Notice is hereby given that the City of Casper, Wyoming will receive sealed bids at the Casper Service Center, 1800 E. K Street, Casper, Wyoming, until 1:00 p.m., April 27, 2018 for the following:

One (1) NewSingle Axle Truck with Dump Body, to be used in the Parks Division of the Parks and Recreation Department.

General Specifications:

It is the intent of these specifications to specify the minimum requirements for the furnishing and delivery of one (1) 35,600lb.minimum GVW rated single axle truck with dump body and hydraulics, to be used in the Parks Division of the Parks and Recreation Department. The unit shall be new with less than one hundred (100) miles and be less than six months old.Unit shall be delivered complete and ready for service, as specified, and shall be equipped with all of the manufacturer's standard equipment, as advertised, whether or not specifically mentioned in these specifications, in addition to all other equipment and attachments specified herein.

HYDRAULIC SYSTEM SPECIFICATIONS
1. Installation and
Testing / These are MINIMUM SPECIFICATIONS for a central hydraulic system designed for heavy-duty ice and snow control removal equipment. The “system” shall conform to all of the specifications set forth.
Bidder will be responsible for all costs associated with the installation and testing of all equipment. A HYDRAULIC CHECKLIST will be used to inspect and test all equipment, functions and installation upon delivery to the City of Casper. The exact mounting location of all hydraulic system components will be determined by a representative of the user agency, when the chassis is delivered for installationof components. / ______
4. Hydraulic Pump: / Pump will be a high quality U.S. manufactured and have parts that are easily obtainable locally. / ______
5. Mounting: / The wet kit will be a transmission mounted kit that is U.S manufactured such as Muncie or Chelsea and be compatible with the hydraulic dump body. / ______
6. Reservoir/Filter/Valve Enclosure: / The hydraulic reservoir will be of a 10 galcapacity minimum to sufficiently operate the system.The hydraulic reservoir will be constructed of 10-gauge steel and be internally baffled.
Mounting bracket is to be designed and supplied by the reservoir supplier.
Mounting system should allow for a 1” frame clearance for frame obstructions.
Shall be mounted in a manner as to not transmit any truck torsional loads thru the tank.
The enclosure will use a gasket-less passive technology. (No rubber seals, gaskets, or weather stripping.)
The enclosure lid will be removable within seconds by one person without the use of tools.
All valve fittings, hose ends, filter, filler breather, sendingunits and any electrical connections are to be protected by enclosure cover.
The reservoir supplier will provide all valve fittings (JIC connections) and plumb the return line from the valve to the filter.
The cover will protect from both road and pressure washer spray. / ______

The directional control valve must be easily accessible from all six (6) sides without the use of tools.
Hose exit and entrance must allow for components to be mounted adjacent to theenclosure.

7.Hydraulic Valves / If a double acting hoist is utilized, the dump body segment shall be equipped with a down side relief to protect the body down function. This relief shall be set to the hoist manufacturer’s specifications. / ______

8. Hoses & Fittings & Connectors / All hydraulic lines and plumbing shall be of sufficient capacity so as not to create heat or turbulence within hydraulic system. Suction line between reservoir and pump shall be a minimum SAE 100-R4 rating and shall be secured on both ends via heavy duty banding straps, radiator hose clamps unacceptable.
All pressure hoses, including signal sense to pump shall have swivel fittings on both ends and have a minimum SAE 100-R2 rating. Return lines and case drain shall have minimum SAE 100-R1 rating.
Hydraulic lines shall be routed to minimize interference with equipment and chassis components requiring periodic servicing.
Support brackets, grommets, and tie wraps shall be provided where appropriate to protect lines from damage by abrasion, cutting or impact.
Hoses shall not be routed near exhaust manifolds pipes, bolts, sharp edges, and exhaust system to prevent wear, fatigue, or fire.
Pipe fittings shall not be used in any high-pressure line. Maximum distance between support clamps on all hydraulic lines shall be 24in.
The hoist pressure hose will exceed hydraulic and hoist manufacturer’s specifications. Fittings and Air lines installed to operate hydraulic valves, hoist cylinder, are to be a minimum 1/4 " OD polyethylene. The air lines must be DOT approved for brake systems. Each air line must be permanently labeled with individual numbers, for function identification. All air line fittings will be brass push-in type.
An 85-pound air protection valve must be installed at the chassis air reservoir where the feedline for air controls will be connected.
Hydraulic and air line must be installed in a secure and orderly manner with adequate support throughout the system. All hoses must be installed to conform to industry standards relating to bending radius. No hoses will be attached to or bundled with electrical cables or wires. The use of common support bolts to attach clamps is acceptable as long as the electrical and hydraulic hose clamps are 180 degrees from each other. / ______

Truck shall be delivered with a full tank of fuel, properly blended for the weather conditions if required.
Diesel fuel to be at least the minimum requirements of blended #2/#1 diesel fuel with proper additives to correspond with climate conditions.
The winning vendor will bid and deliver one (1) chassis equipped with a dump body as specified in these specifications.
Trade-in vehicle will NOT be released for up to 60 days after delivery of new vehicle or until the new truck operates to the satisfaction of the City, whichever is sooner. / ______

Must provide two (2) sets of service manuals and two (2) sets of parts manuals (made specifically for chassis and body being sold). 7. Warranty / Specify in writing, to include all parts and labor F.O.B. Casper, for a minimum 12-month period.
Warranty will begin when truck is delivered completed, including checklists, and the truck is placed into service. Upon delivery, 15 days will be allowed for inspection of the unit to verify all specifications are met prior to acceptance. / ______
