Disposal of Used Sharps

1st April 2015 – 31st March 2016

Service Description

The community pharmacy will accept all sharps containers containing used injectable sharps from patients, including containers which have been directly supplied to a small number ofpatients receiving certain pre-filled syringes. The pharmacy will safely store the returned sealed sharps bins until the regular collection by the nominated waste disposal collection company. The pharmacy is responsible for compliance with all regulations as required under Health Technical Memorandum (HTM) 07-01 which are the regulations for organisations involved in the management and disposal of healthcare waste.

Service Aims

To reduce the risk of needle stick injury in the community and inappropriate disposal of used injectable sharps, by providing a safe and secure means of disposal of personal used injectable sharps, used by patients with chronic disease.

Financial Details

In 2015 – 2016 each pharmacy commissioned to provide this service will receive: -

Monthly fee / £21

Payment will be made by the NHS BSAPrescription Services via the NHS SharedBusiness Services. Payment for the service will be identified on the NHS Prescription Servicesstatement as ‘Local Scheme 4’.

Contract Period

This is a one year Enhanced Service which will run from 1st April 2015 to 31st March 2016.

Should either party wish to cease providing/commissioning this service they will give three months’ notice in writing.

Service /
  • The pharmacy will complete an annual risk assessment to ensure adequate controls are in place, which will include provision of Hepatitis B injections for all staff involved in the handling of sharps, the safe storage of the returned bins, recording the transfer of bins to the disposal collection company.
  • The pharmacy contractor has a duty to ensure that pharmacists and staff involved in the provision of the service are aware of and operate within local protocols.
  • The pharmacy will develop an SOP and needle stick injury policy, which can be shared with NHS England on request.
  • The pharmacy will accept for disposal, sharps containers that have been issued on prescriptionincluding containers which have been directly supplied to a small number of patients receiving certain pre-filled syringes.
  • All sharps bins received will be stored in a secure store in an appropriately marked container and held until collected by the nominated waste disposal collection company, contracted by NHS England.
  • The Pharmacy contractor will comply with all regulations as required under Health Technical Memorandum (HTM) 07-01 which are the regulations for organisations involved in the management and disposal of healthcare waste.
  • It is the responsibility of the community pharmacy to provide booster Hep B immunisation for existing staff and Hep B immunisation for new staff.
  • All Community Pharmacy contractor providers of this service will comply with the General Pharmaceutical Council standards of conduct, ethics and performance at all times.

Training /
  • The pharmacy contractor has a duty to ensure that pharmacists and staff involved in the provision of the service have relevant knowledge and are appropriately trained in the operation of the service. This training must be recorded and updated annually. Evidence is to be recorded.
  • All staff will have read and signed the SOP, and reviewed annually.
  • All staff will have read and signed the needle stick injury policy, and reviewed annually.

Record keeping /
  • The pharmacy will maintain records as specified by NHS England, and provide access to the records on request by NHS England.
  • The pharmacy will comply with any legal reporting requirement as required under Health Technical Memorandum (HTM) 07-01 management and disposal of healthcare waste and retain collection notes from the waste collection service. These should be retained in the pharmacy premises for 5 years.
  • All serious incidents should be reported on the National Reporting Learning System (NRLS) as per current practice with a reminder to tick the share with NHS England – Bath, Gloucestershire, Swindon Wiltshire area.

Quality indicators /
  • The pharmacy will review the SOP annually and provide evidence of review.
  • The pharmacy co-operates with any locally agreed PCO led assessment of service user experience.
  • The pharmacy co-operates with any audit, (up to one) of the service in addition to the two specified audits in the community pharmacy contractual framework.
  • The pharmacy will display the poster provided prominently, to advertise to the public that this service is available.

This document constitutes the agreement between the pharmacy contractor and NHS England South (South Central) in regards to the above Service Level Agreement for the 12 months 1st April 2015 to 31st March 2016. We agree to abide by the conditions laid out in the agreement:
