14. General Summary of Function/Purpose of Position
The senior level Property Analyst 12 position in the Litigation and Valuation Unit performs the most complex appraisal, appraisal review, litigation, acquisition, relocation and property management activities on a statewide basis and in accordance with state and federal regulations. Responsibilities unique to this position include completing and reviewing complex appraisal and/or valuation reports and contracting with/evaluating real estate appraisal consultants. Whenever possible, this position identifies, recommends, and implements improvements and materials utilized in the Litigation and Valuation Unit and participates in the Quality Assurance/Quality Control (QA/QC) Program.

Duty 1
General Summary of Duty 1 % of Time 40This position is responsible for preparing complex appraisal and appraisal review reports utilizing all three approaches to value for all types of properties.
Individual tasks related to the duty.
· Prepares appraisals and appraisal review reports on residential, agricultural, industrial, commercial, excess property and special purpose properties.
· Works closely with municipalities, real estate agencies, and other appraisers to acquire information regarding comparable data and market values of property.
· Conducts field inspections of properties acquired and of comparable market transactions.
· Monitors the work of consultants and MDOT staff.
· Reviews all documents that address going concern, business relocation, cost-to-cure, fixtures, development rights, damages and benefits.
· Coordinates with the Office of the Attorney General on properties that have a high probability of being condemned.
· Prepares short form appraisals and market studies.
· Prepares right-of-way cost estimates.
· Completes condemnation activities, including testifying as an expert witness.
Duty 2
General Summary of Duty 2 % of Time 25Completes contracting for real estate appraisal and appraisal review services involving highly technical assignments.
Individual tasks related to the duty.
· Scopes projects with Region personnel to determine an appraisal project schedule.
· Identifies unique and/or unusual appraisal problems at the early stages of projects.
· Prepares the most complex appraisal problems/scope of services, setting forth all unique characteristics of the properties.
· Identify items which may affect the method and techniques utilized in the valuation of a property.
· Estimates consultant appraisal fees.
· Selects and works with qualified appraisal consultants.
· Completes performance evaluations and processes payments to consultants.
· Completes preliminary interviews with property owners.
· Interviews independent fee appraisers and other valuation experts as part of the application to provide real estate services.
Duty 3
General Summary of Duty 3 % of Time 10Provides technical expertise to the Office of the Attorney General involving condemnation cases. These cases are the most complex, are adversarial in nature, and have multiple valuation and legal issues.
Individual tasks related to the duty.
· Identifies the major issues in the cases and locates expert witnesses.
· Provides case strategies aimed at reducing overall monetary exposure to MDOT.
· Reviews and critiques appraisal reports in condemnation cases for the Assistant Attorney General assigned to the case.
· Analyzes claims for respondent expert witness fees.
· Testifies at trial when required.
Duty 4
General Summary of Duty 4 % of Time 10Negotiates the acquisition of right-of-way with property owners, processes the acquisition to closing and provides relocation assistance on parcels that are more sophisticated in nature.
Individual tasks related to the duty.
· Makes offers and negotiates on parcels, such as multi-family dwellings, apartment complexes, larger businesses, condominium complexes, large farm operations, manufacturing facilities and contaminated properties.
· Reviews title information involving multiple parties of interest.
· Prepares conceptual relocation plans for residential occupants, business displacements, and low income displacements which require special housing accommodations.
· Determines replacement housing payments, rental assistance payments, and purchase down payments for persons displaced, including those requiring last resort housing.
· Prepares memoranda of negotiations and correspondence.
· Prepares documents for acquisition closing related functions.
· Assists persons displaced and processes relocation claims.
Duty 5
General Summary of Duty 5 % of Time 5Completes property management activities, including removing improvements within the right-of-way and processing excess property requests for sale or lease.
Individual tasks related to the duty.
· Prepares property disposition records, check lists, and other control documents.
· Coordinates clearance specifications and dates with Design and Construction Divisions.
· Prepares demolition contracts and conducts meetings with outside prequalified contractors.
· Acts as an expert witness in the state’s attempt to evict tenants and coordinate the sheriff’s eviction of premises.
· Prepares and negotiates rental agreements and creates leases for specialized rental uses that require Commission and
Administrative Board approvals.
· Prepares land inventory records and assists in assembling excess property for sale or lease through public auction.
Duty 6
General Summary of Duty 6 % of Time 5Participates in the statewide Development Services Division’s Quality Assurance/Quality Control (QA/QC) Program and serves on the QA/QC Review Team.
Individual tasks related to the duty.
· Develops general Quality Assurance/Quality Control (QA/QC) technical expertise.
· Participates on QA/QC Review Team with Central Office and Region staff.
· Assists the QA/QC Review Team in developing Region Quality Control Plans and related documents.
· Assists in the development of QA/QC Critical Requirements and other QA/QC criteria.
· Assists the QA/QC Review Team in the drafting of QA/QC review reports, year-end reports, and other related documents (such as checklists and guidelines).
· Participates in developing and disseminating best practices and other innovations brought to light via the QA/QC review process.
· Assists in the modification and updates of Development Services Division Procedure Manual as necessary to accommodate changes resulting from QA/QC activities.
Duty 7
General Summary of Duty 7 % of Time 5Completes other duties as assigned on a statewide basis in a professional, timely manner.
· Completes general real estate activities as assigned by the Unit Supervisor, Section Manager or Division Administrator.

Decisions on how to appraise a complex property or prepare a complex appraisal review; how to manage a litigation case; how to negotiate a complex parcel; how to write a relocation plan; how to determine a replacement housing and/or moving payment; how to solve a site clearance problem; how to solve contract issues and consultant payments; and how to determine the maximum use of Department property. These decisions may affect Regions, other sections, property owners, and management.

May be required to transport heavy files and right-of-way plans and enter upon/traverse across all types of real property, including multi-leveled and non-handicap accessible property. Extensive and overnight travel and travel in high traffic areas where future improvements are planned may be required.

The Real Estate Services Section is responsible for statewide policies, procedures, guidelines, technical expertise, problem solving, training, consultant lists, condemnation coordination and forms in support of the Regions, Development Services Division, and the Attorney General’s Office by providing appraisal, acquisition, relocation, title abstracting, tax payment services, consultant contracting, Local Public Agency compliance and right-of-way clearance. This position is responsible for the completion of complex appraisal, appraisal review, litigation, acquisition, relocation and property management tasks in order to meet the demands of the Development Services Division and the Department.
26. What are the minimum education and experience qualifications needed to perform the essential functions of this position?
EDUCATION:
Possession of a Bachelor’s degree in any major.
EXPERIENCE:
One year of professional real estate experience equivalent to a Property Analyst 11.
KNOWLEDGE, SKILLS, AND ABILITIES:
Ability to travel statewide. Ability to learn from, attend and teach training programs. Ability to perform duties as described. Knowledge of federal, state and departmental laws, rules, practices, methods, and procedures related to the work. Knowledge of landowner rights. Ability to maintain records and prepare reports and correspondence related to the work. Ability to communicate effectively with others, both verbally and in writing. Ability to maintain favorable public relations.
