Position title: Policy Advisor
Reports to: Country Director
Supervises: Staff as so designated and consultants

I. Major Functions:
The Policy Officer will provide expert support and knowledge to the development, and implementation, of policy and advocacy initiatives, and be generally responsible for the delivery of policy and advocacy related initiatives at the WWF Tanzania Country Office (TCO) with the aim at mainstreaming policy and advocacy for higher conservation impact in Tanzania. The holder will support the Country Director in contributing to WWF’s Africa vision by harnessing WWF’s power in policy and advocacy engagement.
The position will be part of a policy team, including policy focal points in various programs and project teams that will build internal and external policy and advocacy capacity for effective advocacy work and engagement for TCO’s staff and its partners
Major duties and responsibilities of the position will complement those of the Conservation manager, Development Partnerships Manager and Communication Manager on policy, advocacy and related partnerships and for financial resources mobilisation.
II. Major Duties and Responsibilities:
The Policy Officer’s duties and responsibilities will be:
Policy analysis, development, implementation and Advocacy:
· Assist the country office to contribute to increasing the engagement, visibility and relevance of WWF to key policy audiences as part of the implementation of the Country’s conservation strategy 2016-2020
· Maintain professional knowledge and keep abreast of emerging issues and current global, regional and national environmental, economic, political, social and other trends in Tanzania and regional level (EAC, COMESA,SADC), on relevant policy dialogues and political processes, to generate appropriate information, strategic analysis, direction and proposed actions in policy and advocacy areas.
· Engage in providing the country office perspective in developing WWF policy positions, and participate actively in relevant fora and with relevant stakeholders including government, public and private sector actors, civil society, and community among others, to promote those positions and to achieve concrete gains on WWF’s drive towards better natural resources management custodianship and sustainable development.
· Work to link WWF’s conservation priorities to national political or development agenda, framing conservation objectives when appropriate in economic, security, and trade terms.
· Work with the WWF network to ensure “One Voice” messages and approaches are coherent and strategically framed, and in coordination with global policy team, help formulate policy recommendations on WWF priorities in relevant national, regional, and international processes, and Multilateral Environmental Agreements.
· Engage with and provide support and experience to national Focal Points of those processes and MEAs.
· Participate in relevant global and regional WWF Policy & Advocacy Steering Groups, as well as in relevant multilateral negotiations as part of WWF or country official team.
· Assist the Development and Partnerships Manager to engage with strategic partners in the policy discourse on sustainable development and natural resource development protection, as well as in the identification and development and submission of WWF funding proposals to specific and relevant funding lines.
· Work with Communication team in developing communication plans for advocacy goals and campaign.
· Assess and identify policy and advocacy training needs for Tanzania Office staff and partners.
· Assist Programme coordinators and/or Project coordinators in developing sound thematic policy briefs
· Develop and implement a related capacity building plan to fill the identified policy and advocacy gaps.
· Create a framework within which policy work is conducted in a way that develops internal capacity and embodies WWF’s vision and mission in Tanzania and enable project/program teams to deliver on their respective policy ambition in a way that is consistent and generate organizational learning;
Management and Administration of third party contracts:
· Help administer policy and advocacy related Project activities in Tanzania, including through design and management of grants/contracts with external parties including partners, vendors and consultants.
· Monitor relevant vendor and consultant contract implementation and supervise as appropriate.
· Plan and work with WWF finance team to fulfil internal and external (funder) budget tracking and reporting requirements.
III) Profile:
Required Qualifications:
· A minimum of a Master’s degree in environmental and/or natural sciences, development studies, international relations, economics, social sciences, policy, public administration or management and training fields; an advanced degree (PhD) will be an added advantage.
· At least 10 years of relevant experience in development related disciplines, policy and advocacy;
· Strong experience in policy advocacy, training and development of educational materials;
· Experience working with large-scale programmes and organisations, in policy and/or advocacy;
· A good understanding of the present structure of governance in Tanzania
· A good understanding of WWF’s work on policy and advocacy issues.

· Excellent policy engagement, relationship management and diplomatic skills;
· Strong planning and analytical skills;
· Excellent organizational skills and a strong capacity to work independently;
· Ability to work within a multidisciplinary and multicultural team;
· Good command of English and Kiswahili both written and spoken
· Ability to work under tight deadlines, and high pressure situations;

IV. Working Relationships:
Internal: Works with relevant staff within TCO, Africa Policy Unit; Global Programmes Initiatives (GIs) (, ROA, the Africa Policy Unit, Global and Regional Policy Team, and NOs, particularly works in close collaboration with relevant projects, for policy and advocacy issues, as well as communication, fundraising, and administrative and financial management of projects.
External: Interacts as appropriate with policy makers at various levels including governments, development partners, international organisations, training institutions, academia, policy and advocacy think-tank institutions, development organisations, and CSOs.
