Our Approach

At IncidentClear, we focus only on freeway service patrol and incident management with no commercial towing or civil engineering. This avoids any potential conflicts for our DOT partners. Our approach to Roadside Assistance Maintenance (RAM) or Freeway Service Patrol (FSP) is to implement an efficient and effective operation which provides quick responses to accidents and incidents, traffic control for scene stabilization, and initial maintenance response to incidents (such as debris removal and spill cleanup) under a technology offering which ensures complete transparency. With our innovative and proprietary technological solution, we want to create a transparent environment with the TMC and local law enforcement.

According to the Texas Transportation Institute, traffic congestion in 498 metropolitan areas cost the American economy over $121 billion equating to 5.5 billion excess hours of traffic and an extra 2.9 billion gallons of fuel. At IncidentClear, we understand that traffic related congestion places a tremendous burden on the economy while wasting precious natural resources. More importantly, congestion poses a serious safety hazard for motorist and first responders. In fact, Jeffrey Lindley of the US Department of Transportation stated the following in 2008:

“Incident-related congestion not only affects the economy, wastes fuel, and contributes to excess amounts of green-house gases, but also puts motorists and those that respond to the incident at risk of injury or death.”

Furthermore, according to the US Department of Transportation and the Federal Highway Administration, highway incidents cause 25 percent of the total congestion on roads and every minute that an Interstate lane remains blocked during peak congestion translates into significant delays. One blocked lane out of three will reduce traffic flow by 50 percent and; two blocked lanes will reduce it by 80 percent.

At IncidentClear, it is our mission to limit pollution with alternative fuel vehicles, energize the economy with efficient incident management, and increase the safety of first responders and motorists to keep Georgia moving. George Bergeron has 30 years of incident management training and is a TRAA Level 1 and Level 2 operator. He possesses multiple certifications in incident management. Has been managing the performance of Freeway Courtesy Patrol for various states since the early 1990s. Given this experience, we are proposing the following rollout as depicted on the next page:

Outreach

At IncidentClear, it is our mission to work with other first responders to limit roadway clearance times and incident clearance times to ensure the safety of all first responders and alleviate congestion. Through our experiences, we realize this cannot be done without prompt reliable, interoperable communications. Given this, we plan to execute a three-prong approach to our initial outreach:

1.  Since this is a new service for these DOT districts, we plan to develop and distribute an information flyer to all state police and fire department throughout the state. IncidentClear plans to work with GDOT personnel as well as Federal Highway DOT in developing this information. In this flyer, it will list appropriate contact information as well as the services the RAM program will provide. It will also list the services it will not provide. This is intended to educate our fellow first responders of the service.

2.  Prior to launch, we plan on working with GDOT to establish TIMs meetings in each GDOT district. All local state police and fire will be welcome to attend. In these meetings, we will discuss the following:

a.  Radio protocols

b.  Communication best practices

c.  TIM fundamentals and terminology

d.  Notification procedures

e.  Vehicle positioning at incidents

f.  Overall scene safety

g.  Command responsibilities

h.  Traffic Management

3.  We plan on working with GDOT to establish a few statewide SHRP2 training programs to walk through incident scenarios and live training demostrations

After rollout, we plan to work with GDOT to establish monthly meetings and quarterly TIMS training sessions.
