Allows users to process incoming correspondence and respond to clients using preloaded correspondence templates. Responses can be sent via SMS, email or print.
Mobius / ASG Product used by TV Licences to archive reports and images. / All management, financial, exception and user reports are stored in Mobius. All bulk mailing correspondence and CIM images are stored here.
Retailer Validation System (RIMS) / In-house developed .Net system used by all television retailers to validate TV licences, process payments and submit registers in real-time. / Compliance at store level.
Revenue collection.
Interactive Voice Response (IVR) / IVR allows customers to interact with the TVDP system via a telephone keypad to obtain account balances and Retailers can validate TV licences without having to speak to an agent. / Reduce calls in Call Centre.
Self-service functionality to licence holders.
Point-of-sale System (POS) / Active Retail point-of-sale solution used in all SABC Regional Offices including head office to process TV Licence transactions. / Financial controls.

3. BUDGETARY COSTING REQUIREMENTS
The SABC requires an alternative solution including platform to the existing TVDP System hosted on an IBM mainframe. Advice is also required on how to carry out the migration from the existing to the new proposed. Please gather as well the costing (Total Cost of Ownership) of the different elements within the proposed solutions to help the SABC get accurate costing of the solution or development cost. Assist by including the following:
· Estimated timeframes for development and migration to new solution and platform
· The envisaged breakdown of each cost is required (or rate card).
· Indirect costs associated with the delivery or maintenance post implementation.
· Installation, Integration, Training, Services, and warranty costs.
· The cost of possible options including insurance of the equipment where applicable.
· And any other costs envisaged.
· The vendor may provide value-added features or services that are not included in the requirements above.
4. CONSORTIUMS, JOINT VENTURES AND SUB-CONTRACTING REGULATIONS
4.1 SUB-CONTRACTING
4.1.1 A tenderer will not be awarded points for B-BBEE status if it is indicated in the tender documents that such a tenderer intends sub-contracting more than 25% of the value of the contract to any other enterprise that does not qualify for at least the points the tenderer qualifies for, unless the intended sub-contractor is an exempted micro enterprise that has the capacity and ability to execute the sub-contract.
4.1.2 A tenderer awarded a contract may not sub-contract more than 25% of the value of the contract to any other enterprise that does not have an equal or higher B-BBEE status level than the tenderer concerned, unless the contract is sub-contracted to an exempted micro enterprise that has the capability and ability to execute the sub-contract.
4.1.3 A tenderer awarded a contract in relation to a designated sector, may not sub-contract in such a manner that the local production and content of the overall value of the contract is reduced to below the stipulated minimum threshold.

6. DECLARATION OF INTERESTS
6.1.1 Any legal or natural person, excluding any permanent employee of SABC, may make an offer or offers in terms of this tender invitation. In view of possible allegations of favouritism, should the resulting RFI or part thereof be awarded to:
(a) any person employed by the SABC in the capacity of Tenderer, consultant or service provider; or
(b) any person who acts on behalf of SABC; or
(c) any person having kinship, including a blood relationship, with a person employed by, or who acts on behalf of SABC; or
(d) any legal person which is in any way connected to any person contemplated in paragraph (a), (b) or (c),

6.2.1 Failure on the part of a Tenderer to fill in and/or sign this certificate maybe interpreted to mean that an association as stipulated in paragraph 1, supra, exists.
6.2.1 In the event of a contract being awarded to a Tenderer with an association as stipulated in paragraph 1, supra, and it subsequently becomes known that false information was provided in response to the above question, SABC may, in addition to any other remedy it may have:
- recover from the Tenderer all costs, losses or damages incurred or sustained by SABC as a result of the award of the contract; and/or
- Cancel the contract and claim any damages, which SABC may suffer by having to make less favourable arrangements after such cancellation.

NOTICE TO INTERESTED TENDERERS
9. REQUEST FOR INFORMATION DOCUMENTS
9.1.1 The Request for Information shall be used in preparation for the proposal; the SABC assumes no responsibility for errors or misinterpretation resulting from the use of an incomplete Request for Information.
9.1.2 The SABC will avail/send copies of the Request for Information on the above terms, does so only for purposes of obtaining information for the project and does not confer permission for any other use.
10. INTERPRETATIONS
10.1 All questions about the meaning or intent of the Request for Information shall be submitted in writing to the SABC on or 3 days before the set closing date. Replies will be issued via Addenda through electronic mail to all parties recorded by the SABC as having received the Request for Information response. Questions received less than three (3) days prior to the submission date will not be answered. Oral and other interpretations or clarifications will be without legal effect.
10.2 Interested tenderers should promptly notify the SABC of any ambiguity, inconsistency, or errors that they may discover upon examination of the Request for Information.
10.3 The SABC RFI is issued to merely obtain information and guiding the SABC in their approach for the issuing the RFP/Q.
11. SUBMISSION PROCEDURES
11.1.1 Final submission in duplicate must be deposited into the tender box on or before the closing date. The tenders must be enclosed in a sealed envelope that must have inscribed on the outside: The RFI Number: RFI and RFI TITLE.
11.1.2 Tenderers are requested to supply (in the tender response documentation) one (1) original hard copy, 1 (one) copy of the original and a soft copy of the tendered equipment list. It must be submitted with the tender on CD ROM media as size demands.
