COLLECTIVE BARGAINING AGREEMENT (CBA) CHANGES EFFECTIVE JULY 1, 2007 AND SSPS AUTHORIZATIONS FOR INDIVIDUAL PROVIDER (IP) SERVICES PRIOR TO JULY 1, 2007
Purpose: / To provide staff general information about CBA changes and instructions for completing IP authorizations.
Background: /
  • IPs elected to unionize in 2002 and, as a result, they were provided collective bargaining through the Governor’s office.
  • The Collective Bargaining Agreement (CBA) was re-negotiated and outlines specific changes to compensation that take effect July 1, 2007.

What’s new, changed, or
Clarified / Based on the CBA, effective July 1, 2007:
  • Base wages increase from $9.43 per hour to $9.73 per hour.
  • Wages increase 30 cents per hour for each step of the wage scale.
  • The current 7-step wage scale based on cumulative hours worked increases to include a pay step for IPs reaching 14,001 cumulative hours.
  • The vacation leave accrual rate will increase from 1 hour for every 50 hours worked to 1 hour for every 40 hours worked.
These changes have been added to the newest revision of the Employment Reference Guide for IPs(DSHS 22-221 rev. 7/07).
SSPS runs an IP Transaction Generator (TG) prior to each invoice run. The TG has limitations on when the correct rate can be put on an IP’s authorization prior to invoicing.
ACTION: / After July 1, 2007, if you are authorizing IP services that occurred prior to July 1, 2007, the TG will automatically paste in the rate for the new fiscal year (July 1, 2007 – June 30, 2008).
  • YOU MUST CORRECT THIS by changing the rate to the ‘old’ rate (fiscal year 2007 - July 1, 2006 – June 30, 2007)using WAGE SCALE A (see attachment) to determine the correct rate.
  • Your end date must not be later than June 30, 2007.
  • To authorize services after the June supplemental run, you must enter the authorization for each month on separate lines. See WAGE SCALE B (attachment) for rates effective beginning July 1, 2007.
Recycle any existing stock of the Employment Reference Guidefor IPs (DSHS 22-221) and restock with the new version immediately (available after July 10th).
Order new Employment Reference Guidesfor IPsthrough the Department of Printing’s General Store. HCS and DDD offices - include your mail stop when ordering.
